    Control interno y su incidencia en la gestión de obras en Municipalidades Distritales de Pachitea - Huánuco

    The objective of the research was to determine if internal control affects the management of works of the District Municipalities of Pachitea, province and department of Huánuco, during 2017. The study was quantitative, descriptive, prospective and transversal, with a design correlational The sample was made up of 48 construction workers from 4 District Municipalities of the Province of Pachitea, selected through non-probabilistic sampling. The data was collected through two questionnaires: measurement of internal control and the management of municipal works, previously validated, and reliable. The ethical research considerations were applied. Descriptive analysis was performed and the hypothesis was tested by the Sperman Rho test for a p <0.05. According to the results, 39.6% (19) of the sample had perceived that the internal control was adequate, 35.4% (17) of a regular level and 25.0% (12) inadequate. On the other hand, 37.5% (18) reported that there is inefficient management, 33.3% (16) regular management and only 29.2% (14) reported efficient management. It is concluded that there is a positive, moderate and significant correlation between the analyzed variables (rs = 0.476 and p <0.05); therefore, it is affirmed that internal control has a positive impact on the management of works in the District Municipalities of Pachitea.El objetivo de la investigación fue determinar si el control interno incide en la gestión de obras de las Municipalidades Distritales de Pachitea, provincia y departamento de Huánuco, durante el 2017. El estudio fue de enfoque cuantitativo, tipo descriptivo, prospectivo y transversal, con diseño correlacional. La muestra la conformaron 48 trabajadores de obras de 4 Municipalidades Distritales de la Provincia de Pachitea, seleccionados mediante el muestreo no probabilístico. Los datos se recolectaron mediante dos cuestionarios: medición del control interno y la gestión de obras municipales, previamente validadas, y fiabilizadas. Se aplicaron las consideraciones éticas de investigación. Se realizó el análisis descriptivo y la hipótesis se comprobó mediante la prueba Rho de Sperman para un p <0,05. Según los resultados se tuvo que 39.6%(19) de la muestra percibieron que el control interno fue adecuado, 35.4%(17) de nivel regular y 25.0%(12) inadecuado. De otro lado, 37.5%(18) referían que existe una gestión ineficiente, 33.3%(16) una gestión regular y solo 29.2%(14) refirieron una gestión eficiente. Se concluye que existe correlación positiva, moderada y significativa entre las variables analizadas (rs = 0.476 y p<0.05); por tanto, se afirma que el control interno incide positivamente en la gestión de obras en las Municipalidades Distritales de Pachitea

    Radiological risks are, probably by the fact that Hiroshima and Nagasaki bombs still are a part of the collective nightmares of the humankind, always with the sword of Damocles of a possible use of nuclear weapons, the paradigm of subjectivity. And their negative perception by the citizens has turned into a growing interest for people responsible of the management of any of the applications of the ionizing radiations. In this work the opinion of communication experts, some based on their experience in the health care system, with regard to radiological risks and what can be done in order to modify such negative perception are set out.Los riesgos radiológicos están, seguramente por el hecho que las bombas de Hiroshima y Nagasaki sigan formando parte de las pesadillas colectivas de la humanidad, siempre con la espada de Damocles de un posible uso de las armas nucleares, el paradigma de la subjetividad. Y su percepción negativa por parte de los ciudadanos se ha convertido en un momento de creciente interés para los responsables de la gestión y el manejo de cualquiera de las aplicaciones de las radiaciones ionizantes. En este trabajo se expone la opinión de expertos en comunicación cuando se habla de riesgos radiológicos, basándose algunos en su experiencia en el sector sanitario, y lo que se puede hacer para que esa percepción negativa pueda llegar a modificarse

    Feature extraction based on bio-inspired model for robust emotion recognition

    Emotional state identification is an important issue to achieve more natural speech interactive systems. Ideally, these systems should also be able to work in real environments in which generally exist some kind of noise. Several bio-inspired representations have been applied to artificial systems for speech processing under noise conditions. In this work, an auditory signal representation is used to obtain a novel bio-inspired set of features for emotional speech signals. These characteristics, together with other spectral and prosodic features, are used for emotion recognition under noise conditions. Neural models were trained as classifiers and results were compared to the well-known mel-frequency cepstral coefficients. Results show that using the proposed representations, it is possible to significantly improve the robustness of an emotion recognition system.     Primordial Nucleosynthesis

    Primordial nucleosynthesis, or Big-Bang Nucleosynthesis (BBN), is one of the three evidences for the Big-Bang model, together with the expansion of the Universe and the Cosmic Microwave Background. There is a good global agreement over a range of nine orders of magnitude between abundances of 4He, D, 3He and 7Li deduced from observations, and calculated in primordial nucleosynthesis. This comparison was used to determine the baryonic density of the Universe. For this purpose, it is now superseded by the analysis of the Cosmic Microwave Background (CMB) radiation anisotropies. However, there remain, a yet unexplained, discrepancy of a factor 3-5, between the calculated and observed lithium primordial abundances, that has not been reduced, neither by recent nuclear physics experiments, nor by new observations. We review here the nuclear physics aspects of BBN for the production of 4He, D, 3He and 7Li, but also 6Li, 9Be, 11B and up to CNO isotopes. These are, for instance, important for the initial composition of the matter at the origin of the first stars.     The Higgs sector of the phenomenological MSSM in the light of the Higgs boson discovery

