    Regulatory Constructivism: Application of Q Methodology in Italy and China

    Conventional view holds that beliefs play an important role in the development of regulations but there is little evidence to support this claim. We use Comparative Q Methodology to systematically map out and compare the beliefs of public officers in China and Italy, two countries with contrasting sets of institutions but have both adopted similar ideas about integrated water resource management. We find some similarities and differences in the beliefs of public officers in both countries. In particular, we find that in both countries beliefs on the regulation of water utilities are diverse and fragmented on issues such as ownership structure of water utilities, how water infrastructure development should be funded, and how tariffs should be regulated. Our findings have two implications for theory, methods and practice. First, the Q methodology is a useful tool for systematically mapping out the beliefs of regulators and managers. Second, systematically mapping out beliefs will help facilitate the development of an alternative regime of regulation such as negotiated rule making. This alternative regime can provide substantial benefits such as more efficient rule making, more cost effective enforcement and compliance, and more equitable in terms of balancing the interests of stakeholders

    The electric commons: A qualitative study of community accountability

    This study explores how energy might be conceptualised as a commons, a resource owned and managed by a community with a system of rules for production and consumption. It tests one aspect of Elinor Ostrom's design principles for successful management of common pool resources: that there should be community accountability for individual consumption behaviour. This is explored through interviews with participants in a community demand response (DR) trial in an urban neighbourhood in the UK. Domestic DR can make a contribution to balancing electricity supply and demand. This relies on smart meters, which raise vertical (individual to large organisation) privacy concerns. Community and local approaches could motivate greater levels of DR than price signals alone. We found that acting as part of a community is motivating, a conclusion which supports local and community based roll out of smart meters. Mutually supportive, voluntary, and anonymous sharing of information was welcomed. However, mutual monitoring was seen as an invasion of horizontal (peer to peer) privacy. We conclude that the research agenda, which asks whether local commons-based governance of electricity systems could provide social and environmental benefits, is worth pursuing further.     Commons-based peer production for degrowth? - The case for eco-sufficiency in economic organisations

    Degrowth advocates radical reduction in society's matter-energy throughput. Organisations have received little attention in this discourse. In the context of sustainability much emphasis has been put on the concept of eco-efficiency, disregarding the rebound effect. In contrast, eco-sufficiency emphasises producing and consuming enough. This article operationalises eco-sufficiency as an indicator for degrowth and focuses on how eco-sufficiency orientations manifest in a commons-based peer production organisation. The studied case of WindEmpowerment shows only marginal manifestations of eco-sufficiency in its orientation. Commons-based peer organisations must actively aim to reduce matter-energy throughput by adopting an eco-sufficiency orientation to fit degrowth

    Tourism and water inequity in Bali: A social-ecological systems analysis

    This paper is a social-ecological systems (SES) analysis of tourism and water inequity in Bali. It uses Elinor Ostrom’s SES model to look at the particular niche of Bali’s tourism and water nexus. Re-analysis of previous qualitative research revealed that the vulnerability of the SES was due to numerous characteristics. In particular, user groups are highly diverse, transient and stratified, thereby inhibiting communication and knowledge sharing. This, in combination with weak governance systems and the economic power of the tourism industry, interact to affect declining water resources and the iniquitous impact of this. Whilst there are obvious indications that Bali’s water resources are over stretched, there is no feedback loop to the institutional structures that would help enable appropriate responses from the user groups or governance system
