Feminism as a gender condition for global bioethics

With the objective of corresponding the political and social movement of feminism with the bioethical discipline, a systematic review of literature produced and generated in the Spanish, English and Portuguese languages in the period from 1970 to 2021 was carried out. With exploration in search engines and databases. Of virtual data, where a qualitative method was applied, with a descriptive approach, with the design of a review matrix instrument to apply a correlational method, from which two emerging categories were determined: complex thinking and neo-atheism. As a result of the review, it was concluded that feminism is a mass movement of a different nature, which germinated from the current defending the will and self-determination of women, whose theory has adapted to the changes in the situation that has allowed it to accept more equitable positions, to break patriarcal schemes where global bioethics has changed, supported by the theories of complex thought and neo-atheism, to invigorate its critical-revisionist nature and framed to produce changes, they will be recorded in the everyday reality

Derecho a la verdad dentro del empoderamiento de víctimas en Colombia

El objetivo del artículo fue discutir las representaciones del derecho a la verdad como herramienta de empoderamiento de las víctimas del conflicto armado en Colombia. Por lo demás, este documento es producto de una investigación cualitativa, documental de tipo descriptivo, con enfoque hermenéutico. En Colombia a partir del año 2016 el desarrollo del derecho a la verdad, entendido desde la óptica del derecho internacional como medio de empoderamiento de las víctimas del conflicto armado, donde se conceptuó que el Gobiernos Nacional, los Factores Reales de Poder y la Sociedad podrían no estar permitiendo, ni exigiendo, que las víctimas satisfagan su derecho a la verdad, que es tanto conocerla como expresarla. Se concluye que para el ejercicio del derecho a la verdad puede tener un papel muy importante el reconocimiento de experiencias, relatos y narraciones como medio para cultivar la tolerancia que solo se da con el reconocimiento del otro, lo que incluye el empoderamiento a los agentes del Estado como víctimas. Problemática que continua hasta hoy, por lo que se presenta una propuesta de solución viable a través de acuerdos convergentes; con narrativa y reconocimientos de las partes interesadas

La dignidad humana como principio posibilitador en la declaración universal sobre bioética y derechos humanos

This essay describes why human dignity, as a principle, made possible, or at least created the conditions of possibility, for the Universal Declaration on Bioethics and Human Rights. At the same time, it was interesting to discuss how this principle was of utmost importance for the achievements and developments of bioethics in Latin America, since progress had already been made in the recognition, promotion and respect for human rights. Furthermore, an approach was made to the circumstances and reasons that configured the Universal Declaration on Bioethics and Human Rights, as a milestone in bioethical research of fundamental character for Latin America. The reflections made by the authors lead to the conclusion that there is a clear need to continue the development of the bioethical discourse in the region. Definitely, the next step should be to generate an Inter-American Convention to create a regional system and structure, from which bioethics can be promoted according to the particular needs and interests of the subcontinent.En el presente ensayo se describe por qué la dignidad humana, como principio, posibilitó o al menos creo las condiciones de posibilidad, para que se diera la Declaración Universal sobre Bioética y Derechos Humanos. Al mismo tiempo, interesó discutir como este principio fue de máxima importancia para los logros y desarrollos de la bioética en Latinoamérica, pues ya se había avanzado en el reconocimiento, promoción y respeto de los Derechos Humanos. Por lo demás, se realizó un acercamiento a las circunstancias y razones que configuraron la Declaración universal sobre bioética y derechos humanos, como un hito en la investigación bioética de carácter fundamental para Latinoamérica. Las reflexiones efectuadas por los autores permiten concluir sobre la necesidad manifiesta de continuar el desarrollo en la región del discurso bioético. Definitivamente, el siguiente paso debería ser generar una Convención Interamericana para crear un sistema y estructura regional, desde el cual se pueda promover la bioética de cara a las particulares necesidades e interés del subcontinente

The Fifteenth Data Release of the Sloan Digital Sky Surveys: First Release of MaNGA-derived Quantities, Data Visualization Tools, and Stellar Library

