    Development With Neo-Liberal Policy - Is Income Inequality a Negative Societal Outcome?

    Neo-liberal policy as a means for development has been present in our society since the first experiment in Chile during the 1970s. This experience came to be known as an economic ?miracle? and the model was soon imitated by surrounding countries. In these countries income inequality has been a well-known feature and the Gini Coefficient in all Latin American countries exceeds the world average. There is however no consensus that income inequality is an actual societal prob-lem, or that the implementation of policy is needed in the struggle against it. The strengthening of the middle class is by numerous scholars, especially within the modernisation theory, mentioned as an important factor for democrati-sation. Increased marginalisation is opposed to the concept of a strong middle class, which is one of the reasons why it may be considered a negative pattern. Scholars advocating neo-liberal policy, on the other hand, mean that income ine-quality not is a problem in itself and that with time the free market will even out the gaps

    The OSCE and conflict prevention, management and resolution

    This thesis discusses the work of the Organization for Security and Cooperation in Europe (OSCE) in the field of conflict prevention, management and resolution, from 1990 until late 1998. Two theoretical perspectives, neo-realism and neo-liberal institutionalism, provide a framework for analysis. Both theories are able to highlight different strengthsa nd weaknesses in the OSCE's approach which are described in three case studies. However, neither theory can fully explain the findings of the case studies. In the thesis's conclusion the shortcomings of both theories are discussed and the gaps in explanation are explored by reference to constructivist approaches. Three case studies are described in order to demonstrate different facets of the OSCE's work. Macedonia provides an example of the OSCE's work in conflict prevention (it is in the field of conflict prevention that the OSCE is seen at its most successful). The second case study, Nagomo-Karabakh, examines the OSCE's handling of an ongoing conflict and attempts to arrange both a peace conference and a peacekeeping mission. The issues surrounding the conflict here demonstrate the complexity of external involvement in mediation and negotiation processes, and the difficulties of trying to find solutions that are acceptable to the parties in a context complicated further by the interests of external actors. The third case study is an analysis of the OSCE's engagement in the post-conflict reconstruction of Bosnia and Herzegovina. This reveals the problems of implementing aspects of an unsatisfactory peace agreement. The case study highlights the enormity of the tasks assigned to the OSCE and the lack of coherent international support for the organisation's work. It also discusses the effects of the interplay of both external and internal power political struggles on the OSCE's operations. The thesis concludes that the OSCE has in limited ways performed valuable work in all three case studies but that its real strengths are most apparent in the field of conflict prevention

    The 1999 ESPAD report: alcohol and other drug use among students in 30 European countries.

    The purpose of the ESPAD project is to collect comparable data on alcohol, tobacco and durg use among 15-16 year old students in as many European countries as possible. The longterm aim is toto study trends in alcohol and drug habits among students in Europe and to compare trends between countries. Every four years repeat studies are conducted. The report details study design and procedures, methodological considerations, and changes in the use of alcohol and other drugs from 1995 to 1999. The report then presents results relating to: tobacco use, alcohol use, illicit drugs, lifetime drug use and abstinence, attitudes, perceived cigarettes, and alcohol and drug use among friends. Key results are given for each country: Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Faroe Islands, Finland, France, Former Yugoslav Republic of Macedonia, Greece, Greenland, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Malta, the Netherlands, Slovak Republic, Slovenia, Sweden, Ukraine and United Kingdom.     The efficacy of a web-based gambling intervention program for high school students: A preliminary randomized study

    Early onset in adolescent gambling involvement can be a precipitator of later gambling problems. The aim of the present study was to test the preliminary efficacy of a web-based gambling intervention program for students within a high school-based setting. Students attending a high school in Italy (N=168) participated in the present study (58% male–age, M=15.01; SD=0.60). Twelve classes were randomly assigned to one of two conditions: intervention ( N=6; 95 students) and control group (N=6; 73 students). Both groups received personalized feedback and then the intervention group received online training (interactive activities) for three weeks. At a two-month follow-up, students in the intervention group reported a reduction in gambling problems relative to those in the control group. However, there were no differences in gambling frequency, gambling expenditure, and attitudes toward the profitability of gambling between the two groups. In addition, frequent gamblers (i.e., those that gambled at least once a week at baseline) showed reductions in gambling problems and gambling frequency post- intervention. Frequent gamblers that only received personalized feedback showed significantly less realistic attitudes toward the profitability of gambling post-intervention. The present study is the first controlled study to test the preliminary efficacy of a web-based gambling intervention program for students within a high school-based setting. The results indicate that a brief web-based intervention delivered in the school setting may be a potentially promising strategy for a low-threshold, low-cost, preventive tool for at-risk gambling high school students

    Psychological and behavioural factors associated with sexual risk behaviour among Slovak students

