    Challenges in Creating a Disaster Resilient Built Environment

    With the increase in occurrences of high impact disasters, the concept of risk reduction and resilience is widely recognised. Recent disasters have highlighted the exposure of urban cities to natural disasters and emphasised the need of making cities resilient to disasters. Built environment plays an important role in every city and need to be functional and operational at a time of a disaster and is expected to provide protection to people and other facilities. However, recent disasters have highlighted the vulnerability of the built assets to natural disasters and therefore it is very much important to focus on creating a disaster resilient built environment within cities. However the process of making a disaster resilient built environment is a complex process where many challenges are involved. Accordingly the paper aims at exploring the challenges involved in building a disaster resilient built environment. Paper discusses the findings of some expert interviews and three case studies which have been conducted in Sri Lanka by selecting three cities which are potentially vulnerable to threats posed by natural hazards. The empirical evidence revealed, lack of regulatory frameworks; unplanned cities and urbanisation; old building stocks and at risk infrastructure; unauthorised structures; institutional arrangements; inadequate capacities of municipal councils; lack of funding; inadequacy of qualified human resources; and corruption and unlawful activities as major challenges for creating a disaster resilient built environment within Sri Lankan cities. The paper proposes a set of recommendations to address these prevailing concerns and to build a more resilient built environment within cities

    Progress and challenges to the global waste management system

    Rapid economic growth, urbanization and increasing population have caused (materially intensive) resource consumption to increase, and consequently the release of large amounts of waste to the environment. From a global perspective, current waste and resource management lacks a holistic approach covering the whole chain of product design, raw material extraction, production, consumption, recycling and waste management. In this article, progress and different sustainability challenges facing the global waste management system are presented and discussed. The study leads to the conclusion that the current, rather isolated efforts, in different systems for waste management, waste reduction and resource management are indeed not sufficient in a long term sustainability perspective. In the future, to manage resources and wastes sustainably, waste management requires a more systems-oriented approach that addresses the root causes for the problems. A specific issue to address is the development of improved feedback information (statistics) on how waste generation is linked to consumption

    A web-based Toolbox to support the systemic eco-efficiency assessment in water use systems

    The eco-efficiency assessment of a water use system at the meso level, as well as the estimation of the anticipated eco-efficiency improvements as a result of innovative practices/technologies, is a conceptually and methodologically challenging issue. A systemic approach is required to capture the complexity of all interrelated aspects and the interactions among the heterogeneous actors involved in the system. This involves mapping the behaviour of the system into representative models, structuring the analysis in easy to understand procedures and developing versatile software tools for supporting the analysis. This paper presents a web-integrated suite of tools and resources (EcoWater Toolbox) for assessing eco-efficiency improvements from innovative technologies in water use systems. Equipped with a continuously updated inventory of currently available technological innovations as well as a repository of eco-efficiency indicators and their evaluation rules, the EcoWater Toolbox supports a comprehensive four-step eco-efficiency assessment of a water use system: (1) allows the users to frame the case study by defining system boundaries, describing the water supply chain and value chains and including all the actors; (2) helps the users to establish a baseline eco-efficiency assessment, using the integrated modelling tools; (3) supports the users in identifying both sector-specific and system-wide technologies and practices to suit their situation, through the integrated technology inventory; and (4) enables the users to assess innovative technology solutions by developing predictive technology scenarios and comparing these with baseline results. At the core of the Toolbox are two modelling tools, which combine both economic and environmental viewpoints into a single modelling framework. The “Systemic Environmental Analysis Tool” (SEAT) assists in building a representation of the physical system, its processes and interactions and forms the basis for evaluating the environmental performance of the system. The “Economic Value chain Analysis Tool” (EVAT) addresses the value chain and focuses on the economic component of the eco-efficiency. Both tools provide a graphical model construction interface that is implemented in client-side and incorporate advanced features such as model scripting. The methodology adopted and the operational aspects of the EcoWater Toolbox are presented and demonstrated through the assessment of the eco-efficiency performance associated with the water value chain in the case of a milk production unit of a dairy industry

    Public transport equity in Shenyang: Using structural equation modelling

    In China, with the rapid development of urbanisation, the contradiction between supply and demand has become increasingly severe, particularly in large and medium-sized cities. Improving public transport equity can help to reduce the social exclusion of lower-income and socially vulnerable groups in relation to the urban transport system, and guarantee that public transport systems are given priority in terms of development. Using the concept of transport-related social equity, this study aims to explore the effects of public transport equity in relation to the quality of public transport, public participation, and public transport-related policy using Shenyang as a case study. Data are analysed using Structural Equation Model (SEM). Our findings show that the three latent variables of accessibility, affordability, and social impacts can be seen as representing the main characteristics of public transport equity; while improvements in public transport quality, public participation, and public transport-related polices play a significant role in reducing public transport inequity. Moreover, the findings indicate that public participation has direct, significant, positive influences on public transport quality and public transport-related policies. In terms of policy implications, we suggest that policies designed to improve public transport service quality, extend public transport fare concessions, and promote public participation in the public transport policy decision-making process should be given priority in the next round of urban comprehensive planning in order to reduce public transport-related social inequity in Shenyang and China more generally

    Disaster resilience: What it is and how it can engender a meaningful change in development policy

    Disasters pose a growing threat to sustainable development. Disaster risk management efforts have largely failed to arrest the underlying drivers of growing risk globally: uncontrolled urbanization and proliferation of assets in hazardous areas. Resilience provides an opportunity to confront the social-ecological foundations of risk and development; yet it has been vaguely conceptualized, without offering a concrete approach to operationalization. We propose a conceptualization of disaster resilience centred on wellbeing: ‘The ability of a system, community or society to pursue its social, ecological and economic development objectives, while managing its disaster risk over time in a mutually reinforcing way.’ We present a conceptual framework for understanding the interconnections between disasters and development, and outline how it is being operationalized in practice

    Cross-border trafficking in human beings: prevention and intervention strategies for reducing sexual exploitation

    Over the years, growing attention has been given to the phenomenon of trafficking in human beings (THB). Sexual exploitation was until recently by far the most commonly identified feature of THB, followed by forced labour. Many activities to combat trafficking for the purpose of sexual exploitation have been initiated by numerous supranational, international as well as national organizations. Much is written about these initiatives, but some areas have been neglected. Knowledge on ‘what works’ is in particular limited. The growing attention to THB entails a demand for more information. The severity of the crime and the impact on its victims makes it of utmost importance to gain more insight into the working and effectiveness of anti-trafficking strategies and interventions.
