La lesión al derecho a la seguridad jurídica derivada de la falta de uniformidad en la definición de empresas subsidiarias, empresas filiales, así como de agencias y unidades de negocio dentro de la legislación ecuatoriana
In accordance with the provisions of the Constitution of the Republic of Ecuador, the State constitutes public companies in the order that they are tools of social and economic development. For this purpose, the Organic Law of Public Companies has tried to create the appropriate legal framework to regulate the functioning of public enterprises, classifying them into wholly owned subsidiaries, affiliates, and finally, in agencies and
business units. The text establishing such classification raises several questions since throughout the content of the aforementioned Organic Law of Public Companies, the types of companies resulting in such a classification is confused, as well as the effects that arising thereof.
This problem affects security as a right that is enshrined in the legal system both as a warranty and even as a state of the human being, which is undermined when the individual has no certainty in the regulatory system since there are contradictions and inconsistency in the legislation.
In light of the above mentioned, the purpose of this research is to analyze the injury to the right to the legal certainty deriving from the lack of uniformity in the definition of subsidiaries and affiliates, as well as agencies and business units in the legislation and current regulations, to finally determine the implications and consequences arising thereof.
For achieving the proposed goal, this work is supported in research to several texts of administrative law, both national and international; as well as in reviewings to books found in virtual libraries available on the internet. In a similar way, articles written by prominent legal authors, which address issues related to the topic of this research, have been used.De conformidad con lo que establece la Constitución de la República del Ecuador, el Estado constituye empresas públicas con el objeto de que éstas sean herramientas de desarrollo social y económico. Para tal efecto, la Ley Orgánica de Empresas Públicas ha pretendido crear el marco jurídico adecuado para regular el funcionamiento de las empresas públicas, clasificándolas en empresas subsidiarias, empresas filiales, y finalmente, en agencias y unidades de negocio. El texto que establece dicha clasificación plantea varias interrogantes debido a que a lo largo del contenido de la referida Ley Orgánica de Empresas Públicas, se confunde a los tipos de empresas resultantes de tal clasificación, así como los efectos que éstas originan.
Esta problemática afecta a la seguridad como un derecho que está contemplado en el ordenamiento jurídico tanto como una garantía e inclusive como un estado del ser humano, vulnerada cuando el particular no tiene certeza en el sistema normativo debido a que encuentra contradicciones e inconsistencia en la legislación.
Por lo indicado, el objetivo de esta investigación es analizar la lesión al derecho a la seguridad jurídica derivada de la falta de uniformidad en la definición de empresas subsidiarias y filiales, así como de agencias y unidades de negocios en la legislación y regulaciones actuales, para finalmente determinar las implicaciones y consecuencias que aquello genera.
Para la consecución del objetivo planteado, este trabajo se apoyó en consultas a varios textos de Derecho Administrativo, tanto nacionales como internacionales; así como en consultas a libros que se encuentran en bibliotecas virtuales y que están disponibles en internet. Igualmente, se ha utilizado artículos escritos por importantes juristas, en los cuales se abordan aspectos relacionados con el tema de la presente investigación.
Con el estudio de la problemática jurídica aquí descrita, se pretende contribuir e incrementar el conocimiento jurídico de los lectores de esta tesis, respecto del régimen aplicable a las empresas públicas en el Ecuador
Indicators of restoration strategies in land uses: metallic and non-metallic elements
Land management practices can have an impact on the environmental quality of soil and contribute to identifying the source of its pollution. The objective of this study was to determine presence of metallic and non-metallic elements as indicators of land use impact (livestock management, restoration strategies and without management practices) in the Monte Caldera communal lands located in Cerro de San Pedro, San Luis Potosi, Mexico. Eighteen samples were collected at depths of 0-10 cm and 10-20 cm for each land use. Total concentrations of Zr, Sr, U, Th, Pb, As, Rb, Cr, V, Ti, Zn, and Cu were determined by X-ray fluorescence. Mean concentrations ranged in the following order: Ti>Zr>Rb>V>Sr>Zn>Cr>Pb> Cu>Th>U>As, with concentrations for Ti, Cr, Th, U and As exceeding technical reference values for phytotoxic soils. Significant differences were evidenced by ANOVA between land use (Th, Pb, Rb, Cu) and soil depth (U, Pb, and As). Land use practices associated with restoration resulted in a positive environmental impact. These findings underscore the need to conduct follow-up studies in the area and further examine the relationship of such practices with other environmental factors.

