Understanding the complex impacts of drought: A key to enhancing drought mitigation and preparedness
Methods for Evaluating Social Vulnerability to Drought
Social vulnerability to drought is complex and it is reflected by society’s capacity to anticipate, cope with and respond. Here we estimate these aspects of social vulnerability, evaluating the natural resource structure, the economic capacity, the human and civic resources, and aspects of agricultural innovation. These factors are components of a vulnerability index and they can be weighted appropriately in computing the final value of the index. In this chapter we present the results of the index under two valuation scenarios. For Scenario 1 all components are valued equally. For Scenario 2 the human resources component is given 50% of the weight, the economic and natural resource components are given 20% of the weight each, and the agricultural technology is given 10% of the weight. This reflects the assumption that a society with institutional capacity and coordination and mechanisms for public participation is less vulnerable to drought and that agriculture is only one of the sectors affected by drought. The vulnerability index establishes robust conclusions since the range of values across countries does not change with the assumptions under the two scenarios
Shining Light on Merging Galaxies I: The Ongoing Merger of a Quasar with a `Green Valley' Galaxy
Serendipitous observations of a pair z = 0.37 interacting galaxies (one
hosting a quasar) show a massive gaseous bridge of material connecting the two
objects. This bridge is photoionized by the quasar (QSO) revealing gas along
the entire projected 38 kpc sightline connecting the two galaxies. The emission
lines that result give an unprecedented opportunity to study the merger process
at this redshift. We determine the kinematics, ionization parameter (log U ~
-2.5 +- 0.03), column density (N_H ~ 10^{21} cm^{-2}), metallicity ([M/H] ~
-0.20 +- 0.15), and mass (~ 10^8 Msun) of the gaseous bridge. We simultaneously
constrain properties of the QSO-host (M_DM>8.8x 10^{11} Msun) and its companion
galaxy (M_DM>2.1 x 10^{11} Msun; M_star ~ 2 x 10^{10} Msun; stellar burst
age=300-800 Myr; SFR~6 Msun/yr; and metallicity 12+log (O/H)= 8.64 +- 0.2). The
general properties of this system match the standard paradigm of a
galaxy-galaxy merger caught between first and second passage while one of the
galaxies hosts an active quasar. The companion galaxy lies in the so-called
`green valley', with a stellar population consistent with a recent starburst
triggered during the first passage of the merger and has no detectable AGN
activity. In addition to providing case-studies of quasars associated with
galaxy mergers, quasar/galaxy pairs with QSO-photoionized tidal bridges such as
this one offer unique insights into the galaxy properties while also
distinguishing an important and inadequately understood phase of galaxy

Spatial patterns and temporal variability of drought in Western Iran
An analysis of drought in western Iran from 1966 to 2000 is presented
using monthly precipitation data observed at 140 gauges uniformly distributed over
the area. Drought conditions have been assessed by means of the Standardized
Precipitation Index (SPI). To study the long-term drought variability the principal
component analysis was applied to the SPI field computed on 12-month time scale.
The analysis shows that applying an orthogonal rotation to the first two principal
component patterns, two distinct sub-regions having different climatic variability
may be identified. Results have been compared to those obtained for the largescale
using re-analysis data suggesting a satisfactory agreement. Furthermore, the
extension of the large-scale analysis to a longer period (1948–2007) shows that
the spatial patterns and the associated time variability of drought are subjected
to noticeable changes. Finally, the relationship between hydrological droughts in
the two sub-regions and El Niño Southern Oscillation events has been investigated
finding that there is not clear evidence for a link between the two phenomen
Academic misconduct, misrepresentation and gaming: a reassessment
The motivation for this Special Issue is increasing concern not only with academic misconduct but also with less easily defined forms of misrepresentation and gaming. In an era of intense emphasis on measuring academic performance, there has been a proliferation of scandals, questionable behaviors and devious stratagems involving not just individuals but also organizations, including universities, editors and reviewers, journal publishers, and conference organizers. This introduction first reviews the literature on the prevalence of academic misconduct, misrepresentation and gaming (MMG). The core of the article is organized around a life-cycle model of the production and dissemination of research results. We synthesize the findings in the MMG literature at the level of the investigator or research team, emphasizing that misbehavior extends well beyond fabrication and falsification to include behaviors designed to exaggerate or to mislead readers as to the significance of research findings. MMG is next explored in the post-research review, publication, and post-publication realms. Moving from the individual researcher to the organizational level, we examine how MMG can be engaged in by either journals or organizations employing or funding the researchers. The changing institutional environment including the growth of research assessment exercises, increased quantitative output measurement and greater pressure to publish may all encourage MMG. In the final section, we summarize the main conclusions and offer suggestions both on how we might best address the problems and on topics for future research
Pacific island regional preparedness for El Niño
The El Niño Southern Oscillation (ENSO) cycle is often blamed for disasters in Pacific island communities. From a disaster risk reduction (DRR) perspective, the challenges with the El Niño part of the ENSO cycle, in particular, are more related to inadequate vulnerability reduction within development than to ENSO-induced hazard influences. This paper analyses this situation, filling in a conceptual and geographic gap in El Niño-related research, by reviewing El Niño-related preparedness (the conceptual gap) for Pacific islands (the geographic gap). Through exploring El Niño impacts on Pacific island communities alongside their vulnerabilities, resiliences, and preparedness with respect to El Niño, El Niño is seen as a constructed discourse rather than as a damaging phenomenon, leading to suggestions for El Niño preparedness as DRR as part of development. Yet the attention which El Niño garners might bring resources to the Pacific region and its development needs, albeit in the short term while El Niño lasts. Conversely, the attention given to El Niño could shift blame from underlying causes of vulnerability to a hazard-centric viewpoint. Instead of focusing on one hazard-influencing phenomenon, opportunities should be created for the Pacific region to tackle wider DRR and development concerns
