Un modelo de gestión territorial: el caso de Urabá 2012 - 2015
Si bien el proceso de descentralización en Colombia trajo avances para la consolidación de una verdadera democracia, dejó por fuera asuntos importantes para el desarrollo de los territorios; tal es el caso de los departamentos, que a diferencia de los municipios, quedaron con un papel secundario y con vagas funciones políticas, administrativas y fiscales -- Esto ha generado una falta de articulación intergubernamental e interinstitucional, lo que ha facilitado prácticas de corrupción y clientelismo -- Buscando llenar este vacío, la gobernación de Antioquia, a través de su Plan de Desarrollo Antioquia la más educada 2012 -2015, ha venido implementando el Proyecto Integral Regional para el Desarrollo de Urabá, como un modelo de gestión territorial en el cual convergen voluntades, recursos e intervenciones a través de las Relaciones Intergubernamentales – RIG, con un enfoque de gobernanza multinivel -- Este modelo ha logrado reivindicar el papel de las gobernaciones como entes integradores, con un papel fundamental en la coordinación y ejecución de acciones en pro del desarrollo territoria
Oratoria al patio : una propuesta para el fortalecimiento de la competencia argumentativa oral en las estudiantes del grado 9 de la Institución Educativa San José del municipio de Itagüí
RESUMEN: El presente trabajo de investigación busca fortalecer la competencia argumentativa oral,
de las estudiantes del grado 9o de la Institución Educativa San José, a través del diseño de
estrategias enmarcadas en una unidad didáctica, cuyo punto de cierre es un evento de
oratoria, el cual conjuga experiencias que potencializan en ellas capacidades para debatir y
convencer al otro, así como posicionarse con propiedad en contextos comunicativos.
Esta propuesta se estructura desde la investigación cualitativa, bajo un diseño de
investigación acción educativa. Para tal efecto, se emplean técnicas como la revisión
documental, la observación y la entrevista, que permiten reflexionar e intervenir las
prácticas de las estudiantes dentro del aula, a fin de dar respuesta a necesidades generadas
en ella; para este caso, la competencia argumentativa oral, la cual busca afianzarse en
diferentes ámbitos formativos.
Si bien para los maestros puede ser más fácil identificar la argumentación en procesos
orales, porque desde tiempos remotos el discurso oral ha primado sobre el escrito, al ser
asumida como natural, su fortalecimiento ha sido desatendido en las aulas de clase, pues se
ha profundizado más en el desarrollo de la competencia argumentativa escrita que en esta
modalidad de lenguaje.
Este trabajo de investigación se convierte en una construcción en la medida que se
relaciona la teoría, la experiencia del trabajo de campo y la interpretación como maestras
investigadoras. En él se reivindica el papel de la oralidad en los procesos de formación en
el área de lenguaje y se insiste en la relación que debe existir entre escuela y sociedad;
problematizando el lugar que, tradicionalmente se ha dado a la oralidad y a la
argumentación en las instituciones educativas del país. Tal problematización suscita la
posibilidad de que fuesen la escuela y el maestro quienes a partir del diseño e
implementación de espacios de interacción, permitan la participación en escenarios de
argumentación oral. Con base en lo anterior, se logra adaptar y apropiar una concepción de
competencia argumentativa oral en cuya formación desempeña un papel fundamental el
maestro del área de lenguaje.ABSTRACT: The present research work seeks to strengthen the oral argumentative competence of
the 9th grade students at San Jose School, through design of strategies, framed in a didactic
unit, whose closing point is an oratory event, which combines experiences that potentiate in
them capabilities to discuss and convince using arguments to position oneself properly in
communicative context. This approach is structured from a qualitative investigation, with a
design of Educative Action Research, for strengthening of the Oral Argumentative
Competence.
For this effect, techniques such as documentary review, observation and interview
are used, that allows reflecting and interference with the practice in the classroom, in order
to answers to the needs generated in this, for this case the oral argumentative competence,
whose seeks to improve for its exercise in different training ambits.
