More New Wine in the Same Old Bottles? The Evolving Nature of the CAP Reform Debate in Europe, and Prospects for the Future
Europe's Common Agricultural Policy (CAP), its evolving role and financial and political significance have long been hot topics among rural stakeholders. This article analyses a ten-country study examining the nature and key points of discussion concerning the new reform of the CAP, finally agreed in September 2013. The study examined stakeholder views on the Commission's November 2010 Communication, the Impact Assessment and the October 2011 draft legislative proposals for the 2014–2020 period. Case-studies for each country and comparative analysis were used to stimulate discussion at an international policy conference in early 2012. The article updates Erjavec et al.'s analysis of the changing discourse in Brussels, contrasting its move from a neoliberal to a more neo-mercantilist position, with the nuanced, heavily path-dependent attitudes and negotiating stances in the Member States, even when key interest groups express consistent views across national boundaries. In this context, we see why what looked from Brussels like a consensus-oriented package still failed to offer a clear way forward for the Council and Parliament. Taking stock in October 2013, we note the outcome – a potentially greener and slightly more cohesion-sensitive policy, with weaker differentiation between its pillars but much increased national differentiation – and its future implications
New Caledonian crows keep 'valuable' hooked tools safer than basic non-hooked tools

During the final stages of manuscript preparation, CR was the grateful recipient of a Radcliffe Fellowship at the Radcliffe Institute for Advanced Study, Harvard University, and a BBSRC grant (BB/S018484/1).The temporary storage and re-use of tools can significantly enhance foraging efficiency. New Caledonian crows in one of our study populations use two types of stick tools – hooked and non-hooked – which differ in raw material, manufacture costs, and foraging performance. Using a large sample of wild-caught, temporarily captive New Caledonian crows, we investigated experimentally whether individuals prefer one tool type over the other when given a choice and whether they take better care of their preferred tools between successive episodes of use, safely storing them underfoot or in nearby holes. Crows strongly preferred hooked stick tools made from Desmanthus virgatus stems over non-hooked stick tools. Importantly, this preference was also reflected in subsequent tool-handling behaviour, with subjects keeping hooked stick tools safe more often than non-hooked stick tools sourced from leaf litter. These results suggest that crows ‘value’ hooked stick tools, which are both costlier to procure and more efficient to use, more than non-hooked stick tools. Results from a series of control treatments suggested that crows altered their tool ‘safekeeping’ behaviour in response to a combination of factors, including tool type and raw material. To our knowledge, our study is the first to use safekeeping behaviour as a proxy for assessing how non-human animals value different tool types, establishing a novel paradigm for productive cross-taxonomic comparisons.Publisher PDFPeer reviewe
Identification of key receptor residues discriminating human chorionic gonadotropin (Hcg)-and luteinizing hormone (lh)-specific signaling
(1) The human luteinizing hormone (LH)/chorionic gonadotropin (hCG) receptor (LHCGR) discriminates its two hormone ligands and differs from the murine receptor (Lhr) in amino acid residues potentially involved in qualitative discerning of LH and hCG. The latter gon-adotropin is absent in rodents. The aim of the study is to identify LHCGR residues involved in hCG/LH discrimination. (2) Eight LHCGR cDNAs were developed, carrying “murinizing” mutations on aminoacidic residues assumed to interact specifically with LH, hCG, or both. HEK293 cells expressing a mutant or the wild type receptor were treated with LH or hCG and the kinetics of cyclic adenosine monophosphate (cAMP) and phosphorylated extracellular signal-regulated ki-nases 1/2 (pERK1/2) activation was analyzed by bioluminescence resonance energy transfer (BRET). (3) Mutations falling within the receptor leucine reach repeat 9 and 10 (LRR9 and LRR10; K225S +T226I and R247T), of the large extracellular binding domain, are linked to loss of hormone-specific induced cAMP increase, as well as hCG-specific pERK1/2 activation, leading to a Lhr-like modulation of the LHCGR-mediated intracellular signaling pattern. These results support the hypothesis that LHCGR LRR domain is the interaction site of the hormone β-L2 loop, which differs between LH and hCG, and might be fundamental for inducing gonadotropin-specific signals. (4) Taken to-gether, these data identify LHCGR key residues likely evolved in the human to discriminate LH/hCG specific binding

Pairing correlations. Part 1: description of odd nuclei in mean-field theories
In order to extract informations on pairing correlations in nuclei from
experimental mass differences, the different contributions to odd-even mass
differences are investigated within the Skyrme HFB method. In this first paper,
the description of odd nuclei within HFB is discussed since it is the key point
for the understanding of the above mentioned contributions. To go from an even
nucleus to an odd one, the advantage of a two steps process is demonstrated and
its physical content is discussed. New results concerning time-reversal
symmetry breaking in odd-nuclei are also reported.
