Candidates for giant lobes projecting from the LBV stars P Cygni and R 143
Deep, wide-field, continuum-subtracted, images in the light of the
Halpha+[NII] 6548 & 6584 A and [O III] 5007 A nebular emission lines have been
obtained of the environment of the Luminous Blue Variable (LBV) star P Cygni. A
previously discovered, receding, nebulous filament along PA 50 deg has now been
shown to extend up to 12' from this star. Furthermore, in the light of [O III]
5007 A, a southern counterpart is discovered as well as irregular filaments on
the opposite side of P Cygni.
Line profiles from this nebulous complex indicate that this extended
nebulosity is similar to that associated with middle-aged supernova remnants.
However, there are several indications that it has originated in P Cygni and is
not just a chance superposition along the same sight-line. This possibility is
explored here and comparison is made with a new image of the LBV star R 143 in
the LMC from which similar filaments appear to project.
The dynamical age of the P Cygni giant lobe of ~5x10^{4} yr is consistent
with both the predicted and observed durations of the LBV phases of 50M stars
after they have left the main sequence. Its irregular shape may have been
determined by the cavity formed in the ambient gas by the energetic wind of the
star, and shaped by a dense torus, when on the main sequence.
The proper motion and radial velocity of P Cygni, with respect to its local
environment, could explain the observed angular and kinematical shifts of the

The results of astrometric and photometric investigations of the open cluster
NGC 7243 are presented. Proper motions of 2165 stars with root-mean-square
error of 1.1 mas/yr were obtained by means of PDS scanning of astrometric
plates covering the time interval of 97 years. A total of 211 cluster members
down to V=15.5 mag have been identified. V and B magnitudes have been
determined for 2118 and 2110 stars respectively. Estimations of mass (348Mo < M
< 522Mo), age (t=2.5x10^8 yr), distance (r=698 pc) and reddening (E(B-V)=0.24)

Net neutrality discourses: comparing advocacy and regulatory arguments in the United States and the United Kingdom
Telecommunications policy issues rarely make news, much less mobilize thousands of people. Yet this has been occurring in the United States around efforts to introduce "Net neutrality" regulation. A similar grassroots mobilization has not developed in the United Kingdom or elsewhere in Europe. We develop a comparative analysis of U.S. and UK Net neutrality debates with an eye toward identifying the arguments for and against regulation, how those arguments differ between the countries, and what the implications of those differences are for the Internet. Drawing on mass media, advocacy, and regulatory discourses, we find that local regulatory precedents as well as cultural factors contribute to both agenda setting and framing of Net neutrality. The differences between national discourses provide a way to understand both the structural differences between regulatory cultures and the substantive differences between policy interpretations, both of which must be reconciled for the Internet to continue to thrive as a global medium

Stellar Rotation in Young Clusters. I. Evolution of Projected Rotational Velocity Distributions
Open clusters offer us the means to study stellar properties in samples with
well-defined ages and initial chemical composition. Here we present a survey of
projected rotational velocities for a large sample of mainly B-type stars in
young clusters to study the time evolution of the rotational properties of
massive stars. The survey is based upon moderate resolution spectra made with
the WIYN 3.5 m and CTIO 4 m telescopes and Hydra multi-object spectrographs,
and the target stars are members of 19 young open clusters with an age range of
approximately 6 to 73 Myr. We made fits of the observed lines He I 4026, 4387,
4471 and Mg II 4481 using model theoretical profiles to find projected
rotational velocities for a total of 496 OB stars. We find that there are fewer
slow rotators among the cluster B-type stars relative to nearby B stars in the
field. We present evidence consistent with the idea that the more massive B
stars (M > 9 solar masses) spin down during their main sequence phase. However,
we also find that the rotational velocity distribution appears to show an
increase in the numbers of rapid rotators among clusters with ages of 10 Myr
and higher. These rapid rotators appear to be distributed between the zero age
and terminal age main sequence locations in the Hertzsprung-Russell diagram,
and thus only a minority of them can be explained as the result of a spin up at
the terminal age main sequence due to core contraction. We suggest instead that
some of these rapid rotators may have been spun up through mass transfer in

Parallaxes and proper motions for 20 open clusters as based on the new Hipparcos catalogue
A new reduction of the astrometric data as produced by the Hipparcos mission
has been published, claiming that the accuracies for nearly all stars brighter
than magnitude are improved, by up to a factor 4, compared to
the original catalogue. As correlations between the underlying abscissa
residuals have also been reduced by more than an order of magnitude to an
insignificant level, our ability to determine reliable parallaxes and proper
motions for open clusters should be improved. The new Hipparcos astrometric
catalogue is used to derive mean parallax and proper motion estimates for 20
open clusters. The HR-diagrams of the nearest clusters are compared and
combined to provide future input to sets of observational isochrones. The
positions of the cluster HR diagrams are consistent within different groups of
clusters shown for example by the near-perfect alignment of the sequences for
the Hyades and Praesepe, for Coma Ber and UMa, and for the Pleiades, NGC 2516,
and Blanco 1. The groups are mutually consistent when systematic differences in
are taken into account, where the effect of these differences on

The Behavior of Novae Light Curves Before Eruption
In 1975, E. R. Robinson conducted the hallmark study of the behavior of
classical nova light curves before eruption, and this work has now become part
of the standard knowledge of novae. He made three points; that 5 out of 11
novae showed pre-eruption rises in the years before eruption, that one nova
(V446 Her) showed drastic changes in the variability across eruptions, and that
all but one of the novae (excepting BT Mon) have the same quiescent magnitudes
before and after the outburst. This work has not been tested since it came out.
We have now tested these results by going back to the original archival
photographic plates and measuring large numbers of pre-eruption magnitudes for
many novae using comparison stars on a modern magnitude scale. We find in
particular that four out of five claimed pre-eruption rises are due to simple
mistakes in the old literature, that V446 Her has the same amplitude of
variations across its 1960 eruption, and that BT Mon has essentially unchanged
brightness across its 1939 eruption. Out of 22 nova eruptions, we find two
confirmed cases of significant pre-eruption rises (for V533 Her and V1500 Cyg),
while T CrB has a deep pre-eruption dip. These events are a challenge to
theorists. We find no significant cases of changes in variability across 27
nova eruptions beyond what is expected due to the usual fluctuations seen in
novae away from eruptions. For 30 classical novae plus 19 eruptions from 6
recurrent novae, we find that the average change in magnitude from before the
eruption to long after the eruption is 0.0 mag. However, we do find five novae
(V723 Cas, V1500 Cyg, V1974 Cyg, V4633 Sgr, and RW UMi) that have significantly
large changes, in that the post-eruption quiescent brightness level is over ten
