From a fossil-fuel to a biobased economy : the politics of industrial biotechnology
Industrial biotechnology involves the replacement of petrochemical processes and inputs with more energy-efficient and renewable biological ones. It is already being used in the production of biofuels and bioplastics and has been touted as a means by which modern economies can be shifted toward a more competitive, low-carbon growth model. This paper does two things. First, it outlines the policy framework established in the European Union and the narrative of a knowledge-based bioeconomy (KBBE) underpinning this. Second, it argues that the ‘win – win’ rhetoric contained within the KBBE narrative is misleading. Among the different groups commenting on the use of industrial biotechnology, the paper locates cleavages between farmers and agribusiness, between those convinced and those sceptical of environmental technofixes, and between procorporate and anticorporate NGOs. Taken together, they show the purported transition from a fossil-fuel to a bio-based economy to be a resolutely political one
Embedding the concept of ecosystems services:The utilisation of ecological knowledge in different policy venues
The concept of ecosystem services is increasingly being promoted by academics and policy makers as a means to protect ecological systems through more informed decision making. A basic premise of this approach is that strengthening the ecological knowledge base will significantly enhance ecosystem health through more sensitive decision making. However, the existing literature on knowledge utilisation, and many previous attempts to improve decision making through better knowledge integration, suggest that producing ‘more knowledge’ is only ever a necessary but insufficient condition for greater policy success. We begin this paper by reviewing what is already known about the relationship between ecological knowledge development and utilisation, before introducing a set of theme issue papers that examine—for the very first time—how this politically and scientifically salient relationship plays out across a number of vital policy venues such as land-use planning, policy-level impact assessment, and cost–benefit analysis. Following a detailed synthesis of the key findings of all the papers, this paper identifies and explores new research and policy challenges in this important and dynamic area of environmental governance
Supporting the UN's Sustainable Development Goals: reconceptualising a 'sustainable development assessment tool' for the health and care system in England
Aims: As one of the biggest organisations in the world, the NHS in England can contribute considerably to the United Nations’ Global Sustainable Development Goals (SDGs). In order to optimise this, this study evaluated and reconceptualised a sustainable development assessment tool for health and care settings in England.
Methods: A quantitative survey and user/expert discussion panels were conducted to evaluate and reconceptualise the existing sustainable development assessment tool used by the NHS in England, the so-called ‘Good Corporate Citizenship Assessment Tool’, between 2007 and 2016 including potential improvements such as the integration of the UN SDGs.
Results: A reconceptualised self-assessment tool integrating the UN’s SDGs was developed and implemented online as the ‘Sustainable Development Assessment Tool (SDAT)’. Further improvements included a process orientated redesign and the creation of new modules and cross-sections aligning them with the leads responsible for the implementation of key initiatives in NHS organisations, which would contribute to achieving the targets of the SDGs.
Conclusions: User/expert involvement has enabled an informed approach to a reconceptualisation of a sustainable assessment tool for health and care settings. The tool will support organisations to build their mandatory Sustainable Development Management Plans, as part of the national Public Health Outcomes Framework. Alignment of the tool to the UN Sustainable Development Goals provides an opportunity for health and care organisations to demonstrate accountability and progress against the UN’s set of transformational goals. Furthermore, the tool could be adapted to other public service providers
The Green Economy: Functional Domains and Theoretical Directions of Enquiry
The green economy is a highly complex construct in terms of its attempts to integrate economic, environmental, and social concerns, the wide range of actors involved, its material outcomes, and the forms of governance needed to regulate processes of economic greening. As such, it poses new empirical and theoretical challenges for social science research on socioenvironmental futures. This paper has two main aims. The first is to survey the emergent features and functional domains of the green economy. The second is to consider theoretical tools that might be used to analyse the drivers and processes shaping the green economy. Focusing on literature on sociotechnical transitions, ecological modernisation, the ‘green’ cultural economy, and postpolitical governance, we argue that understanding the functional and spatial heterogeneity of the green economy necessitates a multitheoretical approach. We then explore how combining branches of research on socioenvironmental governance can lead to theoretically and ontologically richer insights into the drivers, practices, and power relations within the green economy. In so doing, we respond to calls for socioeconomic research on environmental change which is neither just empirical nor bound to one theoretical outlook to the detriment of understanding the complexity of socioenvironmental governance and human–nature relations.</jats:p
The challenges of long-term invasive mammal management: lessons from the UK
We consider the motivations, strategies, and costs involved in invasive mammal management undertaken in the UK. Widespread established invasive mammals require long‐term management to limit damage or spread, but ongoing management is costly and complex. Long‐term management is most effective where it is applied at a landscape scale, but this requires overarching co‐ordination between multiple stakeholders. Five challenges for successful long‐term management of invasive mammal species are identified as follows: defining landscape‐scale strategies, management co‐ordination, stakeholder and community engagement, sustainable funding, and evidence requirements. We make recommendations on the supportive infrastructure needed for effective landscape‐scale management of invasive mammals to fulfil long‐term conservation aims, as follows. 1. There is a need for evidence‐based Invasive Species Action Plans to provide strategy for the long‐term ongoing management of prioritised species at appropriate scales. 2. Where possible, multispecies approaches to invasive species management should be adopted. 3. Trusted leadership should be identified to take ownership of Action Plans and provide an overarching co‐ordination to bring individuals, organisations, and funders together. 4. Support for a centralised hub for training, data, and knowledge flows will greatly improve scientific outcomes through a searchable evidence base, and via best practice and knowledge sharing

