    A importância do controle social, participação e monitoramento da situação fiscal - Santiago de Cali: comunas 14 e 19

    This research is an analysis of public investment under the citizen oversight approach, observing the pertinence of the Municipal Territorial Taxation Office (SFTM) in the municipality of Cali, communes 14 and 19; where public investments are made to improve people´s life through the redistribution of the State income; having as tools the Annual Operative Plans of Investment (POAI), the Plans of Development of Communes and Corregimientos, the budget of income and the budgetary execution.This work highlights the importance of citizen participation not only as political subjects seeking a solution to the problems of their commune, but also as subjects of change through the citizen oversight in monitoring the SFTM to comply with the deadlines and amounts of the investment, in addition to the relevance of this to improve the quality of life of the community.Esta investigación es un análisis de la inversión pública  bajo el enfoque del control social, observando la pertinencia del Situado Fiscal Territorial Municipal (SFTM) en el municipio Cali, comunas 14 y 19; donde se realiza una inversión que busca mejorar la calidad de vida de las personas a través de la redistribución de los ingresos del Estado; teniendo como herramientas los Planes Operativos Anuales de Inversión (POAI), los Planes de Desarrollo de Comunas y Corregimientos, el presupuesto de ingresos y la ejecución presupuestal. El presente trabajo, resalta la importancia de la participación ciudadana no solo como sujetos políticos buscando una solución a la problemática de su comuna, sino también como sujetos de cambio, realizando a través del control social, el seguimiento al SFTM para dar cumplimiento a los plazos y montos de la inversión, además de la pertinencia de esta para mejorar la calidad de vida de su comunidad.  Esta pesquisa é uma análise do investimento público sob a abordagem de controle social, observando a relevância do Fiscal Territorial Municipal no município de Cali, comunas 14 e 19 (são regiões administrativas em algumas cidades da colômbia); onde é feito um investimento que busca melhorar a qualidade de vida das pessoas através da redistribuição da renda do Estado; tendo como ferramentas Planos Operacionais Anuais de Investimento (POAI), Planos de Desenvolvimento Local, orçamento de receita e a execução orçamentaria. Este artigo destaca a importância da participação cidadã não apenas como sujeitos políticos que buscam uma solução para o problema de sua comunidade, mas também como sujeitos de mudança, por meio do controle social, monitorando o SFTM para cumprir prazos e valores de investimento, além da relevância disso para melhorar a qualidade de vida de sua comunidade

    A voxel-wise assessment of growth differences in infants developing autism spectrum disorder

    Autism Spectrum Disorder (ASD) is a phenotypically and etiologically heterogeneous developmental disorder typically diagnosed around 4 years of age. The development of biomarkers to help in earlier, presymptomatic diagnosis could facilitate earlier identification and therefore earlier intervention and may lead to better outcomes, as well as providing information to help better understand the underlying mechanisms of ASD. In this study, magnetic resonance imaging (MRI) scans of infants at high familial risk, from the Infant Brain Imaging Study (IBIS), at 6, 12 and 24 months of age were included in a morphological analysis, fitting a mixed-effects model to Tensor Based Morphometry (TBM) results to obtain voxel-wise growth trajectories. Subjects were grouped by familial risk and clinical diagnosis at 2 years of age. Several regions, including the posterior cingulate gyrus, the cingulum, the fusiform gyrus, and the precentral gyrus, showed a significant effect for the interaction of group and age associated with ASD, either as an increased or a decreased growth rate of the cerebrum. In general, our results showed increased growth rate within white matter with decreased growth rate found mostly in grey matter. Overall, the regions showing increased growth rate were larger and more numerous than those with decreased growth rate. These results detail, at the voxel level, differences in brain growth trajectories in ASD during the first years of life, previously reported in terms of overall brain volume and surface area

    Observation of an Excited Bc+ State

    Using pp collision data corresponding to an integrated luminosity of 8.5 fb-1 recorded by the LHCb experiment at center-of-mass energies of s=7, 8, and 13 TeV, the observation of an excited Bc+ state in the Bc+π+π- invariant-mass spectrum is reported. The observed peak has a mass of 6841.2±0.6(stat)±0.1(syst)±0.8(Bc+) MeV/c2, where the last uncertainty is due to the limited knowledge of the Bc+ mass. It is consistent with expectations of the Bc∗(2S31)+ state reconstructed without the low-energy photon from the Bc∗(1S31)+→Bc+γ decay following Bc∗(2S31)+→Bc∗(1S31)+π+π-. A second state is seen with a global (local) statistical significance of 2.2σ (3.2σ) and a mass of 6872.1±1.3(stat)±0.1(syst)±0.8(Bc+) MeV/c2, and is consistent with the Bc(2S10)+ state. These mass measurements are the most precise to date

    Bose-Einstein correlations of same-sign charged pions in the forward region in pp collisions at √s=7 TeV

    Bose-Einstein correlations of same-sign charged pions, produced in protonproton collisions at a 7 TeV centre-of-mass energy, are studied using a data sample collected by the LHCb experiment. The signature for Bose-Einstein correlations is observed in the form of an enhancement of pairs of like-sign charged pions with small four-momentum difference squared. The charged-particle multiplicity dependence of the Bose-Einstein correlation parameters describing the correlation strength and the size of the emitting source is investigated, determining both the correlation radius and the chaoticity parameter. The measured correlation radius is found to increase as a function of increasing charged-particle multiplicity, while the chaoticity parameter is seen to decreas

