    Matrices of forests, analysis of networks, and ranking problems

    The matrices of spanning rooted forests are studied as a tool for analysing the structure of networks and measuring their properties. The problems of revealing the basic bicomponents, measuring vertex proximity, and ranking from preference relations / sports competitions are considered. It is shown that the vertex accessibility measure based on spanning forests has a number of desirable properties.     Development, test and comparison of two Multiple Criteria Decision Analysis(MCDA) models: A case of healthcare infrastructure location

    When planning a new development, location decisions have always been a major issue. This paper examines and compares two modelling methods used to inform a healthcare infrastructure location decision. Two Multiple Criteria Decision Analysis (MCDA) models were developed to support the optimisation of this decision-making process, within a National Health Service (NHS) organisation, in the UK. The proposed model structure is based on seven criteria (environment and safety, size, total cost, accessibility, design, risks and population profile) and 28 sub-criteria. First, Evidential Reasoning (ER) was used to solve the model, then, the processes and results were compared with the Analytical Hierarchy Process (AHP). It was established that using ER or AHP led to the same solutions. However, the scores between the alternatives were significantly different; which impacted the stakeholders‟ decision-making. As the processes differ according to the model selected, ER or AHP, it is relevant to establish the practical and managerial implications for selecting one model or the other and providing evidence of which models best fit this specific environment. To achieve an optimum operational decision it is argued, in this study, that the most transparent and robust framework is achieved by merging ER process with the pair-wise comparison, an element of AHP. This paper makes a defined contribution by developing and examining the use of MCDA models, to rationalise new healthcare infrastructure location, with the proposed model to be used for future decision. Moreover, very few studies comparing different MCDA techniques were found, this study results enable practitioners to consider even further the modelling characteristics to ensure the development of a reliable framework, even if this means applying a hybrid approach

    A Fuzzy Approach to the Measurement of Leakages for North American Health Systems

    This paper uses a fuzzy-fuzzy stochastic dominance approach to compare patients’ leakages in the Canadian and the U.S. health care systems. Leakages are defined in terms of individuals who are in bad health and could not have access to health care when needed. To carry his comparison we rely on the assumption that Canada is a strong counterfactual for the U.S. We first develop a class of fuzzy leakages indices and incorporate them in a stochastic dominance framework to derive the dominance criterion. We then use the derived criterion to perform inter-country comparisons on the global level. To provide more insight, we decompose the analysis with respect to gender, ethnicity, income and education. Intra-country comparisons reveal the presence of income based leakage inequalities in both countries yet, gender, ethnic and education based disparities appear to be present in the U.S. only. As for inter-country comparisons, results are in general consistent with the hypothesis that leakages are less important under the Canadian health care system.Health care resources, Fuzzy sets, Leakage

    PERFORMANCE EVALUATION ON QUALITY OF ASIAN AIRLINES WEBSITES – AN AHP PPROACH

    In recent years, many people have devoted their efforts to the issue of quality of Web site. The concept of quality is consisting of many criteria: quality of service perspective, a user perspective, a content perspective or indeed a usability perspective. Because of its possible instant worldwide audience a Website’s quality and reliability are crucial. The very special nature of the web applications and websites pose unique software testing challenges. Webmasters, Web applications developers, and Website quality assurance managers need tools and methods that can match up to the new needs. This research conducts some tests to measure the quality web site of Asian flag carrier airlines via web diagnostic tools online. We propose a methodology for determining and evaluate the best airlines websites based on many criteria of website quality. The approach has been implemented using Analytical Hierarchy Process (AHP) to generate the weights for the criteria which are much better and guarantee more fairly preference of criteria. The proposed model uses the AHP pairwise comparisons and the measure scale to generate the weights for the criteria which are much better and guarantee more fairly preference of criteria. The result of this study confirmed that the airlines websites of Asian are neglecting performance and quality criteria
