The University of Minnesota Morris received $2 million in Higher Education Asset Preservation and Replacement (HEAPR) funding as a result of the capital investment bonding bill signed last week by Governor Tim Walz. UMN Morris will utilize the funding to address utility repairs and upgrades, HVAC control upgrades, water infiltration issues and accessibility enhancements

Expanding Full-Service Community Schools in Minnesota

While many students across Minnesota (MN) receive an excellent education, too often disenfranchised children and children from under-resourced families do not obtain the same educational benefits and outcomes as their peers. Full-Service Community Schools (FSCS) offer a better path to equity and excellence by welcoming community agencies as partners in school improvement by bringing community services into the school and empowering the people closest to students to examine disparities and target racial and economic opportunity gaps. Building on the success of the FSCS model, Minnesota legislators are proposing a $90,000,000 allocation to support and expand FSCS throughout the state. With the proposed allocation of funds, and support from Governor Tim Walz, Minnesota would be well on its way to providing a holistic education approach across multiple districts in the state

Porphyry's rhetoric: text and translation

This paper provides a working text and translation of the testimonia and fragments relevant to Porphyry’s contributions to rhetorical theory. This paper collects, in Greek and in English translation, the testimonia and fragments relevant to Porphyry’s contributions to rhetorical theory. It may be viewed as a supplement to Smith’s edition of the fragments (1993), which is very selective in its coverage of the rhetorical fragments. It is also intended to complement the study of Porphyry’s rhetoric in Heath (2003a), which provides an introduction to and detailed commentary on the material assembled here, but which (for reasons of space) could not include a text or translation. The testimonia and fragments vary considerably in the directness of the evidence they provide for Porphyry’s work. In one case we have an extensive extract from Porphyry’s own theoretical writings (F7); in most others we have brief reports of or allusions to his theories in the words of others. In some cases there is doubt about the full extent of Porphyry’s contribution. It is impossible to determine how much of Porphyry there is in the multiply sourced F15, and the suspicion that he has contributed more to F9 than the author’s fleeting acknowledgement suggests cannot be proven. On the other hand, Porphyry is identified as a source of F2, which does not name him, by a convincing inference. This paper offers a working, rather than a properly critical, text. I have not undertaken any new work on the manuscripts; nor do I reproduce the information given in the apparatus to standard editions. In the case of extracts from volume 4 of Walz’s Rhetores Graeci I have selectively reported the collations of Py published by Kowalski (1940-6, 1947). Suggested improvements to the text in extracts from this and other volumes of Walz not otherwise attributed are (to the best of my knowledge) my own; but for reasons that will be obvious to anyone who has used them, I have not thought it feasible to try to cure all the problems posed by these badly transmitted and badly edited texts. Walz’s erratic punctuation has been subjected to extensive tacit revision. In F15 I have placed parallel passages from other sources in a separate column to the right of the Greek text, to facilitate close comparison; in each case the source (usually the Anonymus Seguerianus) is identified at the end of the relevant extract. The notes to the translation provide a very limited amount of explanatory comment on the content of the fragments. Readers should consult the article cited above for more detailed discussion of the rhetorical theory which they embody, and their place in Porphyry’s writings on rhetoric

Are IPOs of different VCs different?

This paper aims to analyze the impact of different types of venture capitalists on the performance of their portfolio firms around and after the IPO. We thereby investigate the hypothesis that different governance structures, objectives and track record of different types of VCs have a significant impact on their respective IPOs. We explore this hypothesis by using a data set embracing all IPOs which occurred on Germany's Neuer Markt. Our main finding is that significant differences among the different VCs exist. Firms backed by independent VCs perform significantly better two years after the IPO compared to all other IPOs and their share prices fluctuate less than those of their counterparts in this period of time. Obviously, independent VCs, which concentrated mainly on growth stocks (low book-to-market ratio) and large firms (high market value), were able to add value by leading to less post-IPO idiosyncratic risk and more return (after controlling for all other effects). Missing and Murdered Indigenous Women Task Force: A Report to the Minnesota Legislature

The Missing and Murdered Indigenous Women Task Force was created to examine the root causes, systemic problems, and potential solutions to violence against indigenous women and girls in Minnesota, including members of the two spirit community. Established by the Minnesota Legislature and signed into law by Governor Tim Walz in 2019, the task force includes representatives from 11 tribal nations, community and advocacy organizations, legislators, law enforcement, and the legal field. Peripheral blood TIM-3 positive NK and CD8+ T cells throughout pregnancy : TIM-3/galectin-9 interaction and its possible role during pregnancy

Abstract Problem: The T-cell immunoglobulin and mucin domain (TIM) family is a relatively newly described group of molecules with a conserved structure and important immunological functions. Identification of Galectin-9 as a ligand for TIM-3 has established the Galectin-9/TIM-3 pathway as an important negative regulator of Th1 immunity and tolerance induction. Data about the TIM-3/Gal-9 pathway in the pathogenesis of human diseases is emerging, but their possible role during human pregnancy is not precisely known. The aim of our study was to investigate the number, phenotype and functional activity of TIM-3+ peripheral blood mononuclear cells during healthy human pregnancy. Methods of Study: 57 healthy pregnant women [first trimester (n = 16); second trimester (n = 19); third trimester (n = 22)] and 30 non-pregnant controls were enrolled in the study. We measured the surface expression of TIM-3 by cytotoxic T cells, NK cells and NK cell subsets as well as Galectin-9 expression by regulatory T cells by flow cytometry. We analyzed the cytokine production and cytotoxicity of TIM3+ and TIM3- CD8 T and NK cells obtained from non-pregnant and healthy pregnant women at different stages of pregnancy by flow cytometry. Serum Galectin-9 levels were measured by ELISA. Results: Our results show that the numbers of peripheral NK and cytotoxic T cells and their TIM-3 expression do not change between the first, second and third trimesters of pregnancy. Compared to non-pregnant individuals, regulatory T cells show higher level of Galectin-9 expression as pregnancy proceeds, which is in line with the level of Galectin-9 in the patients sera. Cytotoxic T cells, NK cells and NK cell subsets expressing TIM-3 molecule show altered cytokine production and cytotoxicity during pregnancy compared to non-pregnant individuals. Conclusion: Our results indicate that Galectin-9 expressing regulatory T cells, TIM-3+ cytotoxic T cells and NK cells could play an important role in the maintenance of healthy pregnancy

Legality and venture governance around the world

We analyze governance with a dataset on investments of venture capitalists in 3848 portfolio firms in 39 countries from North and South America, Europe and Asia spanning 1971-2003. We find that cross-country differences in Legality have a significant impact on the governance structure of investments in the VC industry: better laws facilitate faster deal screening and deal origination, a higher probability of syndication and a lower probability of potentially harmful co-investment, and facilitate board representation of the investor. We also show better laws reduce the probability that the investor requires periodic cash flows prior to exit, which is in conjunction with an increased probability of investment in high-tech companies.
