A percepção sobre práticas de Direitos Humanos na China e sua influência na construção de soft power chinês

A partir de discussões teóricas acerca desse tema na área de Relações Internacionais, examina-se de que modo esta imagem pode ser usada como ferramenta de poder para o exercício de sua influência no sistema internacional ou como tal elemento pode limitar o seu poder perante o sistema. O elo mais fraco para a projeção positiva da imagem chinesa é apontado nesse artigo como sendo as práticas de tais Direitos e a percepção dos mesmos perante a comunidade internacional. O relativismo cultural é apontado na defesa de determinados direitos à revelia de outros e as posições chinesa e ocidental sobre os conceitos de Direitos Humanos. Compreende-se o papel da imprensa internacional como grande difusor de tal comportamento e a hierarquização de discursos onde a narrativa liberal desempenha um papel protagonista, disseminando uma percepção passiva que afeta profundamente a imagem da China. A exemplo, após o Massacre da Praça da Paz Celestial, em 1989, menos da metade da população americana tinha uma visão favorável em relação ao país, o que permitiu a inclusão de cláusulas de Direitos Humanos como parte da negociação para limitar o acesso do país à Organização Mundial do Comércio. Por último, coloca-se o investimento em políticas de diplomacia pública para construção de imagem pelo governo chinês, usando-se as Olimpíadas de 2008 e a pesquisa do Pew Research Center — que mostra o retorno de tal investimento a partir do aumento em pontos percentuais acerca da visão favorável de outros países em relação à China no ano de 2009. Contudo, uma real mudança na percepção que a comunidade internacional tem em relação à China tende a acontecer somente quando suas políticas internas priorizarem o bem-estar de seus cidadãos e melhorarem as práticas de Direitos Humanos.This article examines how the perception of China’s internal policies on human rights may be the weakest link in the country's image building. Based on theoretical discussions of image building in the field of International Relations, the article examines how this image can be used as a powerful tool on the exercise of its influence in the international system or how such an element can be used to limit its power before the system. The weakest link for the projection of a positive image of China is demonstrated in the present article as the practice of such rights and its perception by the international community. The cultural relativism in defending certain rights in detriment to others is highlighted, as well as the Chinese and Western positions on the concept of human rights. The international press is understood as an important broadcaster of such behavior; the hierarchy of discourse, in which the liberal narrative plays a leading role, propagates a passive perception that deeply affects China's image. For instance, after the Tiananmen Square massacre in 1989, less than half of the United States population had a favorable view towards China, which allowed for the inclusion of human rights clauses in the negotiations to limit the country's access the World Trade Organization. Finally, the investment in public diplomacy policies for image building by the Chinese government is highlighted, including the 2008 Olympics and the Pew Research Center, showing the return of such investment based on the increase (in percentage points) of the favorable view of other countries in relation to China in 2009. Nonetheless, real changes in the international community’s perception of China tend to happen only when its internal policies prioritize the welfare of its citizens and improve human rights practices by the government for its people

Selection of shrimp breeders free of white spot syndrome and infectious hypodermal and hematopoietic necrosis

The objective of this work was to select surviving breeders of Litopenaeus vannamei from white spot syndrome virus (WSSV) outbreak, adapted to local climatic conditions and negatively diagnosed for WSSV and infectious hypodermal and hematopoietic necrosis virus (IHHNV), and to evaluate if this strategy is a viable alternative for production in Santa Catarina, Brazil. A total of 800 males and 800 females were phenotypically selected in a farm pond. Nested-PCR analyses of 487 sexually mature females and 231 sexually mature males showed that 63% of the females and 55% of the males were infected with IHHNV. Animals free of IHHNV were tested for WSSV, and those considered double negative were used for breeding. The post-larvae produced were stocked in nine nursery tanks for analysis. From the 45 samples, with 50 post-larvae each, only two were positive for IHHNV and none for WSSV. Batches of larvae diagnosed free of virus by nested-PCR were sent to six farms. A comparative analysis was carried out in growth ponds, between local post-larvae and post-larvae from Northeast Brazil. Crabs (Chasmagnathus granulata), blue crabs (Callinectes sapidus), and sea hares (Aplysia brasiliana), which are possible vectors of these viruses, were also evaluated. The mean survival was 55% for local post-larvae against 23.4% for post-larvae from the Northeast. Sea hares showed prevalence of 50% and crabs of 67% of WSSV. O objetivo deste trabalho foi selecionar reprodutores de Litopenaeus vannamei sobreviventes de um surto do vírus da síndrome da mancha-branca (WSSV), adaptados às condições locais e diagnosticados negativamente para WSSV e para o vírus da necrose infecciosa hipodermal e hematopoiética (IHHNV), e avaliar se esta extratégia é uma alternativa viável para produção em Santa Catarina. Foram selecionados fenotipicamente 800 machos e 800 fêmeas, de um viveiro. Análises de nested-PCR de 487 fêmeas e de 231 machos, sexualmente maduros, mostraram que 63% das fêmeas e 55% dos machos estavam infectados com IHHNV. Os animais livres de IHHNV foram testados para WSSV, e os considerados duplo negativos destinados à reprodução. As pós-larvas produzidas foram estocadas em nove berçários, para análise. Das 45 amostras, com 50 pós-larvas cada, apenas duas foram positivas para IHHNV e nenhuma para WSSV. Os lotes de pós-larvas diagnosticadas livres de vírus por nested-PCR foram encaminhados para seis fazendas. Foi realizada análise comparativa em viveiros de engorda, entre pós-larvas locais e pós-larvas do Nordeste do Brasil. Também foram analisados caranguejos (Chasmagnathus granulata), siris (Callinectes sapidus) e lebres do mar (Aplysia brasiliana), que são possíveis vetores dos vírus. A média de sobrevivência foi de 55% para as pós-larvas locais e de 23,4% para as pós-larvas do Nordeste. As lebres do mar apresentaram prevalência de 50% e os caranguejos de 67% de WSSV

