    Políticas de empleo público en la provincia de Buenos Aires (2015-2018). Aspectos normativos y discursivos

    En la presente ponencia se analizará el estado de la cuestión del empleo público provincial a partir de la asunción del gobierno de Cambiemos en la Provincia de Buenos Aires a la fecha. La asunción de María Eugenia Vidal no sólo cerró un ciclo de hegemonía ininterrumpida del Partido Justicialista en la Provincia de Buenos Aires desde el año 1987, sino que ha puesto en cuestión diversos acuerdos y continuidades en el seno del territorio provincial. En el marco de la pretensión de la reforma del Estado Bonaerense, las políticas de empleo público han aparecido como un eje central para esa trasformación.     En el presente artículo se analizan las políticas del empleo público provincial a partir de la asunción del gobierno de Cambiemos en la Provincia de Buenos Aires a la fecha. La asunción de María Eugenia Vidal no sólo cerró un ciclo de hegemonía ininterrumpida del Partido Justicialista en la Provincia de Buenos Aires desde el año 1987, sino que ha puesto en cuestión diversos acuerdos y continuidades en el seno del territorio provincial. En el marco de la pretensión de la reforma del Estado bonaerense, las políticas de empleo público han aparecido como un eje central para esa trasformación. Ante la ausencia de mayorías legislativas, estudiaremos, por un lado, cómo la construcción discursiva de un estado de situación problemático aparece como una herramienta fundamental para los cambios y por otro lado, a través de qué aspectos normativos y operativos (no siempre directos) se van modificando las políticas de empleo público provincial. Frente al discursivo sobredimensionamiento del Estado, identificaremos a las políticas de empleo como claros ejemplos de “downsizing” de la planta estable y reducción relativa de salarios frente a la inflación, lo que explica, a su vez, las fuertes tensiones que atraviesan estas modificaciones.In this article it’s analyzed the provincial public employment policies from the assumption of the government of Cambiemos in the Province of Buenos Aires to date. The Maria Eugenia Vidal government not only closed a cycle of uninterrupted hegemony of the Justicialist Party in the Province of Buenos Aires since 1987, but has also questioned various agreements and continuities within the provincial territory. Within the reform of the Buenosairean State policies, the public employment policies have appeared like a central axis for that transformation. In the absence of legislative majorities, we will study, on the one hand, how the discursive construction of a problematic state of affairs appears as a fundamental tool for these reforms and on the other hand through which normative and operative aspects (not always direct) are modified provincial public employment policies. Faced with the discursive State overdimensioning, we will identify employment policies as clear examples of "downsizing" of the stable plant and relative reduction of salaries against inflation, which explains, in turn, the strong tensions that these modifications have.Fil: Gil García, Magdalena.     Regulon-Specific Control of Transcription Elongation across the Yeast Genome

    Transcription elongation by RNA polymerase II was often considered an invariant non-regulated process. However, genome-wide studies have shown that transcriptional pausing during elongation is a frequent phenomenon in tightly-regulated metazoan genes. Using a combination of ChIP-on-chip and genomic run-on approaches, we found that the proportion of transcriptionally active RNA polymerase II (active versus total) present throughout the yeast genome is characteristic of some functional gene classes, like those related to ribosomes and mitochondria. This proportion also responds to regulatory stimuli mediated by protein kinase A and, in relation to cytosolic ribosomal-protein genes, it is mediated by the silencing domain of Rap1. We found that this inactive form of RNA polymerase II, which accumulates along the full length of ribosomal protein genes, is phosphorylated in the Ser5 residue of the CTD, but is hypophosphorylated in Ser2. Using the same experimental approach, we show that the in vivo–depletion of FACT, a chromatin-related elongation factor, also produces a regulon-specific effect on the expression of the yeast genome. This work demonstrates that the regulation of transcription elongation is a widespread, gene class–dependent phenomenon that also affects housekeeping genes

    Using Inverse Reinforcement Learning with Real Trajectories to Get More Trustworthy Pedestrian Simulation

    Reinforcement learning is one of the most promising machine learning techniques to get intelligent behaviors for embodied agents in simulations. The output of the classic Temporal Difference family of Reinforcement Learning algorithms adopts the form of a value function expressed as a numeric table or a function approximator. The learned behavior is then derived using a greedy policy with respect to this value function. Nevertheless, sometimes the learned policy does not meet expectations, and the task of authoring is difficult and unsafe because the modification of one value or parameter in the learned value function has unpredictable consequences in the space of the policies it represents. This invalidates direct manipulation of the learned value function as a method to modify the derived behaviors. In this paper, we propose the use of Inverse Reinforcement Learning to incorporate real behavior traces in the learning process to shape the learned behaviors, thus increasing their trustworthiness (in terms of conformance to reality). To do so, we adapt the Inverse Reinforcement Learning framework to the navigation problem domain. Specifically, we use Soft Q-learning, an algorithm based on the maximum causal entropy principle, with MARL-Ped (a Reinforcement Learning-based pedestrian simulator) to include information from trajectories of real pedestrians in the process of learning how to navigate inside a virtual 3D space that represents the real environment. A comparison with the behaviors learned using a Reinforcement Learning classic algorithm (Sarsa(λ)) shows that the Inverse Reinforcement Learning behaviors adjust significantly better to the real trajectories