In this sense, even if for teachers can be easier to identify the argumentation in oral
processes, due since the remote times, the oral discourse has been more important that the
written, to be assumed as a natural process, its strengthening has been neglected in
classrooms, therefore, the development of written competence is deeper that this modality
of language.
This research work becomes a construction insofar as it relates the theory, the
experience of the field work and the interpretation as research teachers. In it the role of
orality in the processes of training in the area of language is vindicated and insists on the
relationship that should exist between school and society; problematizing the place that has
been traditionally given to orality and argumentation in Educational Institutions in the
country. Such problematization provokes the possibility that in the school and the teacher
who, from the design and implementation of interaction places, allow participation in oral
argumentation scenarios. Based on the above, it is possible to adapt and appropriate a
conception of oral argumentative competence in which the language teacher plays a
fundamental role
Teen mother and newborn nutritional status in a group of teenagers of the city of medellin
ABSTRACT: in developing countries, including Colombia, teen pregnancy is a public health problem. It brings social, health and nutritional consequences for the mother/son binomial. Objective: to assess demographic, socioeconomic, food security, health and nutritional status characteristics in a group of pregnant teenagers and their newborns. Methodology: a cross sectional analytical study was performed in 294 pregnant teenagers in their third trimester of pregnancy enrolled in the prenatal care programs of the public network of hospitals in Medellin-Colombia between 2011 and 2012. Association between the mother ́s body mass index, iron nutritional status and newborn ́s weight at birth using explicative variables was assessed. Results: monthly incomes under a minimum salary were associated with low mother ́s weight and newborns small for gestational age. Low gestational weight was higher in pregnant women under 15 years of age and with a gynecological age under five years. The prevalence of anemia was low in the first trimester and increased at the end of pregnancy; 5.6% had adequate iron reserves. Low weight at birth was associated with infections and mother ́s low weight in the third trimester of pregnancy. Conclusion: teenage pregnancy is a complex problem associated with negative effects in the nutritional, health and social status of the girl and their newborn.RESUMEN: en los países en vía de desarrollo, entre ellos Colombia, el embarazo adolescente es un problema de salud pública por sus consecuencias sociales, de salud y nutrición para el binomio madre-hijo. Objetivo: evaluar las características demográficas, socioeconómicas, de seguridad alimentaria, de salud y el estado nutricional en un grupo de gestantes adolescentes y sus recién nacidos. Métodos: se realizó un estudio analítico de corte transversal con 294 embarazadas adolescentes en el tercer trimestre de gestación del programa de control prenatal de la Red Pública Hospitalaria de Medellín-Colombia, durante 2011-2012. Se buscó la asociación del índice de masa corporal materno, estado nutritivo del hierro y peso al nacer del neonato con variables explicativas. Resultados: los ingresos económicos mensuales inferiores a un salario mínimo se asociaron con bajo peso materno y con recién nacidos pequeños para la edad gestacional. El bajo peso gestacional se presentó en mayor proporción en las gestantes de 15 años o menos y con una edad ginecológica inferior a cinco años. La prevalencia de anemia fue baja en el primer trimestre y aumentó significativamente al final del embarazo; 90% presentaron reservas inadecuadas de hierro. El bajo peso al nacer se asoció con la presencia de infecciones y el bajo peso materno en el tercer trimestre de gestación. Conclusión: la gestación adolescente es un problema complejo que se asocia con efectos negativos en el estado nutricional, de salud y social de la mujer y su recién nacido
The Research Journey as a Challenge Towards New Trends
The academic community of the department of Risaralda, in its permanent interest in evidencing the results of the research processes that are carried out from the Higher Education Institutions and as a product of the VI meeting of researchers of the department of Risaralda held in November 2021 presents its work: “The journey of research as a challenge towards new trends”, which reflects the result of the latest research and advances in different lines of knowledge in Agricultural Sciences, Health Sciences, Social Sciences and Technology and Information Sciences, which seek to solve and meet the demands of the different sectors.

