    Exploring Perspectives of the Validity, Legitimacy and Acceptability of Environmental Valuation using Q Methodology

    The extension of market systems and economic appraisal methods to the natural world and allocation of scarce resources is highly controversial and viewed by some as unethical. This has resulted in questions about the appropriate role of valuation and appraisal methods in informing policy and decision-making. We address this issue by assessing the different points of view that exist in marine research, management and policy communities regarding the estimation of monetary values for marine ecosystems and services and their use in appraisal and policy settings. The principal perspectives emerging from a Q-sort survey of x respondents reveal a clear distinction between a group that is highly sceptical of the framing of human-environment relations in terms of ecosystem services and of the use of economic appraisal and valuation tools in this context, and two or three other groups that are broadly favourable towards that paradigm and its methods, but with slightly different reasons for supporting valuation in practice. Despite the distinguishing features, areas of consensus emerge, including a strong shared perspective that places avoiding damage to marine biodiversity and ecosystems as a fundamental obligation. Furthermore, it is shown that the sceptics do not entirely reject valuation out of hand, but rather express understandable concerns about applicability and appropriate uses that are to some extent recognised by the pro-valuation groups

    There is now high-level recognition that the UN Sustainable Development Goals can only be achieved if the decline of ecosystems and biodiversity can be halted and reversed. This will require effective control of ongoing pressures, meaningful protection and enforcement of protected areas, and significant investments in ecosystem restoration. This paper explores the possible use of economic valuation and appraisal in achieving these goals in marine systems and discusses the European marine policy instruments where they should have an important role The paper first briefly reviews the tools of economic valuation and appraisal for marine ecosystem management. A critique of the use of economic valuation and appraisal in marine conservation and restoration is then presented. The paper argues that while progress has been made there remains a pressing need for better integration of marine environmental values in policy processes. It also highlights the fact that the focus on natural capital accounting, and more generally on green/blue growth and market instruments, could create a reliance on exchange values at the expense of welfare values required for policy appraisal

    Managing science-policy interfaces for impact : Interactions within the environmental governance meshwork

    Science-policy interface organizations and initiatives (SPIORG) are a key component of environmental governance designed to make links between science and society. However, the science­policy interface literature lacks a structured approach to explaining the impacts of context on and by these initiatives. To better understand these impacts on and interactions with governance, this paper uses the concept of the governance ‘meshwork’ to explore how dynamic processes – encompassing prior, current and anticipated interactions – co­produce knowledge and impact via processes, negotiation and networking activities at multiple governance levels. To illustrate the interactions between SPIORGs and governance meshwork we use five cases representing archetypal SPIORGs. These cases demonstrate how all initiatives and organizations link to their contexts in complex and unique ways, yet also identifies ten important aspects that connect the governance meshwork to SPIORGs. These aspects of the meshwork, together with the typology of organizations, provide a comprehensive framework that can help make sense how the SPIORGs are embedded in the surrounding governance contexts. We highlight that SPIORGs must purposively consider and engage with their contexts to increase their potential impact on knowledge co-­production and policy making.Peer reviewe

    Improving the science-policy dialogue to meet the challenges of biodiversity conservation: having conversations rather than talking at one-another

    A better, more effective dialogue is needed between biodiversity science and policy to underpin the sustainable use and conservation of biodiversity. Many initiatives exist to improve communication, but these largely conform to a ‘linear’ or technocratic model of communication in which scientific “facts” are transmitted directly to policy advisers to “solve problems”. While this model can help start a dialogue, it is, on its own, insufficient, as decision taking is complex, iterative and often selective in the information used. Here, we draw on the literature, interviews and a workshop with individuals working at the interface between biodiversity science and government policy development to present practical recommendations aimed at individuals, teams, organisations and funders. Building on these recommendations, we stress the need to: (a) frame research and policy jointly; (b) promote inter- and trans-disciplinary research and “multi-domain” working groups that include both scientists and policy makers from various fields and sectors; (c) put in place structures and incentive schemes that support interactive dialogue in the long-term. These are changes that are needed in light of continuing loss of biodiversity and its consequences for societal dependence on and benefits from nature

    Molecular tools for bathing water assessment in Europe:Balancing social science research with a rapidly developing environmental science evidence-base

    The use of molecular tools, principally qPCR, versus traditional culture-based methods for quantifying microbial parameters (e.g., Fecal Indicator Organisms) in bathing waters generates considerable ongoing debate at the science-policy interface. Advances in science have allowed the development and application of molecular biological methods for rapid (~2 h) quantification of microbial pollution in bathing and recreational waters. In contrast, culture-based methods can take between 18 and 96 h for sample processing. Thus, molecular tools offer an opportunity to provide a more meaningful statement of microbial risk to water-users by providing near-real-time information enabling potentially more informed decision-making with regard to water-based activities. However, complementary studies concerning the potential costs and benefits of adopting rapid methods as a regulatory tool are in short supply. We report on findings from an international Working Group that examined the breadth of social impacts, challenges, and research opportunities associated with the application of molecular tools to bathing water regulations

    Making a better case for biodiversity conservation: the BESAFE project

    This Editorial to the BESAFE special issue introduces the project and its approach and case studies. The BESAFE (EC 7th Framework programme) project investigated how the effectiveness of different types of arguments for biodiversity conservation depends on the context in which they are used. Our results show that tailoring of argumentation to audience within the course of decision processes is the main factor determining effectiveness. We consistently found arguments linked to intrinsic value (e.g. moral or ethical obligation arguments) as shared and supported widely, and thus offering common ground between parties. Economic arguments are effective as additional ones, but not as replacements. Next generation biodiversity conservation strategies can probably improve their effectiveness by emphasizing and better explaining the synergies between traditional conservation and especially regulating and cultural services