Sustainable travel behaviour and the widespread impacts on the local economy
Statistics show that unsustainable travel behaviour and global greenhouse gas emissions are growing and due to the perceived indispensable nature of personal travel, shifts to more sustainable modes remain a challenge. Automobility supports sustained local economic growth but also raises issues around safety, health, road fatalities, traffic and congestion, and detrimental environmental impacts. This article addresses the issue of sustainable mobility by investigating how to increase sustainable travel choices and, where this is not possible, ensure existing travel choices and patterns are as environmentally friendly as possible. Existing soft initiatives aimed at increasing sustainable travel behaviour fail to fully acknowledge that travel decisions are made at the individual level and that tailored strategies would be more effective at targeting distinct behavioural patterns. Influencing changes in travel behaviour at the local level demonstrates significant potential where individual behaviour can be influenced if appropriate support at the system level is in place and complies with the needs of individuals. This article demonstrates that, in doing so, this will simultaneously address other areas, such as accessibility, employability, health and sustainable growth, crucial to the establishment and survival of automobility by both supporting local economic growth and achieving reductions in carbon emissions

Turbidity measurement: its application for water resource recycling in buildings
Supplying treated greywater within buildings delivers continuous additional resilience and improvements in water efficiency. This includes the making available (by substitution) of greywater resources suitable for non-potable purposes such as flushing toilets. Thereby, the overall daily consumption of pristine potable water for flushing and other lower quality uses is reduced.
The empirical measurement of turbidity was confirmed as an accurate and resilient indicator of greywater quality, greywater treatment process efficiency and of well-functioning greywater reuse systems in the short-, medium- and long-term.
The methodology applies turbidity monitoring for evidential management and control of treated greywater quality, essential for greywater recycling in the building stock. The results demonstrated evidence of co-variation between turbidity and biochemical oxygen demand in a lightly-loaded greywater treatment process. Real-time monitoring of turbidity delivers responsive, reliable, in-situ and remote measurements for informing building management systems (BMS), comprising an essential part of routine monitoring of greywater treatment plant. The analytical evidence confirms the importance of turbidity measurement and control in both current and future UK and international greywater standards.
By undertaking turbidity measurements in compliance with BS 8525−2:2011, greater assurance in the use and compliance of greywater supplies in the built environment is achieved. Consequently, the rationale for including the empirical measurement of turbidity to demonstrate satisfactory management of the greywater quality, treatment system operation, monitoring and compliance in buildings has been confirmed
Local Air Quality Management policy and practice in the UK: The case for greater Public Health integration and engagement
© 2016 Elsevier Ltd. The UK's Local Air Quality Management (LAQM) regime is designed to protect people's health from the ill-effects of air pollution, but it is failing to achieve its full potential. The Public Health aspects of, perspectives on, and integration and engagement in, LAQM have been poorly considered to date. This critical literature review assessed LAQM-related strengths and limitations in order to explore how Public Health, through greater integration and engagement, can add value to the regime.'Structure' and 'process' weaknesses were identified, including: A poorly defined Public Health role, a narrowly-scoped prescribed process, risk assessment uncertainties, ineffective communications, shallow evaluations and disconnected policies. Separately and cumulatively, these have hindered Public Health integration in LAQM policy and practice and stunted the regime's evolution. Engaging Public Health in LAQM future design and delivery can help solve these problems, by improving risk assessments and raising awareness of air pollution and other health-influencing relationships, targeting action in high-need areas, coordinating air pollution mitigation and health improvement interventions, and connecting different policy areas.Increasing Public Health integration and engagement in LAQM can enhance the existing regime. Acting now is timely from both LAQM and Public Health perspectives. This review's findings should be used to inform debates and decisions around the future development of Local Air Quality Management arrangements both in the UK and beyond
Criminal redress in cases of environmental victimisation: a defence
In recent years growing concern has been voiced in the environmental justice literature regarding the ability of criminal justice mechanisms to adequately address environmental harms, especially when such harms are perpetrated by large corporations. Commentators argue that criminal justice processes are often ill-suited to the particular features of environmental cases, where the chain of causation between wrongful actions/omissions and environmentally harmful consequence can be very complex and extend over the course of many years. As an alternative, many such commentators now favour the adoption of more administrative resolutions when corporate bodies breach their environmental obligations (which may or may not amount to ‘crimes’). Others favour the use of civil sanction regimes, which is now the preferred approach of the UK Environment Agency. In this paper I will argue that the debate on how best to respond to environmental harm has so far neglected to factor in the perspective of the victims of those harms and, in particular, their need for redress. I will argue that by incorporating such a perspective, as opposed to focusing largely on questions of efficiency and cost-effectiveness, the criminal justice route still has much to recommended it, especially in relation to the provision of meaningful redress and/or compensation to the victims of environmental harm. Consequently, this paper will provide a victimological defence of the criminal justice process, and of criminal penalties, in their application to cases of environmental harms
