Emerging trends and old habits in Higher Education management: focus on the public vs. private funding debate
This work takes into consideration the wide reform process that is impacting on Universities all over the world, especially focusing on the public versus private funding debate for Higher Education Institutions. In this regard, the paper provides some considerations on possible funding sources, discusses data related to the relevance of public funding and presents the features of the main models of public funding across many countries, particularly focusing on Europe
The mode of gas accretion onto star-forming galaxies
It is argued that galaxies like ours sustain their star formation by
transferring gas from an extensive corona to the star-forming disc. The
transfer is effected by the galactic fountain -- cool clouds that are shot up
from the plane to kiloparsec heights above the plane. The Kelvin-Helmholtz
instability strips gas from these clouds. If the pressure and the the
metallicity of the corona are high enough, the stripped gas causes a similar
mass of coronal gas to condense in the cloud's wake. Hydrodynamical simulations
of cloud-corona interaction are presented. These confirm the existence of a
critical ablation rate above which the corona is condensed, and imply that for
the likely parameters of the Galactic corona this rate lies near the actual
ablation rate of clouds. In external galaxies trails of HI behind individual
clouds will not be detectable, although the integrated emission from all such
trails should be significant. Parts of the trails of the clouds that make up
the Galaxy's fountain should be observable and may account for features in
targeted 21-cm observations of individual high-velocity clouds and surveys of
Galactic HI emission. Taken in conjunction with the known decline in the
availability of cold infall with increasing cosmic time and halo mass, the
proposed mechanism offers a promising explanation of the division of galaxies
between the blue cloud to the red sequence in the colour-luminosity plane.Comment: 12 pages, 8 figures, 1 table. Accepted for publication in MNRA

Higher Education organisations face today strong pressure to adopt renewed
structures and management systems. Efficiency, efficacy and market principles have
become common words within the University and management practices and principles
are migrating to the academic context, boosting a process of “managerialization”.
However, preliminary results show that the new policies adopted by university
managements have led to counter-intuitive and undesired results, thus adding further
ambiguity to the understanding of the dynamics existing within the HE sector.
This paper explores the role that System Dynamics could play in the
“managerialization” of universities. System Dynamics tools could allow academic
decision makers to better keep under control the complex and dynamic university
environment: in these terms, the paper suggests the use of modeling and simulation
techniques in order to capture the complex and dynamic structure of the university
system and to explore the consequences of the policies and decisions that academic
managements are currently taking

Managerial Myopia in Mismanaging Renewable Resources: the GONE FISHING Game
Background. Previous research demonstrates three main causes for frequent cases of overexploitation of renewable resources: open access, provision problem and misperception of dynamics.
Aim. The aim of this study is to explore the role of a fourth factor for overexploitation of renewable resources, managerial myopia (also referred to as short-termism), as well as to further explore the role of mental models, personal heuristics and group dynamics in mismanagement of renewable resources.
Method. For this purpose, the study adopts an experimental design using a System Dynamics (SD)-based Interactive Learning Environment (ILE). The SD-ILE offers sufficient information to the players who are instructed to operate in an oligopoly situation where open access is excluded.
Findings. Managerial myopia seems to be a relevant factor in pushing players to develop short-term, over-aggressive policies. The simulations show that optimal or sufficient policies are rejected by players, even when correctly identified, due to perverse incentives generated by short-term accounting goals. A feasible solution for myopic behavior is identified and tested: measuring a larger, balanced set of performance indicators on which managers develop their strategies.
Conclusions. The experiment shows that significant improvements in performance and mitigation of myopic behavior are possible. It also demonstrates the relevant role that SD-ILEs may play in studying renewable resource issues and assisting decision-makers in developing and implementing coherent policies
