    Address: The New York City Experience: Lessons For A National Future

    In this address, former Mayor of New York Ed Koch discussed the successful efforts of his administration to create New York’s Campaign Finance Reform Act, a voluntary program imposing lower spending limits and detailed public disclosure requirements on candidates for the five New York City offices who chose to seek public financing. Speaking from the unique position as the first candidate to ever be fined under the Act, Mr. Koch illustrated the importance of the nonpartisan board created under the Act. He then recounted briefly the history of the program and discussed some of the specifics of the original Campaign Finance Reform Act and subsequent amendments. Mr. Koch then turned to the issue of soft money and federal reform, discussing the House’s Shays-Meehan bill and the Senate’s McCain-Feingold bill and articulating a belief that current regulations of soft money contribution limits could work, if amended to provide adjustments for inflation. Next, Mr. Koch advocated for public financing in elections and equal limits on corporate and labor union contributions. Finally, Mr. Koch listed specific reforms generally, and to New York City’s program specifically that he believed were necessary even if by amendment, such as eliminating the use of private wealth, application of contribution limits and disclosure requirements to all candidates (instead of just those seeking public financing) and restrictions on the campaign season’s time period.     Children’s improvement of a motor response during backward falls through the implementation of a safe fall program

    The World Health Organization has warned that, in children, the second cause of death from unintentional injuries are falls. The objective of this study was to analyze the motor response of primary schoolchildren when a backwards fall occurs. These analyses occurred before and after interventions of the Safe Fall program, which aims to teach safe and protected ways of backward falling. A quasi-experimental research design was used, with a sample of 122 Spanish (Sevillian) schoolchildren in the 10–12 age bracket. The INFOSECA ad-hoc observation scale was used for data collection: this scale registers 5 essential physical reactions throughout the process of a safe and protected backwards fall. After that, a number of descriptive, correlational and contrast statistics were applied. The value used in the McNemar test to establish statistical significance was p < 0.05. Results showed that over 85% of students had developed the competence to correctly perform all five physical motions that allow for a safer backward fall. The teaching of safe and protected techniques for falling backwards in child population in Primary Education is possible through the implementation of the Safe Fall program in Physical Education classes, which can help making falls safer, diminishing the risk and severity of the injuries they cause

    Combined use of the GGSFT data base and on Board Marine Collected Data to Model the Moho Beneath the Powell Basin, Antarctica

    The Powell Basin is a small oceanic basin located at the NE end of the Antarctic Peninsula developed during the Early Miocene and mostly surrounded by the continental crusts of the South Orkney Microcontinent, South Scotia Ridge and Antarctic Peninsula margins. Gravity data from the SCAN 97 cruise obtained with the R/V Hespérides and data from the Global Gravity Grid and Sea Floor Topography (GGSFT) database (Sandwell and Smith, 1997) are used to determine the 3D geometry of the crustal-mantle interface (CMI) by numerical inversion methods. Water layer contribution and sedimentary effects were eliminated from the Free Air anomaly to obtain the total anomaly. Sedimentary effects were obtained from the analysis of existing and new SCAN 97 multichannel seismic profiles (MCS). The regional anomaly was obtained after spectral and filtering processes. The smooth 3D geometry of the crustal mantle interface obtained after inversion of the regional anomaly shows an increase in the thickness of the crust towards the continental margins and a NW-SE oriented axis of symmetry coinciding with the position of an older oceanic spreading axis. This interface shows a moderate uplift towards the western part and depicts two main uplifts to the northern and eastern sectors

    The c-completion of Lorentzian metric spaces

    Inspired by some Lorentzian versions of the notion of metric and length space introduced by Kunzinger and Sämman [24], and more recently, by Müller [31], and Minguzzi and Sühr [30], we revisit the notion of Lorentzian metric space in order to later construct the c-completion of these general objects. We not only prove that this construction is feasible in great generality for these objects, including spacetimes of low regularity, but also endow the c-completion with a structure of Lorentzian metric space by itself.     LinkedIn “Big Four”: Job Performance Validation in the ICT Sector.

    Social networks websites, and specially the LinkedIn platform, have changed the landscape of recruitment and personnel selection to a unified organizational process. Thus, apart from using LinkedIn as a recruitment tool, professionals also use it to make evaluative inferences regarding the individual characteristics of the candidates (e.g., their personality). However, most of the research focused on LinkedIn has left aside the evidence about its validity for decision making in the work setting. In our study we analyze the criterion oriented validity of LinkedIn incumbents professional profiles (N = 615) in the information and communication technology (ICT) sector with some measures of job performance. The results show four major factors underlying LinkedIn profiles about professional experience, social capital, updating knowledge, and non-profesional information. These factors are significantly related to productivity, absenteeism, and the potential for professional development. These findings are discussed in light of their theoretical and practical implications.post-print322 K

    Telares de la Memoria: participación ciudadana y gobernanza en contextos físicos-virtuales

    Este trabajo aborda la problemática de la participación ciudadana en una comunidad físico-virtual. Se hace referencia a las experiencias generadas en un proyecto en curso desde el 2010, en la Comuna de Wheelwright (7000 habitantes), cuyo objetivo es impulsar la escritura abierta de un libro hipermedial, en conjunto con otros espacios de colaboración, construyéndose en el proceso el “DHD Telares de la Memoria”. Las actividades del proyecto las realizan un grupo interdisciplinario de investigadores junto con un conjunto significativo de vecinos e instituciones de la localidad. Se parte del presupuesto de que a partir de la expansión del uso de las tecnologías digitales, las instituciones se reconfiguran y que estos cambios no dependen solamente de disponer de insumos tecnológicos y la conectividad a internet, sino también de las apropiaciones que cada ciudadano realice en relación con el otro. Se enfatiza en la necesidad de estudiar los mecanismos de conformación y promoción de estas redes socio-técnicas para la gobernanza y la puesta en obra de estrategias que transformen paulatinamente las prácticas participativas de la comunidad hacia la toma de posiciones responsables. La finalidad última se centra en la construcción de un proceso que favorezca la participación ciudadana en el sentido de producción de civitas.Sociedad Argentina de Informática e Investigación Operativ
