Compulsory admissions of patients with mental disorders : State of the art on ethical and legislative aspects in 40 European countries

The Ethics Committee of the European Psychiatric Association (EPA) launched a survey on involuntary admission procedures of patients with mental disorders in 40 countries to gather information from all National Psychiatric Associations that are members of the EPA to develop recommendations for improving involuntary admission processes and promote voluntary care. METHODS.: The survey focused on legislation of involuntary admissions and key actors involved in the admission procedure as well as most common reasons for involuntary admissions. RESULTS.: We analyzed the survey categorical data in themes, which highlight that both medical and legal actors are involved in involuntary admission procedures. CONCLUSIONS.: We conclude that legal reasons for compulsory admission should be reworded in order to remove stigmatization of the patient, that raising awareness about involuntary admission procedures and patient rights with both patients and family advocacy groups is paramount, that communication about procedures should be widely available in lay-language for the general population, and that training sessions and guidance should be available for legal and medical practitioners. Finally, people working in the field need to be constantly aware about the ethical challenges surrounding compulsory admissions.Peer reviewe

The main direction of improvement is concerned with transition from buying stone manufacturing services to self production, planning advertisement and improvement of the employee motivation process. Author of this paper have developed suggestions for implementation and organization of production process, made concrete advertisement plan and with the method of sociological questionnaire assessed process of employee motivation in the enterprise to define the main direction of it`s improvement. Human activity cause big changes in the landscape structure that influence land cover. The proportions of landscape structure in Latvia vary ā the open areas decrease and the forest areas increase. The structure of tree species in the forest changes due to increase of deciduous tree proportion. Biological diversity in these forests is high and that is influenced by low intensive of forestry during the last 70 years. In the large part of protected forest areas high degree of naturalnes has developed in a relatively short term. Various possibilities to estimate character of changes, to find reasons for changes and forecasts are provided by landscape metrics. The level of fragmentation of landscape and land cover as well as level of patch isolation, allocation or grouping is estimated using metrics. Currently in the NVBR various landscapes are transformed as closed forest landscapes or mosaic type landscapes. Nowadays open air landscapes donāt exist there anymore

Implementation of FPGA Based DSP Module for CW Doppler Radar: Preliminary Results
This paper presents development and implementation of the Field-Programmable Gate Arrays (FPGA) of a novel Digital Signal Processing (DSP) module for the 24 GHz continuous wave (CW) Doppler radar. The module utilizes the well-known zero-crossing algorithm, relative simple signal filtering, iterative search method and the scattering centers model. The module is constructed to detect vehicles; it estimates its velocity, lane, and shape. Preliminary results of the lane and vehicle length estimation in case of two lanes are provided. VHDL code has been generated and necessary FGPA device resources for basic stages of DSP are estimated. Implementable VDHL code generation of novel algorithm is based on Simulink HDL coder

Development of CW Doppler Radar Prototyping Environment Used for Vehicle Recognition and Parameter Estimation
This paper deals mainly with the development of prototyping tools for continuous wave 24GHz Doppler radar (DR) DSP modules. The modules are planned to be used for land-based vehicles and they are oriented on the wide range of devices from a simple velocity estimator and a vehicle counter to a vehicle shape recognizer. The prototyping software includes Matlab/Simulink, SolidWorks and Altera Quartus packages, the hardware - DR Front-end, Altera/Terasic FPGA development kits, a PC with sound card and video camera. Self-made software tools are briefly described. These tools have been used for the acquisition of real DR signals, video capturing of vehicle, testing of DR signal processing algorithms, simulation of DR behaviour in the context of urban traffic and comparison of experimental data with simulation results.
