    Promoting Environmental Technologies in SMEs: Barriers and Measures

    This report which is based on a the study conducted by the EIM Business & Policy Research on behalf of the Joint Research Centre Institute for Prospective Technological Studies, is a contribution to the development of the European Environmental Technologies Action Plan, ETAP, (COM (2004) 38). Thus far the role of SMEs in ETAP is underexposed in spite of the fact that SMEs play a crucial role in the European Economy. This report provides the ongoing work on ETAP with a better understanding of the barriers SMEs face when adopting environmental technologies.     Embedded Fixers, Pragmatic Experimenters, Dedicated Activists: Evaluating Third-Party Labour Market Actors’ Initiatives for Skilled Project-Based Workers in the Gig Economy

    Non-standard career paths — in which workers jump from one employment arrangement to another according to the projects they work on — have become more frequent in modern labour markets. The traditional solutions for organizing and managing work relationships and job transitions have become less effective for such workers regarding the risks of precariousness and economic dependence they may experience. Envisioning ways forward requires an appreciation of what was achieved over the past century and an understanding of what is needed to replace and adapt these achievements. Emerging solutions for managing work relationships are provided by a growing range of third-party labour market actors, but the evaluation of their contributions in the literature remains limited. In this article, we build an original theoretical framework to evaluate such contributions according to the kind of services they provide and their respective engagement in institutional innovation. We give examples of solutions developed for skilled workers in two institutional contexts: the Netherlands and Belgium and show how our framework can help distinguish at least three groups of actors that contribute to labour market development in different ways

    Assessment of the Public Administration Tools for the improvement of the Eco-efficiency of Small and Medium Sized Enterprises

    Small and Medium Sized Enterprises (SME) face barriers to the implementation and development of eco-efficiency that could be overcome taking advantage of the adequate stimuli and incentives. A previous research and a thorough literature analysis show Public Administration (PA) is a key stakeholder. PA could use better its tools to stimulate SME to improve their ecoefficiency. Among these tools it can be named well known command and control tools like legislation or taxes, but also price policies, green procurement, ecological education, eco-innovation support and others. This paper reviews these tools and how they contribute to overcome barriers to ecoefficiency by offering external and internal incentives for SME. The analysis is focused on the case of Venezuelan public administration and SME but it can be generalized to other case studies. In addition, a panel of experts validates the results and assesses the public administration tools by means of the policy Delphi method. The assessment is based on criteria like: market influence, capability of the public administration for controlling results, tool costs, impact on public administration image, timespan to get results, etc. The assessment, therefore, allows ranking and understanding the tools according to their effectiveness and efficiency to support SME to improve their ecoefficiency. Due to the specific characteristics of the case study: SME of Venezuela, the method shows the best mix of public administration tools includes mainly command and control tools. Also the mix includes certain new-approach tools like advertising about responsible consumption and eco-efficient products, or education/training in environmental responsibility. The method also allows understanding better how the tools will help accomplishing the objectives for ecoefficiency of the public administration.     SMEs and the Potential for A Collaborative Path to Environmental Responsibility

Therefore, the adoption, and maintenance, of environmentally responsible practices by this group of firms is especially critical. Studies of environmental practices successfully implemented by small firms have revealed that relationships with other firms, or other organizations, can contribute to greater awareness of the benefits of such activities and, therefore, enhance the possibility of environmental engagement. Collaborative relationships may provide opportunities for SMEs to overcome some of the barriers to implementing environmental initiatives associated with their size, and/or associated characteristics. This paper focuses on attitudes of SME owner-managers to a variety of environmental issues (including regulation and voluntary standards), and to collaborating with other firms (in either a formal or informal sense).
