    Cutting the Electric Bill for Internet-Scale Systems

    Energy expenses are becoming an increasingly important fraction of data center operating costs. At the same time, the energy expense per unit of computation can vary significantly between two different locations. In this paper, we characterize the variation due to fluctuating electricity prices and argue that existing distributed systems should be able to exploit this variation for significant economic gains. Electricity prices exhibit both temporal and geographic variation, due to regional demand differences, transmission inefficiencies, and generation diversity. Starting with historical electricity prices, for twenty nine locations in the US, and network traffic data collected on Akamai's CDN, we use simulation to quantify the possible economic gains for a realistic workload. Our results imply that existing systems may be able to save millions of dollars a year in electricity costs, by being cognizant of locational computation cost differences.NokiaNational Science Foundatio

    Identification and thermal behaviour of traditional flat roofs in the Mediterranean using remote and in situ sensing technologies - an innovative approach

    'Cool roofs' and 'evaporative roofs' are modern construction technologies based in part on the known behaviour of 'traditional flat roofs' in the Mediterranean. This paper describes an innovative study of the behaviour of Mediterranean roofs, employing high resolution satellite data, UAV (Unmanned Aerial Vehicle) multispectral technology (visible, near- and thermal-infrared wavelengths) and direct measurements on, and underneath, the roofs of selected buildings in Malta, whilst also comparing to modified and modern flat roofs. This research is determining their real behaviour and advancing the understanding of their performance, whilst promoting their sustainable preservation and maintenance in a changing climate. An interesting outcome of this project has been that satellite (and to a certain extent) UAV technology can remotely identify traditional roofs from other roofs and understand their thermal behaviour. This will be an important tool for policy makers and regulators who need to assess the presence and location of such roofs.peer-reviewe

    A laboratory study on cold-mix, cold-lay emulsion mixtures

    This paper describes laboratory experiments and presents results for the performances of cold-mix, cold-lay emulsion mixtures. The main objective of the experiments was to evaluate and improve the properties of the cold mixtures. The mixture properties evaluated were: volumetric properties, indirect tensile stiffness modulus (ITSM), repeated load axial creep and fatigue. These properties were compared with conventional hot asphalt mixtures not containing any waste/recycled materials. To optimise the performances of the mixtures, a target of ITSM value of 2000 MPa was selected. At full curing conditions, the stiffness of the cold mixes was found to be very similar to that of hot mixtures of the same penetration grade base bitumen (100 pen). Test results also show that the addition of 1–2% cement significantly improved the mechanical performance of the mixes and significantly accelerated their strength gain. The fatigue behaviour of the cold mixes that incorporated cement was comparable with that of the hot mixtures

    Competing coalitions: The politics of renewable energy and fossil fuels in Mexico, South Africa and Thailand

    This paper analyses why middle-income countries incentivize renewable energy despite inexpensive domestic fossil fuel resources and lack of international support. We examine the politics of renewable energy programs in Mexico, South Africa and Thailand. All three countries hold abundant local fossil fuel and renewable energy resources. We argue that renewable energy programs become implementable policy options in fossil fuel resource-rich middle-income countries when coalitions of powerful political actors support them. This study presents an analysis of the domestic coalitions in support of and those in opposition to renewable energy policies from a discourse network perspective. Discourse networks reflect actors and the arguments they share to advance or hamper the policy process. The analysis draws on a data set of 560 coded statements in support or opposition of renewable energy from media articles, policy documents and interviews. Findings show similar structures of competing coalitions in all three countries, with the discourse in all three countries revealing strong linkages between environmental and economic considerations

    Policy packaging or policy patching? The development of complex energy efficiency policy mixes

    The ambition of energy policy has long been to reduce carbon emissions, secure energy supply and provide affordable energy services. In recent years an increasing number of policy instruments has been introduced to promote energy efficiency across the EU. While previous research has analysed the effectiveness of individual policy instruments and their impact on the diffusion of particular energy efficient technologies or practices, our analysis takes a broader view and examines the mix of existing policies aimed at stimulating reductions in energy use. The empirical focus of the paper is on policy goals and instruments aimed at stimulating energy efficiency in buildings in Finland and the United Kingdom. We trace the development of the policy mixes during 2000- 2014 and analyse their emerging overall characteristics. The analysis is based on a mapping of policy goals and instruments, documentary analysis and semi-structured interviews with stakeholders. We find that both countries have increasingly complex policy mixes, encompassing a variety of goals and instruments and make use of a range of different instrument types to encourage users to reduce energy consumption. Despite the shared EU influence, the way in which the policy mixes have evolved in both countries were found to be quite different

    Savanna burning methodology for fire management and emissions reduction: a critical review of influencing factors

    Savanna fire is a major source of global greenhouse gas (GHG) emissions. In Australia, savanna fire contributes about 3% of annual GHG emissions reportable to the Kyoto Protocol. In order to reduce GHG emissions from savanna burning, the Australian government has developed and approved a Kyoto compliant savanna controlled burning methodology—the first legal instrument of this kind at a global level—under its Emission Reduction Fund. However, this approved methodology is currently only applicable to nine vegetation fuel types across northern parts of Australia in areas which receive on average over 600 mm rainfall annually, covering only 15.4% of the total land area in Australia.Savanna ecosystems extend across a large proportion of mainland Australia. This paper provides a critical review often key factors that need to be considered in developing a savanna burning methodology applicable to the other parts of Australia. It will also inform discussion in other countries intent on developing similar emissions reduction strategies

    Parametric Investigation of Traditional Vaulted Roofs in Hot-Arid Climates

    In the Mediterranean and North African regions, traditional vaulted roof forms have been widely used due to their significant influence on enhancing thermal indoor conditions. This research parametrically investigates the thermal performance of vaulted roofs, seeking a better understanding of the reciprocal relationship between the solar irradiance received by these roofs and the resulting energy consumption in the hot-arid city of Aswan (23.58oN), Egypt. The methodological procedure is realized through two phases. The annual simulations of solar irradiance and energy consumption are carried out in the first phase, where the quantitative performance of 2,310 different cases are predicted in terms of six vaulted roof forms against eleven key influencing variables. The unsupervised technique of Principal Component Analysis is used in the second phase to reduce the higher dimensionality of the resulting dataset and extract important information from newly established orthogonal principal components. The outcomes of this work aim to provide architects and practitioners with an optimized dataset to use in the design and application of vaulted roof forms and support decision makers addressing the development strategies by providing essential data for setting regulations of newly built environments in harsh hot-arid contexts