Reducing the environmental impact of surgery on a global scale: systematic review and co-prioritization with healthcare workers in 132 countries
Abstract
Background
Healthcare cannot achieve net-zero carbon without addressing operating theatres. The aim of this study was to prioritize feasible interventions to reduce the environmental impact of operating theatres.
Methods
This study adopted a four-phase Delphi consensus co-prioritization methodology. In phase 1, a systematic review of published interventions and global consultation of perioperative healthcare professionals were used to longlist interventions. In phase 2, iterative thematic analysis consolidated comparable interventions into a shortlist. In phase 3, the shortlist was co-prioritized based on patient and clinician views on acceptability, feasibility, and safety. In phase 4, ranked lists of interventions were presented by their relevance to high-income countries and low–middle-income countries.
Results
In phase 1, 43 interventions were identified, which had low uptake in practice according to 3042 professionals globally. In phase 2, a shortlist of 15 intervention domains was generated. In phase 3, interventions were deemed acceptable for more than 90 per cent of patients except for reducing general anaesthesia (84 per cent) and re-sterilization of ‘single-use’ consumables (86 per cent). In phase 4, the top three shortlisted interventions for high-income countries were: introducing recycling; reducing use of anaesthetic gases; and appropriate clinical waste processing. In phase 4, the top three shortlisted interventions for low–middle-income countries were: introducing reusable surgical devices; reducing use of consumables; and reducing the use of general anaesthesia.
Conclusion
This is a step toward environmentally sustainable operating environments with actionable interventions applicable to both high– and low–middle–income countries
Propiedades mecánicas bajo compresión y resistencia al desgaste abrasivo de piezas gruesas de caucho acrilonitrilo
Se estudió la variación de las propiedades mecánicas bajo compresión uniaxial y el desgaste abrasivo en la sección transversal de piezas gruesas de caucho acrilonitrilo (NBR) reforzadas con negro de humo, teniendo en consideración que en este tipo de piezas las propiedades obtenidas durante la vulcanización no son homogéneas, debido a la baja difusividad térmica de los cauchos. Se realizaron ensayos de desgaste abrasivo en seco, buscando identificar la relación entre la resistencia al desgaste abrasivo y las propiedades mecánicas en compresión, como el módulo elástico y la dureza. Se evaluaron muestras en estado de entrega tras el proceso de vulcanización, luego expuestas al ambiente durante tres meses y, posteriormente, envejecidas en una cámara UV. El envejecimiento ambiental rigidiza los materiales estudiados, pero disminuye la resistencia al desgaste del material proveniente del núcleo de las piezas. El envejecimiento UV disminuyó el módulo elástico, pero su efecto sobre la resistencia al desgaste depende del estado de envejecimiento previo. La dureza no presentó una relación directa ni con el módulo elástico ni con la resistencia al desgaste, por lo cual no puede usarse como propiedad para la selección de cauchos NBR sometidos a desgaste abrasivo. La información obtenida permite generar criterios para el diseño de componentes basados en este tipo de cauchos

Adolescent pregnancy : maternal characteristics and their association with birth weight of the newborn

Objective: assess socio-demographic, economic, food security, health and maternal nutritional status characteristics by anthropometric measures in a group of pregnant adolescents in Medellin-Colombia on their third trimester of pregnancy and associate them with the newborns weight. Methods and materials: A cross sectional analytical study was made with 294 pregnant women (week 27 to 40), who participating in prenatal control program of the public hospital network in Medellin-Colombia. We sought Association of weight at birth with the explanatory variables. Results: underweight in pregnant women was presented in families that had lower income wages than the Standard Minimum Wage Income –SMWI–, adolescents who were younger than 15 years old and those who had a gynecological age less than five