Twenty years have passed since first light for the Sloan Digital Sky Survey (SDSS). Here, we release data taken by the fourth phase of SDSS (SDSS-IV) across its first three years of operation (2014 July–2017 July). This is the third data release for SDSS-IV, and the 15th from SDSS (Data Release Fifteen; DR15). New data come from MaNGA—we release 4824 data cubes, as well as the first stellar spectra in the MaNGA Stellar Library (MaStar), the first set of survey-supported analysis products (e.g., stellar and gas kinematics, emission-line and other maps) from the MaNGA Data Analysis Pipeline, and a new data visualization and access tool we call "Marvin." The next data release, DR16, will include new data from both APOGEE-2 and eBOSS; those surveys release no new data here, but we document updates and corrections to their data processing pipelines. The release is cumulative; it also includes the most recent reductions and calibrations of all data taken by SDSS since first light. In this paper, we describe the location and format of the data and tools and cite technical references describing how it was obtained and processed. The SDSS website (www.sdss.org) has also been updated, providing links to data downloads, tutorials, and examples of data use. Although SDSS-IV will continue to collect astronomical data until 2020, and will be followed by SDSS-V (2020–2025), we end this paper by describing plans to ensure the sustainability of the SDSS data archive for many years beyond the collection of data

The dignity of Animals

Los derechos y la dignidad n los animales es un tema que cada día toma mayor relevancia, esto probablemente y a grandes rasgos se debe a que cada día somos más consecuentes de la necesidad de un trato equitativo con otras especies, comprendiendo la función de cada especie dentro de la distribución del ecosistema del planeta. El objetivo del presente documento es indagar acerca de normatividad, y los antecedentes de los derechos de los Animales en el marco de los Derechos Humanos. Sin dejar a un lado el sustento científico y medio ambiental del cuidado de los animales junto con los aspectos psicológicos del ser humano que motivan a la preservación de otras especies como fundamento para el desarrollo de una estructura social sana. Con respecto a la normatividad colombiana en el tema, se desarrollaron los siguientes temas: Antecedentes históricos de derechos en animales, marco normativo en Colombia, protección jurídica en nacional y extranjera, experimentación con animales, espectáculos taurinos y cacería de animales exóticos. Se concluye que existe normatividad alrededor de los derechos de los animales en especial sobre el tema del dolor pero solo en el derecho público, sin embargo existe la necesidad de la actualización de estas leyes junto a una reforma de los procesos de veeduría, ya que la defensa del artículo 79 de la Constitución Política es insuficiente a las necesidades de protección y el reconocimiento de dignidad a los animales. De todo se infiere que no está lejos el reconocimiento de derechos de los animales como extensión de los derechos de las personas.The rights and dignity n animals is an issue that every day becomes more relevant, this probably roughly is because every day we are more consistent with the need for equal treatment with other species, the function of each kind understanding within distribution of the planet's ecosystem. The purpose of this paper is to inquire about regulations, and history of the animal rights within the framework of Human Rights. Without leaving aside the scientific basis and environmental care of the animals along with the psychological aspects of human beings that motivate conservation of other species as a basis for developing a healthy social structure. Historical background of animal rights, regulatory framework in Colombia, foreign national and legal protection, animal testing, bullfighting and hunting exotic animals: With regard to Colombian law on the subject, the following topics were developed. We conclude that there regulations about animal rights in particular on the subject of pain but only in public law, however there is a need to update these laws with a reform of the oversight processes, as the defense of Article 79 of the Constitution is insufficient to the needs of protection and recognition of dignity to animals. It follows that all is not far from the recognition of animal rights as an extension of the rights of individuals

Notions of Self-Care in Front-Line Personnel Responding to Emergencies and Disasters

Este artículo presenta un compendio de las prácticas de autocuidado en el personal de primera línea de respuesta ante emergencias y desastres; realizado a través una revisión bibliográfica de fuentes, teniendo en cuenta que es un tema regulado por autoridades internacionales en salud; a fin de reunir información para determinar las prácticas de autocuidado en relación con los riesgos en este grupo. Dentro de los aspectos a tener en cuenta se encuentra la legislación y los parámetros nacionales e internacionales, a partir de los cuales se exponen siete ejes temáticos: Primer respondiente; autocuidado; riesgos y medidas de autocuidado; situaciones relacionadas con la persona en función del riesgo; acciones de autocuidado en situaciones no comunes (pandemias); la forma como intervienen las capacidades de aprendizaje; y, la adaptación al cambio. Concluyendo que el personal de atención de emergencias y de desastres está expuesto a múltiples riesgos y que la implementación de las prácticas de autocuidado depende de varias habilidades, como son: la capacidad de aprendizaje y adaptación; además, se pone a prueba las capacidades del ser humano, sus conocimientos, personalidad, hábitos, relaciones y otros aspectos que facilitan el cambio y asumir nuevas experiencias, tanto en situaciones normales como en momentos de crisis