    The long awaited discovery of a new light scalar at the LHC opens up a new era of studies of the Higgs sector in the SM and its extensions. In this paper we discuss the consequences of the observation of a light Higgs boson with the mass and rates reported by the ATLAS and CMS collaborations on the parameter space of the phenomenological MSSM, including also the so far unsuccessful LHC searches for the heavier Higgs bosons and supersymmetric particle partners in missing transverse momentum as well as the constraints from B physics and dark matter. We explore the various regimes of the MSSM Higgs sector depending on the parameters MA and tan beta and show that only two of them are still allowed by all present experimental constraints: the decoupling regime where there is only one light and standard--like Higgs boson and the supersymmetric regime in which there are light supersymmetric particle partners affecting the decay properties of the Higgs boson, in particular its di-photon and invisible decays.Comment: 21 pages, 9 figures v2 - Discussion of the impact of LHC data extended, scan statistics increased, a few figures added and typos correcte

    Weaker land–climate feedbacks from nutrient uptake during photosynthesis-inactive periods

    Terrestrial carbon–climate feedbacks depend on two large and opposing fluxes—soil organic matter decomposition and photosynthesis—that are tightly regulated by nutrients . Earth system models (ESMs) participating in the Coupled Model Intercomparison Project Phase 5 represented nutrient dynamics poorly , rendering predictions of twenty-first century carbon–climate feedbacks highly uncertain. Here, we use a new land model to quantify the effects of observed plant nutrient uptake mechanisms missing in most other ESMs. In particular, we estimate the global role of root nutrient competition with microbes and abiotic processes during periods without photosynthesis. Nitrogen and phosphorus uptake during these periods account for 45 and 43%, respectively, of annual uptake, with large latitudinal variation. Globally, night-time nutrient uptake dominates this signal. Simulations show that ignoring this plant uptake, as is done when applying an instantaneous relative demand approach, leads to large positive biases in annual nitrogen leaching (96%) and N O emissions (44%). This N O emission bias has a GWP equivalent of ~2.4 PgCO yr , which is substantial compared to the current terrestrial CO sink. Such large biases will lead to predictions of overly open terrestrial nutrient cycles and lower carbon sequestration capacity.     Bunyavirus requirement for endosomal K+ reveals new roles of cellular ion channels during infection

    In order to multiply and cause disease a virus must transport its genome from outside the cell into the cytosol, most commonly achieved through the endocytic network. Endosomes transport virus particles to specific cellular destinations and viruses exploit the changing environment of maturing endocytic vesicles as triggers to mediate genome release. Previously we demonstrated that several bunyaviruses, which comprise the largest family of negative sense RNA viruses, require the activity of cellular potassium (K+) channels to cause productive infection. Specifically, we demonstrated a surprising role for K+ channels during virus endosomal trafficking. In this study, we have used the prototype bunyavirus, Bunyamwera virus (BUNV), as a tool to understand why K+ channels are required for progression of these viruses through the endocytic network. We report three major findings: First, the production of a dual fluorescently labelled bunyavirus to visualize virus trafficking in live cells. Second, we show that BUNV traffics through endosomes containing high [K+] and that these K+ ions influence the infectivity of virions. Third, we show that K+ channel inhibition can alter the distribution of K+ across the endosomal system and arrest virus trafficking in endosomes. These data suggest high endosomal [K+] is a critical cue that is required for virus infection, and is controlled by cellular K+ channels resident within the endosome network. This highlights cellular K+ channels as druggable targets to impede virus entry, infection and disease

    New measurement of neutron capture resonances of 209Bi

    The neutron capture cross section of Bi209 has been measured at the CERN n TOF facility by employing the pulse-height-weighting technique. Improvements over previous measurements are mainly because of an optimized detection system, which led to a practically negligible neutron sensitivity. Additional experimental sources of systematic error, such as the electronic threshold in the detectors, summing of gamma-rays, internal electron conversion, and the isomeric state in bismuth, have been taken into account. Gamma-ray absorption effects inside the sample have been corrected by employing a nonpolynomial weighting function. Because Bi209 is the last stable isotope in the reaction path of the stellar s-process, the Maxwellian averaged capture cross section is important for the recycling of the reaction flow by alpha-decays. In the relevant stellar range of thermal energies between kT=5 and 8 keV our new capture rate is about 16% higher than the presently accepted value used for nucleosynthesis calculations. At this low temperature an important part of the heavy Pb-Bi isotopes are supposed to be synthesized by the s-process in the He shells of low mass, thermally pulsing asymptotic giant branch stars. With the improved set of cross sections we obtain an s-process fraction of 19(3)% of the solar bismuth abundance, resulting in an r-process residual of 81(3)%. The present (n,gamma) cross-section measurement is also of relevance for the design of accelerator driven systems based on a liquid metal Pb/Bi spallation target.Comment: 10 pages, 5figures, recently published in Phys.