    Measurement of the inelastic pp cross-section at a centre-of-mass energy of 13TeV

    The cross-section for inelastic proton-proton collisions at a centre-of-mass energy of 13TeV is measured with the LHCb detector. The fiducial cross-section for inelastic interactions producing at least one prompt long-lived charged particle with momentum p > 2 GeV/c in the pseudorapidity range 2 < η < 5 is determined to be ϭ acc = 62:2 ± 0:2 ± 2:5mb. The first uncertainty is the intrinsic systematic uncertainty of the measurement, the second is due to the uncertainty on the integrated luminosity. The statistical uncertainty is negligible. Extrapolation to full phase space yields the total inelastic proton-proton cross-section ϭ inel = 75:4 ± 3:0 ± 4:5mb, where the first uncertainty is experimental and the second due to the extrapolation. An updated value of the inelastic cross-section at a centre-of-mass energy of 7TeV is also reported

    Exposing the Contradictory Claims, Myths and Illusions of the “Secrets of Business Success and Company Longevity†Genre

    Over the last three decades, several management consultants, academics and business practitioners have laid claim to identifying “the secrets†of business success and company longevity. However, a systematic analysis of 24 studies in this genre revealed fundamental disagreements over the elements these authors claim are the primary drivers of business performance and longevity, and demonstrates that they share eight methodological and analytical flaws. Furthermore, many of the claims they made about “the secrets†of business success have not stood the test of time. The paper explains why business practitioners will find little in these studies to help their companies become more successful now and in the future, and also speculates why several of these studies became international best-sellers during the 1980s, 1990s and 2000s. It concludes by suggesting some new avenues for future research in this domain, and highlights the practical implications of these findings for business practitioners

    Observation of the Decay Λ0b→Λ+cτ−¯ν

    The first observation of the semileptonic b-baryon decay Λb0→Λc+τ-ν¯τ, with a significance of 6.1σ, is reported using a data sample corresponding to 3 fb-1 of integrated luminosity, collected by the LHCb experiment at center-of-mass energies of 7 and 8 TeV at the LHC. The τ- lepton is reconstructed in the hadronic decay to three charged pions. The ratio K=B(Λb0→Λc+τ-ν¯τ)/B(Λb0→Λc+π-π+π-) is measured to be 2.46±0.27±0.40, where the first uncertainty is statistical and the second systematic. The branching fraction B(Λb0→Λc+τ-ν¯τ)=(1.50±0.16±0.25±0.23)% is obtained, where the third uncertainty is from the external branching fraction of the normalization channel Λb0→Λc+π-π+π-. The ratio of semileptonic branching fractions R(Λc+)B(Λb0→Λc+τ-ν¯τ)/B(Λb0→Λc+μ-ν¯μ) is derived to be 0.242±0.026±0.040±0.059, where the external branching fraction uncertainty from the channel Λb0→Λc+μ-ν¯μ contributes to the last term. This result is in agreement with the standard model prediction

    Study of charmonium and charmonium-like contributions in B+ → J/ψηK+ decays

    A study of B+→ J/ψηK+ decays, followed by J/ψ → μ+μ− and η → γγ, is performed using a dataset collected with the LHCb detector in proton-proton collisions at centre-of-mass energies of 7, 8 and 13 TeV, corresponding to an integrated luminosity of 9 fb−1. The J/ψη mass spectrum is investigated for contributions from charmonia and charmonium-like states. Evidence is found for the B+→ (ψ2(3823) → J/ψη)K+ and B+→ (ψ(4040) → J/ψη)K+ decays with significance of 3.4 and 4.7 standard deviations, respectively. This constitutes the first evidence for the ψ2(3823) → J/ψη decay

    Observation of the doubly charmed baryon decay Ξcc++→Ξc′+π+

    The Ξcc++→Ξc′+π+ decay is observed using proton-proton collisions collected by the LHCb experiment at a centre-of-mass energy of 13 TeV, corresponding to an integrated luminosity of 5.4 fb−1. The Ξcc++→Ξc′+π+ decay is reconstructed partially, where the photon from the Ξc′+→Ξc+γ decay is not reconstructed and the pK−π+ final state of the Ξc+ baryon is employed. The Ξcc++→Ξc′+π+branching fraction relative to that of the Ξcc++→Ξc+π+ decay is measured to be 1.41 ± 0.17 ± 0.10, where the first uncertainty is statistical and the second systematic.     Measurement of the photon polarization in ΛbΛγ\Lambda_b \to \Lambda \gamma decays

    The photon polarization in bsγb \to s \gamma transitions is measured for the first time in radiative b-baryon decays exploiting the unique spin structure of ΛbΛγ\Lambda_b \to \Lambda \gamma decays. A data sample corresponding to an integrated luminosity of 6  fb16\;fb^{-1} collected by the LHCb experiment in pppp collisions at a center-of-mass energy of 13  TeV13\;TeV is used. The photon polarization is measured to be αγ=0.820.260.13+0.17+0.04\alpha_{\gamma}= 0.82^{\,+\,0.17\,+\,0.04}_{\,-\,0.26\,-\,0.13}, where the first uncertainty is statistical and the second systematic. This result is in agreement with the Standard Model prediction and previous measurements in b-meson decays.
