    Pravo mora biti međunarodna pravna osnova za obalne države na Jadranu na temelju kojeg mogu zahtijevati područja jurisdikcije na moru uz svoje obale te međusobno podijeliti Jadransko more. Isti međunarodni zakon o moru obvezuje jadranske obalne države da urađuju na različite načine, posebice pri uspostavljanju posebnih režima koji se primjenjuju u zatvorenim i poluzatvorenim morima poput Jadranskog. Ovaj rad analizira zahtjeve za jurisdikcijom na oru koje dopušta međunarodno pravo i posebice stvarne pretenzije u Jadranu. Primjena režima zatvorenog i poluzatvorenog mora u kontekstu Jadrana također se razmatra u radu.The law of the sea provides the international legal basis for the coastal states of the Adriatic Sea to claim zones of maritime jurisdiction off their shores and divide the Adriatic Sea between them. The same international law of the sea obligates the Adriatic littoral states to cooperate in a variety of ways, notably by establishing a special regime applicable to enclosed and semi-enclosed seas such as the Adriatic. This paper explores the maritime jurisdictional claims allowed under international law and claimed in the Adriatic in particular. The implementation of the regime of enclosed and semi-enclosed seas in the Adriatic context is then explored

    Regional maritime management and security

    This monograph includes the discussion papers presented at the Third Meeting of the CSCAP Maritime Cooperation Working Group held in Bangkok 30 May-1 June 1997. It is the third in the series of similar monographs by the CSCAP Maritime Cooperation Working Group. The theme of the meeting was regional ocean management and security. Its objectives were fourfold: - to review progress with the Guidelines for Regional Maritime Cooperation; - to contribute to the development of new ideas about cooperative management of regional sea and ocean areas; - to identify present and planned activities in some area of regional maritime cooperation (such as shipping, resource management, pollution prevention, marine safety, and law and order at sea) which have benefits for regional security (that is, 'value added'); - and to share national and sub-regional perspectives of cooperative oceans and marine management. The overall aim of the meeting was to explore new ideas of preventive diplomacy and confidence building in the general area of regional maritime cooperation, particularly in the enclosed and semi-enclosed regional seas of Southeast and Northeast Asia, where maritime activity is increasing and cooperation so important. The opportunity was also taken to discuss existing arrangements for regional maritime cooperation and the experiences of other regions in the world with similar considerations of maritime cooperation (that is, the Baltic and Mediterranean seas, and the Caribbean)

    Insights Into the Biogeochemical Cycling of Iron, Nitrate, and Phosphate Across a 5,300 km South Pacific Zonal Section (153°E–150°W)

    Iron, phosphate and nitrate are essential nutrients for phytoplankton growth and hence their supply into the surface ocean controls oceanic primary production. Here, we present a GEOTRACES zonal section (GP13; 30-33oS, 153oE-150oW) extending eastwards from Australia to the oligotrophic South Pacific Ocean gyre outlining the concentrations of these key nutrients. Surface dissolved iron concentrations are elevated at >0.4 nmol L-1 near continental Australia (west of 165°E) and decreased eastward to ≤0.2 nmol L-1 (170oW-150oW). The supply of dissolved iron into the upper ocean (<100m) from the atmosphere and vertical diffusivity averaged 11 ±10 nmol m-2 d-1. In the remote South Pacific Ocean (170oW-150oW) atmospherically sourced iron is a significant contributor to the surface dissolved iron pool with average supply contribution of 23 ± 17% (range 3% to 55%). Surface-water nitrate concentrations averaged 5 ±4 nmol L-1 between 170oW and 150oW whilst surface-water phosphate concentrations averaged 58 ±30 nmol L-1. The supply of nitrogen into the upper ocean is primarily from deeper waters (24-1647 μmol m-2 d-1) with atmospheric deposition and nitrogen fixation contributing <1% to the overall flux, in remote South Pacific waters. The deep water N:P ratio averaged 16 ±3 but declined to <1 above the deep chlorophyll maximum (DCM) indicating a high N:P assimilation ratio by phytoplankton leading to almost quantitative removal of nitrate. The supply stoichiometry for iron and nitrogen relative to phosphate at and above the DCM declines eastward leading to two biogeographical provinces: one with diazotroph production and the other without diazotroph production

    Dengue Virus Infection Perturbs Lipid Homeostasis in Infected Mosquito Cells

    Dengue virus causes ∼50–100 million infections per year and thus is considered one of the most aggressive arthropod-borne human pathogen worldwide. During its replication, dengue virus induces dramatic alterations in the intracellular membranes of infected cells. This phenomenon is observed both in human and vector-derived cells. Using high-resolution mass spectrometry of mosquito cells, we show that this membrane remodeling is directly linked to a unique lipid repertoire induced by dengue virus infection. Specifically, 15% of the metabolites detected were significantly different between DENV infected and uninfected cells while 85% of the metabolites detected were significantly different in isolated replication complex membranes. Furthermore, we demonstrate that intracellular lipid redistribution induced by the inhibition of fatty acid synthase, the rate-limiting enzyme in lipid biosynthesis, is sufficient for cell survival but is inhibitory to dengue virus replication. Lipids that have the capacity to destabilize and change the curvature of membranes as well as lipids that change the permeability of membranes are enriched in dengue virus infected cells. Several sphingolipids and other bioactive signaling molecules that are involved in controlling membrane fusion, fission, and trafficking as well as molecules that influence cytoskeletal reorganization are also up regulated during dengue infection. These observations shed light on the emerging role of lipids in shaping the membrane and protein environments during viral infections and suggest membrane-organizing principles that may influence virus-induced intracellular membrane architecture

    Induction of transforming growth factor beta receptors following focal ischemia in the rat brain

    Transforming growth factor-βs (TGF-βs) regulate cellular proliferation, differentiation, and survival. TGF-βs bind to type I (TGF-βRI) and II receptors (TGF-βRII), which are transmembrane kinase receptors, and an accessory type III receptor (TGF-βRIII). TGF-β may utilize another type I receptor, activin-like kinase receptor (Alk1). TGF-β is neuroprotective in the middle cerebral artery occlusion (MCAO) model of stroke. Recently, we reported the expression pattern of TGF-β1-3 after MCAO. To establish how TGF-βs exert their actions following MCAO, the present study describes the induction of TGF-βRI, RII, RIII and Alk1 at 24 h, 72 h and 1 mo after transient 1 h MCAO as well as following 24 h permanent MCAO using in situ hybridization histochemistry. In intact brain, only TGF-βRI had significant expression: neurons in cortical layer IV contained TGF-βRI. At 24 h after the occlusion, no TGF-β receptors showed induction. At 72 h following MCAO, all four types of TGF-β receptors were induced in the infarct area, while TGF-βRI and RII also appeared in the penumbra. Most cells with elevated TGF-βRI mRNA levels were microglia. TGF-βRII co-localized with both microglial and endothelial markers while TGF-βRIII and Alk1 were present predominantly in endothels. All four TGF-β receptors were induced within the lesion 1 mo after the occlusion. In particular, TGF-βRIII was further induced as compared to 72 h after MCAO. At this time point, TGF-βRIII signal was predominantly not associated with blood vessels suggesting its microglial location. These data suggest that TGF-β receptors are induced after MCAO in a timely and spatially regulated fashion. TGF-β receptor expression is preceded by increased TGF-β expression. TGF-βRI and RII are likely to be co-expressed in microglial cells while Alk1, TGF-βRII, and RIII in endothels within the infarct where TGF-β1 may be their ligand. At later time points, TGF-βRIII may also appear in glial cells to potentially affect signal transduction via TGF-βRI and RII