    Background: Knowledge about the prevalence of sexual risk behaviour (SRB) in adolescence is needed to prevent unwanted health consequences. Studies on SRB among adolescents in Central Europe are rare and mostly rely on a single indicator for SRB. This study aims to assess the association of behavioural and psychological factors with three types of SRB in adolescents in Central Europe. Methods: We obtained data on behavioural factors (having been drunk during previous month, smoking during previous week, early sexual initiation), psychological factors (self-esteem, wellbeing, extroversion, neuroticism, religiousness), and SRB (intercourse under risky conditions, multiple sexual partners, and inconsistent condom use) in 832 Slovak university students (response 94.3%). Results: Among those with sexual experience (62%), inconsistent condom use was the most prevalent risk behaviour (81% in females, 72% in males). With the exception of having been drunk in males, no factor was associated with inconsistent condom use. Regarding the other types of SRB, early sexual initiation was most strongly associated. In addition, other, mostly behavioural, factors were associated, in particular having been drunk. Conclusion: Results suggest that behavioural factors are more closely related to SRB than psychological factors. Associations differ by type of SRB and gender but offer few clues to target risk groups for inconsistent condom use. Results show a high need for health-promotion programmes in early adolescence that target SRB in conjunction with other health risk behaviours such as alcohol abuse

    Illegal Substance Use among Italian High School Students: Trends over 11 Years (1999–2009)

    Purpose: To monitor changes in habits in drug use among Italian high school students. Methods: Cross-sectional European School Survey Project on Alcohol and Other Drugs (ESPAD) carried out in Italy annually for 11 years (1999-2009) with representative samples of youth attending high school. The sample size considered ranges from 15,752 to 41,365 students and response rate ranged from 85.5% to 98.6%. Data were analyzed to obtain measures of life-time prevalence (LT), use in the last year (LY), use in the last 30 days (LM), frequent use. Comparisons utilized difference in proportion tests. Tests for linear trends in proportion were performed using the Royston p trend test. Results: When the time-averaged value was considered, cannabis (30% LT) was the most, and heroin the least (2%) frequently used, with cocaine (5%), hallucinogens (2%) and stimulants (2%) in between. A clear gender gap is evident for all drugs, more obvious for hallucinogens (average M/F LY prevalence ratio 2, range 1.7-2.4, p,0.05), less for cannabis (average M/F LY prevalence ratio 1.3, range 1.2-1.5, p,0.05). Data shows a change in trend between 2005 and 2008; in 2006 the trend for cannabis use and availability dropped and the price rose, while from 2005 cocaine and stimulant use prevalence showed a substantial increase and the price went down. After 2008 use of all substances seems to have decreased. Conclusions: Drug use is widespread among students in Italy, with cannabis being the most and heroin the least prevalent. Girls are less vulnerable than boys to illegal drug use. In recent years, a decrease in heroin use is overbalanced by a marked rise in hallucinogen and stimulant use.-

    The "Clubs against Drugs" program in Stockholm, Sweden: two cross-sectional surveys examining drug use among staff at licensed premises

    <p>Abstract</p> <p>Background</p> <p>The objective of this study is to examine self-reported drug use among staff at licensed premises, types of drugs used, attitudes towards drugs, and observed drug use among guests. Results are presented from two measurement points (in 2001 and 2007/08). This study was carried out within the framework of the "Clubs against Drugs" program, which is a community-based multi-component intervention targeting licensed premises in Stockholm, Sweden.</p> <p>Methods</p> <p>Two cross-sectional surveys were conducted, the first in 2001 and the second in 2007/08. Staff at licensed premises attending server training were asked to participate in the anonymous survey. A survey was administered in a classroom setting and consisted of four sections: 1) demographics, 2) respondents' own drug use experience, 3) respondents' attitudes towards drug use, and 4) observed drug use among guests at licensed premises.</p> <p>Results</p> <p>Data were collected from 446 staff in 2001 and 677 staff in 2007/08. The four most commonly used drugs among staff were cannabis, cocaine, amphetamine, and ecstasy. The highest rates of drug use were reported by staff in the two youngest age groups, i.e., those younger than 25 and those between the ages of 25 and 29. In 2007/08 staff reported significantly lower rates of drug use than staff in 2001. Last year drug use for the sample in 2007/08 was 19% compared to 27% for the 2001 sample. While drug-using staff compared to non drug-using staff reported more observations of drug use among guests, they were less inclined to intervene. Overall, staff reported restrictive attitudes towards drugs.</p> <p>Conclusions</p> <p>The prevalence of life-time and last year drug use among staff at licensed premises is high compared to the general population in Sweden. Lower rates of self-reported drug use among staff were reported in 2007/08. The results of this study highlight that staff at licensed premises represent an important target population in club drug prevention programs.</p

    Linked randomised controlled trials of face-to-face and electronic brief intervention methods to prevent alcohol related harm in young people aged 14–17 years presenting to Emergency Departments (SIPS junior)

    Background: Alcohol is a major global threat to public health. Although the main burden of chronic alcohol-related disease is in adults, its foundations often lie in adolescence. Alcohol consumption and related harm increase steeply from the age of 12 until 20 years. Several trials focusing upon young people have reported significant positive effects of brief interventions on a range of alcohol consumption outcomes. A recent review of reviews also suggests that electronic brief interventions (eBIs) using internet and smartphone technologies may markedly reduce alcohol consumption compared with minimal or no intervention controls. Interventions that target non-drinking youth are known to delay the onset of drinking behaviours. Web based alcohol interventions for adolescents also demonstrate significantly greater reductions in consumption and harm among ‘high-risk’ drinkers; however changes in risk status at follow-up for non-drinkers or low-risk drinkers have not been assessed in controlled trials of brief alcohol interventions