PERFIL NUTRICIONAL DOS PACIENTES COLOSTOMIZADOS DE UM HOSPITAL PÚBLICO DO INTERIOR PAULISTA

Colostomy, is a surgical procedure, which may become necessary, because of some factors, such as colorectal cancer, inflammatory bowel diseases and trauma.  Requires special care, regarding the nutritional status, bowel habit, stool consistency, orifice monitoring and hygiene, in order to prevent complications. The aim of study, was evaluate the nutritional profile of individuals using the colostomy bag. Were interviewed twenty individuals from a stomatherapy ambulatory, in a public hospital in the interior of São Paulo. This study has a descriptive and exploratory charater, with a quantitative approach, through the application of a questionnaire and the accomplishment of the nutritional evaluation. The largest part of the population, presented eutrophy due to BMI classification, and depletion through the results of the adequacy of arm circumference and arm muscle area. The main cause for the use of the colostomy bag, was colorrectal cancer.A colostomia é um procedimento cirúrgico, que pode tornar-se necessário devido a alguns fatores, como câncer colorretal, doenças inflamatórias intestinais e traumas. Exige cuidados especiais, com relação ao estado nutricional, hábito intestinal, consistência das fezes, monitoramento do orifício e sua higienização, a fim de evitar possíveis complicações.  O objetivo do presente estudo foi avaliar o perfil nutricional de indivíduos em uso da bolsa de colostomia. Foram entrevistados 20 indivíduos de um ambulatório de estomaterapia em um hospital público do interior paulista. O estudo foi realizado em caráter exploratório descritivo, com abordagem quantitativa, por meio da aplicação de questionário e realização da avaliação nutricional. A maior parcela da população apresentou eutrofia pela classificação do IMC, e depleção por meio dos resultados da adequação de circunferência muscular do braço e área muscular do braço. The Stellar Archeology of the M33 Disk: Recent Star-Forming History and Constraints on the Timing of an Interaction with M31

Images recorded with MegaCam are used to investigate the recent star-forming history (SFH) of the Local Group Sc galaxy M33. The properties of the stellar disk change near R = 8 kpc. Within this radius the star formation rate (SFR) has been constant with time during at least the past 250 Myr, while at larger radii the SFR has declined during this same time period. That the recent SFR in the inner disk has been constant suggests that M33 has evolved in isolation for at least the past ~ 0.5 Gyr, thereby providing a constraint on the timing of any recent interaction with M31. The fractional contribution that young stars make to the total mass of the stellar disk changes with radius, peaking near 8 kpc. Evidence is also presented that the SFR during the past 100 Myr in the southern half of the galaxy has been ~ 0.4 dex higher than in the northern half. Finally, structures with sizes spanning many kpc that contain blue objects - presumably main sequence stars that formed during intermediate epochs - are identified near the disk boundary. It is argued that these are tidal features that were pulled from the main body of M33 and - in some cases - are the fossil remnants of star formation that occured in an extended disk during intermediate epochs.Comment: Accepted for publication in Ap

Objective: Describe and characterize NASF health practices. Method: It is a review of current literature carried out by consulting the database Lilacs and Virtual Library of SciELO in the period from December 2016 to January 2017. Conclusion: It is concluded that, although the NASF is recognized as a support to the Family Health Strategy (FHS), still does not act in an articulated way, being fundamental that changes take place in the organization of the services and in the conduct of the health professionals who contemplate it. Iron Behaving Badly: Inappropriate Iron Chelation as a Major Contributor to the Aetiology of Vascular and Other Progressive Inflammatory and Degenerative Diseases

The production of peroxide and superoxide is an inevitable consequence of aerobic metabolism, and while these particular "reactive oxygen species" (ROSs) can exhibit a number of biological effects, they are not of themselves excessively reactive and thus they are not especially damaging at physiological concentrations. However, their reactions with poorly liganded iron species can lead to the catalytic production of the very reactive and dangerous hydroxyl radical, which is exceptionally damaging, and a major cause of chronic inflammation. We review the considerable and wide-ranging evidence for the involvement of this combination of (su)peroxide and poorly liganded iron in a large number of physiological and indeed pathological processes and inflammatory disorders, especially those involving the progressive degradation of cellular and organismal performance. These diseases share a great many similarities and thus might be considered to have a common cause (i.e. iron-catalysed free radical and especially hydroxyl radical generation). The studies reviewed include those focused on a series of cardiovascular, metabolic and neurological diseases, where iron can be found at the sites of plaques and lesions, as well as studies showing the significance of iron to aging and longevity. The effective chelation of iron by natural or synthetic ligands is thus of major physiological (and potentially therapeutic) importance. As systems properties, we need to recognise that physiological observables have multiple molecular causes, and studying them in isolation leads to inconsistent patterns of apparent causality when it is the simultaneous combination of multiple factors that is responsible.