Periodontal Disease and Nuclear and Oxidative DNA Damage
Oral health is an important aspect of the overall health status of an individual. DNA damage has been associated with oral health and dental factors due to the increased of oxidative stress (OxS). DNA damage can produce a wide range of effects on human health. These effects could appear immediately, but others do not become evident much later. Chronic diseases have been study to understand their mechanisms, clinical implications, and the development of secondary disease such as cancer. Periodontitis is one of the most common oral diseases. It is an inflammatory chronic infectious disease, which is characterized by the loss of supporting tissues and tooth loss caused by periodontopathogens and long-term release of reactive oxygen species (ROS); thus, oxidative stress is increased during periodontitis. Oxidative stress can produce DNA damage, including the oxidation of nucleosides, which could cause DNA strand break. This oxidative damage leads the formation of micronuclei (MN) a marker of nuclear damage. Also, oxidative stress increased 8-hydroxy-2′-deoxyguanosine levels which are the most common stable product of oxidative DNA damage
Current practices and challenges in the diagnosis and management of pku in Latin America: A multicenter survey
This study aimed to describe the current practices in the diagnosis and dietary management of phenylketonuria (PKU) in Latin America, as well as the main barriers to treatment. We developed a 44-item online survey aimed at health professionals. After a pilot test, the final version was sent to 25 practitioners working with inborn errors of metabolism (IEM) in 14 countries. Our results include 22 centers in 13 countries. Most countries (12/13) screened newborns for PKU. Phenylalanine (Phe) targets at different ages were very heterogeneous among centers, with greater consistency at the 0–1 year age group (14/22 sought 120–240 µmol/L) and the lowest at >12 years (10 targets reported). Most countries had only unflavored powdered amino acid substitutes (10/13) and did not have low-protein foods (8/13). Only 3/13 countries had regional databases of the Phe content of foods, and only 4/22 centers had nutrient analysis software. The perceived obstacles to treatment were: low purchasing power (62%), limited/insufficient availability of low-protein foods (60%), poor adherence, and lack of technical resources to manage the diet (50% each). We observed a heterogeneous scenario in the dietary management of PKU, and most countries experienced a lack of dietary resources for both patients and health professionals.Fil: Poloni, Soraia. Genomic Instability Decreases in HIV Patient by Complementary Therapy with Rosmarinus officinalis Extracts
Genomic instability is associated with increased oxidative stress in patients with human immunodeficiency virus (HIV). The aim of this study was to determine the effect of intake of methanolic and aqueous extracts of Rosmarinus officinalis on genomic instability in HIV patients. We studied 67 HIV patients under pharmacological treatment with ATRIPLA who were divided into three groups: group 1, patients under ATRIPLA antiretroviral therapy; group 2, patients with ATRIPLA and rosemary aqueous extract (4 g/L per day); and group 3, patients with ATRIPLA and rosemary methanolic extract (400 mg/day). The genomic instability was evaluated through the buccal micronucleus cytome assay. Oral epithelial cells were taken at the beginning and 1 and 4 months later. The groups that received the pharmacological therapy with ATRIPLA and the complementary therapy with R. officinalis extracts showed a decrease in the number of cells with micronuclei and nuclear abnormalities compared with the group that only received ATRIPLA. The complementary therapy with R. officinalis decreased the genomic instability in HIV patients

México,
ante
la
persistencia
y
proliferación
de
estos
hechos
en
diversas
partes
del
Mundo
y
de
nuestro
país
en
particular, se
convocó
a
los
estudiosos
interesados
y
a
la
sociedad
en
general
a
presentar
trabajos
para
analizar,
debatir
y
proponer
estrategias
de
acción
y
dirección,
que
fortalezcan
una
convivencia y bienestar con sentido humanista para una cultura de paz.
El
presente
texto
es
producto
de
esta convocatoria
que
recoge
los
trabajos
de
los
interesados
en
la
temática,
de
diferentes
países
(España,
Argentina,
Cuba,
Brasil,
Costa
Rica
y
México)
retomando
con
ello
sus
experiencias
relativas
al
estudio,
análisis,
comprensión
e
instrumentación
de
la
cultura
de
paz
en
los
distintos
ámbitos
institucionales
en
los
que
participan:
educativo,
salud,
penitenciario,
social,
laboral,
familia,
alimentario,
psicológico,
por
mencionar
algunos.
El
presente
libro,
propicia
un
espacio
de
reflexión,
diálogo
y
posicionamiento
de
las
ciencias
de
la
conducta
para
la
apropiación,
análisis,
debate
y
propuestas
que
fortalezcan
una
cultura
de
paz
a
través
de
la
convivencia
y
el
bienestar
social
con
sentido
humanista.
