    Derived environment effects: A representational approach

    Derived environment effects involve either overapplication or underapplication of phonological rules in phonological or morphological environments. This paper focuses on underapplication effects in both phonological and morphological environments, which are treated as resulting from representational differences between derived and non-derived environments at the appropriate level. The Government and Dependency Phonology notions of head and dependent are utilised to this end. Thus, phonologically derived environment effects result from melodic structure that differentiates branching from immediate dominance relations between elements, allowing phonological processes to target a segment of one melodic configuration to the exclusion of another. Morphologically derived environment effects, on the other hand, involve representational differences at the constituent structure level, corresponding to the fact that morphological effects are a result of junctural or morpheme-integrity effects. In the latter case, head-dependent relations are defined as holding over domains, thereby differentiating affixal from non-affixal material, while in the former junctural effects the representational difference is defined at the CV tier, with phonological processes being sensitive to the presence of empty V and C positions. © 2008 Elsevier B.V.     Neutralization in Aztec Phonology – the Case of Classical Nahuatl Nasals

    This article investigates nasal assimilation in Classical Nahuatl. The distribution of nasal consonants is shown to be the result of coda neutralization. It is argued that generalizations made for root and word level are disproportionate and cannot be explained through the means of rule-based phonology. It is shown that the process responsible for nasal distribution can only be accounted for by introducing derivational levels in Optimality Theor

    The Importance of Institutional Design for Distributed Local-Level Governance of Groundwater: The Case of California’s Sustainable Groundwater Management Act

    In many areas of the world, groundwater resources are increasingly stressed, and unsustainable use has become common. Where existing mechanisms for governing groundwater are ineffective or nonexistent, new ones need to be developed. Local level groundwater governance provides an intriguing alternative to top-down models, with the promise of enabling management to better match the diversity of physical and social conditions in groundwater basins. One such example is emerging in California, USA, where new state law requires new local agencies to self-organize and act to achieve sustainable groundwater management. In this article, we draw on insights from research on common pool resource management and natural resources governance to develop guidelines for institutional design for local groundwater governance, grounded in California’s developing experience. We offer nine criteria that can be used as principles or standards in the evaluation of institutional design for local level groundwater governance: scale, human capacity, funding, authority, independence, representation, participation, accountability, and transparency. We assert that local governance holds promise as an alternative to centralized governance in some settings but that its success will depend heavily on the details of its implementation. Further, for local implementation to achieve its promise, there remain important complementary roles for centralized governance. California’s developing experience with local level groundwater management in dozens of basins across the state provides a unique opportunity to test and assess the importance and influence of these criteria

    Groundwater Recharge for a Regional Water Bank: Kern Water Bank, Kern County, California

    The Kern Water Bank is a semi-private groundwater bank operated by the Kern Water Bank Authority in Kern County, CA. The bank stores water from the State Water Project (SWP), Central Valley Project (CVP), and the Kern River. It is massive in scale, covering over 20,000 acres, with approximately 2.5 million acre feet diverted to the bank since 1995. The bank stores water on behalf of its member water agencies, which include both public and private water entities mainly focusing on agricultural use, along with a small number of municipal and residential customers. Water is withdrawn by the member agencies during droughts when surface water supplies from the SWP, CVP, and Kern River are insufficient to meet local demand or when member agencies elect to sell their stored water to outside third parties. In addition, the overlying land and infiltration ponds serve as habitat for some endangered and threatened species. Legal and political controversy surrounded the bank’s creation, but its unique suite of physical assets, creative enabling agreements, and clear operational rules and incentives have enabled it to use managed aquifer recharge to make significant contributions to the flexibility of regional and statewide water systems over decades of operations

    Insertion and deletion in Northern English (ng) : Interacting innovations in the life cycle of phonological processes

    In north western varieties of British English the historical process of ng-coalescence that simplified nasal+stop clusters in words like wrong and singer never ran to completion, with surface variation between [ŋ] and [ŋɡ] remaining to this day. This paper presents an empirical study of this synchronic variation, specifically to test predictions made by the life cycle of phonological processes; a diachronic account of /ɡ/-deletion has been proposed under this framework, but crucially the life cycle makes hitherto-untested predictions regarding the synchronic behaviour of (ng) in North West England. Data from 30 sociolinguistic interviews indicate that these predictions are largely met: internal constraints on the variable are almost entirely accounted for by assuming cyclic application of /ɡ/-deletion across a stratified phonology. There is also evidence of apparent-time change in the pre-pausal environment, which is becoming increasingly [ɡ]-favouring contrary to the life cycle’s predictions. It is argued that this reflects a separate innovation in the life cycle of (ng), with synchronic variation reflecting two processes: the original deletion overlaid with a prosodically-conditioned insertion process. These results have implications for theories of language change and the architecture of grammar, and add to a growing body of evidence suggesting that the effect of pause on probabilistic phenomena can be synchronically variable and diachronically unstable