    Ontogenic Changes and Differential Localization of T-type Ca2+ Channel Subunits Cav3.1 and Cav3.2 in Mouse Hippocampus and Cerebellum

    T-type calcium (Ca2+) channels play a central role in regulating membrane excitability in the brain. Although the contributions of T-type current to neuron output is often proposed to reflect a differential distribution of T-type channel subtypes to somato-dendritic compartments, their precise subcellular distributions in central neurons are not fully determined. Using histoblot and high-resolution immunoelectron microscopic techniques, we have investigated the expression, regional distribution and subcellular localization of T-type Cav3.1 and Cav3.2 channel subunits in the adult brain, as well as the ontogeny of expression during postnatal development. Histoblot analysis showed that Cav3.1 and Cav3.2 proteins were widely expressed in the brain, with mostly non-overlapping patterns. Cav3.1 showed the highest expression level in the molecular layer (ml) of the cerebellum (Cb), and Cav3.2 in the hippocampus (Hp) and the ml of Cb. During development, levels of Cav3.1 and Cav3.2 increased with age, although there were marked region- and developmental stage-specific differences in their expression. At the cellular and subcellular level, immunoelectron microscopy showed that labeling for Cav3.1 was present in somato-dendritic domains of hippocampal interneurons and Purkinje cells (PCs), while Cav3.2 was present in somato-dendritic domains of CA1 pyramidal cells, hippocampal interneurons and PCs. Most of the immunoparticles for Cav3.1 and Cav3.2 were either associated with the plasma membrane or the intracellular membranes, with notable differences depending on the compartment. Thus, Cav3.1 was mainly located in the plasma membrane of interneurons, whereas Cav3.2 was mainly located in the plasma membrane of dendritic spines and had a major intracellular distribution in dendritic shafts. In PCs, Cav3.1 and Cav3.2 showed similar distribution patterns. In addition to its main postsynaptic distribution, Cav3.2 but not Cav3.1 was also detected in axon terminals establishing excitatory synapses. These results shed new light on the subcellular localization of T-type channel subunits and provide evidence for the non-uniform distribution of Cav3.1 and Cav3.2 subunits over the plasma membrane of central neurons, which may account for the functional heterogeneity of T-type mediated current

    Improving detection of surface discontinuities in visual-force control systms

    In this paper, a new approach to detect surface discontinuities in a visual–force control task is described. A task which consists in tracking a surface using visual–force information is shown. In this task, in order to reposition the robot tool with respect to the surface it is necessary to determine the surface discontinuities. This paper describes a new method to detect surface discontinuities employing sensorial information obtained from a force sensor, a camera and structured light. This method has proved to be more robust than previous systems even in situations where high frictions occur

    Hunting is a vital activity in Spain, both economically -especially in rural areas- and ecologically -contributing to increasing biodiversity and the quality of habitat- as well as for population control of species that cause significant damage in other primary sectors, and also for ensuring safety and public health. However, there are ideological currents opposed to hunting that are fighting at all levels to prohibit this activity. With immense funding available and a significant capacity to influence public opinion, they are present at political and regulatory levels, especially at the national and European levels, resulting in an unprecedented offensive that is impacting the normal development of hunting.La caza es una actividad vital en España, tanto desde el punto de vista económico especialmente en zonas rurales-, como ecológico -contribuyendo a incrementar la biodiversidad y la calidad de los hábitats-, así como para controlar poblaciones de especies que ocasionan cuantiosos daños en otros sectores primarios e, incluso, para garantizar la seguridad y salud de las personas. A pesar de ello, existen corrientes ideológicas contrarias a la caza que luchan a todos los niveles para prohibir esta actividad. Dotadas de una ingente financiación y con una gran capacidad para influir en la opinión pública, están presentes en el panorama político y normativo, especialmente en los ámbitos estatal y europeo, de modo que la actividad cinegética se está viendo sometida a una ofensiva sin precedentes que condiciona su normal desarrollo

    The Influence of Therapeutic Exercise on Survival and the Quality of Life in Survivorship of Women with Ovarian Cancer

    Background: Ovarian cancer is the most difficult of all gynaecological cancers to treat, mainly due to its late diagnosis. Although exercise interventions have been reported to be safe and beneficial for ovarian cancer, treatment does not include it and is usually a combination of chemotherapy and surgery. It is increasingly common to include exercise as a tool to increase survival in the cancer population. The aim of this study was to determine the influence of therapeutic exercise on survival and the quality of life in survivorship in women with ovarian cancer. Methods: Literature review of clinical trials, reviews and pilot studies compiled in three databases collected in PubMed, PEDro and Scopus. Results: Of the 44 articles found, 10 were selected. Improvements in survival, quality of life and comorbidities associated with ovarian cancer were found with exercise interventions as a treatment tool. Conclusions: Through the application of therapeutic exercise, improvements in survival and quality of life were observed, as well as in the general symptomatology of ovarian cancer. No adverse effects have been found with its use, but future studies with larger sample sizes with more detailed and individualised interventions combined with conventional treatment are needed