years. In newborns, the highest proportion of small children for pregnancy age was found in mothers who presented infections, low pregnancy weight and low family income less than the minimum wage. For those whose earnings was less than the minimum income the newborn weight decreased 118g (CI95%:-2,5 a -234,7), in addition, for each kilogram that increased the pre- pregnancy weight, newborn weight increased in 10,26g (CI95%:1,98 a -18,5). Conclusions: low-weight pregnancy and low-weight newborns are associated with low family income. Pre-pregnancy weight, body mass index in the third trimester of pregnancy and mother`s presence of urinary tract and vaginal infections were associated with the newborn ́s weight.RESUMEN: En Colombia, el embarazo adolescente es un problema de salud pública, con serias implicaciones en la salud y nutrición del binomio madre-hijo. La mayor proporción de pequeños para la edad gestacional se presentó en adolescentes con infecciones, bajo peso gestacional e ingresos menores a un SMMLV. Devengar menos de un SMMLV disminuye 118 gramos el peso del recién nacido (IC95%:-2,5a-234,7) y por cada kilogramo que aumentó el peso pregestacional materno, el peso al nacer aumentó 10,3 g (IC95%: 2,0 - 18,5). En Colombia, el embarazo adolescente es un problema de salud pública, con serias implicaciones en la salud y nutrición del binomio madre-hijo. El objetivo del estudio fue evaluar características sociodemográficas, económicas, de seguridad alimentaria, de salud y el estado nutricional por antropometría en adolescentes en el tercer trimestre de embarazo y asociar estos factores con el peso de los recién nacidos. Se realizó un estudio analítico de corte transversal con 294 embarazadas (semana 27-40) del programa de control prenatal de la Red Pública Hospitalaria de Medellín-Colombia. Se buscó asociación del peso al nacer del neonato con las variables explicativas. El bajo peso en embarazadas se presentó en mayor proporción en adolescentes cuyas familias devengaron menos de un Salario Mínimo Mensual -SMMLV-, en las que tenían 15 años o menos y con edad ginecológica menor de cinco años. La mayor proporción de pequeños para la edad gestacional se presentó en adolescentes con infecciones, bajo peso gestacional e ingresos menores a un SMMLV. Devengar menos de un SMMLV disminuye 118 gramos el peso del recién nacido (IC95%:-2,5a-234,7) y por cada kilogramo que aumentó el peso pregestacional materno, el peso al nacer aumentó 10,3 g (IC95%: 2,0 - 18,5). Los ingresos económicos inferiores a un SMMLV se asociaron con bajo peso materno y con recién nacidos pequeños para la edad gestacional. El peso pregestacional, el índice de masa corporal bajo en tercer trimestre de gestación y la presencia de infecciones urinarias y/o vaginales de la madre se asociaron con recién nacidos pequeños para la edad gestacional.In Colombia, adolescent pregnancy is a public health problem, with serious implications for the health and nutrition of the binomial mother-child. Objective: assess socio-demographic, economic, food security, health and maternal nutritional status characteristics by anthropometric measures in a group of pregnant adolescents in Medellin-Colombia on their third trimester of pregnancy and associate them with the newborns weight. Methods and materials: A cross sectional analytical study was made with 294 pregnant women (week 27 to 40), who participating in prenatal control program of the public hospital network in Medellin-Colombia. We sought Association of weight at birth with the explanatory variables. Results: underweight in pregnant women was presented in families that had lower income wages than the Standard Minimum Wage Income – SMWI–, adolescents who were younger than 15 years old and those who had a gynecological age less than five years. In newborns, the highest proportion of small children for pregnancy age was found in mothers who presented infections, low pregnancy weight and low family income less than the minimum wage. For those whose earnings was less than the minimum income the newborn weight decreased 118g (CI95%:-2,5 a - 234,7), in addition, for each kilogram that increased the prepregnancy weight, newborn weight increased in 10,26g (CI95%:1,98 a -18,5). Conclusions: low-weight pregnancy and low-weight newborns are associated with low family income.