El
sistema
económico
neoliberal
y
el
proceso
de
globalización
han
contribuido
al
logro
de
avances
significativos
en
la
ciencia
y
la
tecnología,
pero
también
han
propiciado
la
polarización
de
las
sociedades
lo
que
ha
impactado
de
manera
negativa
a
la
sociedad
en
su
conjunto,
pero
en
mayor
medida
a
los grupos
vulnerables. Dicha
polarización
ha
traído
consigo
un
desarrollo
desigual
del
mundo
que
se
expresa
de
diferentes
maneras
tanto
en
países
desarrollados
como
en
los
llamados
del
tercer
mundo,
en
donde
no
están
satisfechas
las
necesidades
humanas
elementales
de
todos
los
sectores
de
la
población,
siempre
falta
algo.
Si
a
esto
le
sumamos
los
conflictos
internacionales por
diferentes
motivos
que
enfrentan
algunas
naciones,
una
insuficiente
cobertura
educativa
y
de
salud,
desempleo
y
pobreza
extrema,
entre
otras
cosas;
estamos
frente
a
retos
de
gran
envergadura
para
los
gobiernos,
para
los
estudiosos
y
para
la
sociedad
civil
en
general. Uno
de
los
intentos
para
frenar
y prevenir
la
agudización
de
estas
problemáticas
es
la
cultura
de
paz,
cuyo
estudio
y propuestas
han
ido
avanzando
en
diferentes
sentidos
y
de
manera
favorable,
el
tema
está
presente
en
diferentes
Organismos
Internacionales
como
la
ONU,
la
UNESCO,
la
OCDE,
El
Banco
Mundial,
entre
otros.

Treatment with tocilizumab or corticosteroids for COVID-19 patients with hyperinflammatory state: a multicentre cohort study (SAM-COVID-19)
Objectives: The objective of this study was to estimate the association between tocilizumab or corticosteroids and the risk of intubation or death in patients with coronavirus disease 19 (COVID-19) with a hyperinflammatory state according to clinical and laboratory parameters.
Methods: A cohort study was performed in 60 Spanish hospitals including 778 patients with COVID-19 and clinical and laboratory data indicative of a hyperinflammatory state. Treatment was mainly with tocilizumab, an intermediate-high dose of corticosteroids (IHDC), a pulse dose of corticosteroids (PDC), combination therapy, or no treatment. Primary outcome was intubation or death; follow-up was 21 days. Propensity score-adjusted estimations using Cox regression (logistic regression if needed) were calculated. Propensity scores were used as confounders, matching variables and for the inverse probability of treatment weights (IPTWs).
Results: In all, 88, 117, 78 and 151 patients treated with tocilizumab, IHDC, PDC, and combination therapy, respectively, were compared with 344 untreated patients. The primary endpoint occurred in 10 (11.4%), 27 (23.1%), 12 (15.4%), 40 (25.6%) and 69 (21.1%), respectively. The IPTW-based hazard ratios (odds ratio for combination therapy) for the primary endpoint were 0.32 (95%CI 0.22-0.47; p < 0.001) for tocilizumab, 0.82 (0.71-1.30; p 0.82) for IHDC, 0.61 (0.43-0.86; p 0.006) for PDC, and 1.17 (0.86-1.58; p 0.30) for combination therapy. Other applications of the propensity score provided similar results, but were not significant for PDC. Tocilizumab was also associated with lower hazard of death alone in IPTW analysis (0.07; 0.02-0.17; p < 0.001).
Conclusions: Tocilizumab might be useful in COVID-19 patients with a hyperinflammatory state and should be prioritized for randomized trials in this situatio

Ante escenarios complejos, patriarcales y desoladores que dejan ver el neoliberalismo, la globalización agroalimentaria, el calentamiento global y las contaminaciones de granos nativos por la imposición de transgénicos, nos cuestionamos si existen algunas alternativas para preservar el maíz nativo como un recurso multiestratégico (alimentario, económico, cultural, ecológico y tecnológico) tomando en cuenta las condiciones actuales de desigualdades sociales de género, etnia, clases y edad que predominan en el campo mexicano. Para responder a algunos cuestionamientos, este libro presenta algunas alternativas a través de diversas experiencias femeninas y de relaciones de género en torno al maíz y la alimentación. Todas ellas muestran que es posible construir una masa crítica para salvaguardar el maíz nativo bajo esas condiciones desoladoras, pero siempre y cuando se “voltee la tortilla”, metáfora que da pie al inicio de otra realidad humanizada y en sincronía con la naturaleza.Proyecto realizado con financiamiento Conacy
