    During the 2008 financial crisis, the G20 was hastily elevated to ‘global economic steering committee’. In the early stages of the crisis, the G20 was an effective forum for crisis containment. As the crisis has eased, however, the G20 has lost both direction and momentum. Governments and policymakers have felt less need to act in unison and have rather refocused on their national agendas, as is their duty and primary function. However, effective global governance is needed permanently, not just in crisis times. It is desirable to have more representative and effective global governance that, among other things, is equipped to prevent crises rather than just react to them. In an environment of rapid change in global patterns of trade and wealth creation, a new revamped (but highly representative) grouping should be created within the G20, to provide leadership on key economic policy matters. Euro-area members should give up their individual seats in this G7+, allowing room for China and other large emerging economies. Without euro-area countries taking such a step, it would be impossible to reconcile effectiveness and representation in this new G7+, which would take charge of decision making on global economic imbalances, financial and monetary issues. All existing G20 countries, including individual euro-area countries, would however remain in the G20, which could potentially expand and would remain the prime forum for discussion on all remaining matters at global level

    Fundamental movement skills in relation to weekday and weekend physical activity in preschool children.

    OBJECTIVES: To examine associations between fundamental movement skills and weekday and weekend physical activity among preschool children living in deprived communities. DESIGN: Cross-sectional observation study. METHODS: Six locomotor skills and 6 object-control skills were video-assessed using The Children's Activity and Movement in Preschool Study Motor Skills Protocol. Physical activity was measured via hip-mounted accelerometry. A total of 99 children (53% boys) aged 3-5 years (M 4.6, SD 0.5) completed all assessments. Multilevel mixed regression models were used to examine associations between fundamental movement skills and physical activity. Models were adjusted for clustering, age, sex, standardised body mass index and accelerometer wear time. RESULTS: Boys were more active than girls and had higher object-control skill competency. Total skill score was positively associated with weekend moderate-to-vigorous physical activity (p=0.034) but not weekday physical activity categories (p>0.05). When subdomains of skills were examined, object-control skills was positively associated with light physical activity on weekdays (p=0.008) and with light (p=0.033), moderate-to-vigorous (p=0.028) and light- and moderate-to-vigorous (p=0.008) physical activity at weekends. Locomotor skill competency was positively associated with moderate-to-vigorous physical activity on weekdays (p=0.016) and light physical activity during the weekend (p=0.035). CONCLUSIONS: The findings suggest that developing competence in both locomotor and object-control skills may be an important element in promoting an active lifestyle in young children during weekdays and at weekends

    The White Mountain Polarimeter Telescope and an Upper Limit on CMB Polarization

    The White Mountain Polarimeter (WMPol) is a dedicated ground-based microwave telescope and receiver system for observing polarization of the Cosmic Microwave Background. WMPol is located at an altitude of 3880 meters on a plateau in the White Mountains of Eastern California, USA, at the Barcroft Facility of the University of California White Mountain Research Station. Presented here is a description of the instrument and the data collected during April through October 2004. We set an upper limit on EE-mode polarization of 14 μK\mu\mathrm{K} (95% confidence limit) in the multipole range 170<<240170<\ell<240. This result was obtained with 422 hours of observations of a 3 deg2\mathrm{deg}^2 sky area about the North Celestial Pole, using a 42 GHz polarimeter. This upper limit is consistent with EEEE polarization predicted from a standard Λ\Lambda-CDM concordance model.Comment: 35 pages. 12 figures. To appear in ApJ

    Combining Contemporary and Paleoecological Perspectives for Estimating Forest Resilience

    In the face of dramatic climate change and human pressure acting on remaining forest areas across tropical, temperate and boreal biomes, there has emerged a coordinated effort to identify and protect forests that are currently considered “intact”. These forests are hypothesized to be more resilient to future abiotic perturbations than fragmented or degraded forests, and therefore, will provide more reliable carbon storage and/or biodiversity services into an uncertain future. Research in the fields of contemporary and paleoecology can offer valuable insights to enhance our ability to assess resilience of forests and whether these would be comparable across forest biomes. Contemporary ecological monitoring has been able to capture processes acting over the short-to-medium term, while paleoecological methods allow us to derive insights of the long-term processes affecting forest dynamics. Recent efforts to both identify intact forests, based on area definitions, and assess vegetation climate sensitivity globally have relied on satellite imagery analysis for the time period 2000–2013. In this paper, we compare these published datasets and do find that on average intact forests in boreal and tropical biomes are less sensitive to temperature and water availability, respectively; however, the patterns are less clear within biomes (e.g., across continents). By taking a longer perspective, through paleoecology, we present several studies that show a range of forest responses to past climatic and human disturbance, suggesting that short-term trends may not be reliable predictors of long-term resilience. We highlight that few contemporary and paleoecology studies have considered forest area when assessing resilience and those that have did find that smaller forest areas exhibited greater dynamism in species composition, which could be a proxy for declining resilience. Climatic conditions in the Anthropocene will be pushing forest systems across biomes into novel climates very rapidly and with current knowledge it is difficult to predict how forests will react in the immediate term, which is the most relevant timeframe for global efforts to reduce carbon emissions
