From community-based to centralised national management - A wrong turning for the governance of the marine protected area in Apo Island, Philippines?
Before the mid-1990s, Apo Island, Philippines, was often described as one of the world's best examples of community-based marine management. This paper studies the less-documented transition of the island during the late 1990s from community-based management to centralised national state management. Extensive interviewing of islanders has revealed deep misgivings about the centralised regime—the Protected Area Management Board (PAMB). PAMB's aim of implementing the National Integrated Protected Areas Systems (NIPAS) Act was initially looked upon favourably by islanders, but it has lost that support because of its exclusion of stakeholders from management and its poor institutional performance. The paper's conclusion is that the implementation of the NIPAS Act highlights the limitations of top-down management, and that there is a need to restore an element of local stakeholder participation in the governance of Apo's marine protected area (MPA). A system of co-management between community and national state actors is essential to ensure the long-term sustainability of Apo's marine resources
First observation of the ( 4 He, 8 B) reaction
The ( 4 He, 8 B) reaction on 27 Al and 66 Zn targets has been studied at E α =109MeV, the first observation of this reaction. Five groups appear in the first 4 MeV of excitation in the 23 Ne spectrum, with laboratory differential cross sections ranging from 35 to 384 nb/sr at θ lab =8 0 . Individual levels in 62 Co were not resolved in the exposure on the 66 Zn target. However, 8 B events were observed which are tentatively attributed to the 66 Zn(α, 8 B) 62 Co reaction, since contributions from plausible target contaminants can be eliminated on the basis of Q value. Measurements of the Branching Fractions and Helicity Amplitudes in B --> D* rho Decays
Using 9.1 fb-1 of e+ e- data collected at the Upsilon(4S) with the CLEO
detector using the Cornell Electron Storage Ring, measurements are reported for
both the branching fractions and the helicity amplitudes for the decays B- ->
D*0 rho- and B0bar -> D*+ rho-. The fraction of longitudinal polarization in
B0bar -> D*+ rho- is found to be consistent with that in B0bar -> D*+ l- nubar
at q^2 = M^2_rho, indicating that the factorization approximation works well.
The longitudinal polarization in the B- mode is similar. The measurements also
show evidence of non-trivial final-state interaction phases for the helicity

Measurement of the B-Meson Inclusive Semileptonic Branching Fraction and Electron-Energy Moments
We report a new measurement of the B-meson semileptonic decay momentum
spectrum that has been made with a sample of 9.4/fb of electron-positron
annihilation data collected with the CLEO II detector at the Y(4S) resonance.
Electrons from primary semileptonic decays and secondary charm decays were
separated by using charge and angular correlations in Y(4S) events with a
high-momentum lepton and an additional electron. We determined the semileptonic
branching fraction to be (10.91 +- 0.09 +- 0.24)% from the normalization of the
electron-energy spectrum. We also measured the moments of the electron energy
spectrum with minimum energies from 0.6 GeV to 1.5 GeV.Comment: 36 pages postscript, als available through

Lifetime Differences, direct CP Violation and Partial Widths in D0 Meson Decays to K+K- and pi+pi-
We describe several measurements using the decays D0->K+K- and pi+pi-. We
find the ratio of partial widths, Gamma(D0->K+K-)/Gamma(D0->pi+pi-), to be
2.96+/-0.16+/-0.15, where the first error is statistical and the second is
systematic. We observe no evidence for direct CP violation, obtaining A_CP(KK)
= (0.0+/-2.2+/-0.8)% and A_CP(pipi = (1.9+/-3.2+/-0.8)%. In the limit of no CP
violation we measure the mixing parameter y_CP = -0.012+/-0.025+/-0.014 by
measuring the lifetime difference between D0->K+ K- or pi+pi- and the CP
neutral state, D0->K-pi+. We see no evidence for mixing.Comment: 14 pages postscript, also available through

Measurement of the B0 and B+ meson masses from B0 -> psi(') K_S and B+ -> psi(') K+ decays
Using 9.6 million B meson pairs collected with the CLEO detector, we have
fully reconstructed 135 B0 -> psi(') K_S and 526 B+ -> psi(') K+ candidates
with very low background.
We fitted the psi(')K invariant mass distributions of these B meson
candidates and measured the masses of the neutral and charged B mesons to be
M(B0)=5279.1+-0.7[stat]+-0.3[syst] MeV/c^2 and
M(B+)=5279.1+-0.4[stat]+-0.4[syst] MeV/c^2. The precision is a significant

Update of the Search for the Neutrinoless Decay
We present an update of the search for the lepton family number violating
decay using a complete CLEO II data sample of 12.6 million
pairs. No evidence of a signal has been found and the
corresponding upper limit is \BR(\tau \to \mu\gamma) < 1.0 \times 10^{-6}
at 90% CL, significantly smaller than previous limits. All quoted results are

Measurement of the Mass Splittings between the States
We present new measurements of photon energies and branching fractions for
the radiative transitions: Upsilon(2S)->gamma+chi_b(J=0,1,2). The masses of the
chi_b states are determined from the measured radiative photon energies. The
ratio of mass splittings between the chi_b substates,
r==(M[J=2]-M[J=1])/(M[J=1]-M[J=0]) with M the chi_b mass, provides information
on the nature of the bbbar confining potential. We find
r(1P)=0.54+/-0.02+/-0.02. This value is in conflict with the previous world
average, but more consistent with the theoretical expectation that r(1P)<r(2P);
i.e., that this mass splittings ratio is smaller for the chi_b(1P) triplet than

Radiative Decay Modes of the Meson
Using data recorded by the CLEO-II detector at CESR we have searched for four
radiative decay modes of the meson: ,
, , and . We
obtain 90% CL upper limits on the branching ratios of these modes of , , and

Search for the standard model Higgs boson decaying into two photons in pp collisions at sqrt(s)=7 TeV
A search for a Higgs boson decaying into two photons is described. The
analysis is performed using a dataset recorded by the CMS experiment at the LHC
from pp collisions at a centre-of-mass energy of 7 TeV, which corresponds to an
integrated luminosity of 4.8 inverse femtobarns. Limits are set on the cross
section of the standard model Higgs boson decaying to two photons. The expected
exclusion limit at 95% confidence level is between 1.4 and 2.4 times the
standard model cross section in the mass range between 110 and 150 GeV. The
analysis of the data excludes, at 95% confidence level, the standard model
Higgs boson decaying into two photons in the mass range 128 to 132 GeV. The
largest excess of events above the expected standard model background is
observed for a Higgs boson mass hypothesis of 124 GeV with a local significance
of 3.1 sigma. The global significance of observing an excess with a local
significance greater than 3.1 sigma anywhere in the search range 110-150 GeV is
estimated to be 1.8 sigma. More data are required to ascertain the origin of
