    La financiación de la investigación universitaria y sus resultados desde una perspectiva comparada

    El objetivo de este trabajo es analizar la financiación de las actividades de investigación y desarrollo tecnológico en el sector universitario. El análisis se refiere tanto a España como a otros países de nuestro entorno. El enfoque es comparativo y evolutivo y detecta las tendencias de cambio de los últimos años. Los niveles y formas de financiación se relacionan con algunas medidas de resultados de la actividad investigadora, como son las publicaciones científicas. El trabajo se desarrolla en dos niveles de análisis, la comparación entre sistemas universitarios de varios países y la asociación que existe entre financiación y resultados para un conjunto de universidades españolas. Se concluye constatando la diversidad de situaciones y de relaciones entre la financiación y los resultados, lo que sugiere a analizar los mecanismos institucionales de funcionamiento y las políticas de reclutamiento, promoción y atracción de talento que se desarrollan en las distintas universidadesThe objective of this work is to analyze the funding of research and technological development activities in the university sector. The analysis refers to Spain and other countries. The approach is comparative and evolutionary and the paper aims to detect the trends in recent years. The levels and forms of funding R&D are related with some of the performance measures of the research activity, such as scientific publications. The work is carried out at two levels of analysis: the comparison between university systems in several countries, and the association between funding and performance for a group of Spanish universities. It concludes by observing the diversity of situations and relationships between funding and outcomes, which suggests the need to further analyze the institutional mechanisms and the policies of recruitment, promotion and attraction of talent that are implemented by the different universitie

    Policy Change and Differentiated Integration: Implementing Spanish Higher Education Reforms

    Over the last two decades, the Spanish higher education and research sector has undergone profound changes, but little is known about the implementation of recent reforms and how university actors responded to policy change and institutional pressures within a changing resource environment. Drawing on the insights from institutional and resource-dependence theory, we show how Spanish public universities have coped and implemented their human resources policy over the past 15 years and whether individual universities converged in their employment behaviour. The aggregate evolution of university employment trends reveals adaptation to the institutional normative pressures and financial constraints. Our results also show that some universities are more responsive to changes in the resource environment than others, and that compliance is not the only strategic response. In so doing, we aim to contribute to existing research on strategic behaviour of actors and coalitions facing policy change, and to the construction of analytical bridges between environmental changes (institutional and economic) and organisational dynamics underlying policy implementation

    A layered structure approach to assure urban air mobility safety and efficiency

    The demand for air mobility services will depend on the safety of these operations but also on the transportation time savings in congested urban areas. An adequate air space structure is therefore essential to achieve both objectives. Corridors, the most extended solution proposed nowadays, can meet the safety requirements necessary for air taxi operations, but they are rigid (point-to-point solutions) and would increase delays. As an alternative, this paper presents the airspace structure proposed in the SESAR AMU-LED Project, based on layers to assure both safety and efficiency of air taxi operations. In this proposal, small UAS will fly in the bottom part, called the Very Low Level, whereas air taxis will fly in the upper part. The paper applies a collision risk model to determine the minimum required safety buffer between both layers to assure the necessary safety levels. The results obtained show that a buffer of 10 m between them would meet the required safety levels for air taxi operations

    Science and technology (S&T) are considered to be a central source, or at least a basic medium, of societal and industrial innovation, while innovation is conceived to basically feed the regeneration of our welfare. The suppliers of S&T in Europe as well as the users of their „products“, are confronted with a number of challenges today. We want to stress here that it was not the primary goal of our Advanced Science & Technology Policy Planning (ASTPP) Network to come up with proposals how the strategic character of European S&T policies could be strengthened. The ASTPP-network instead focuses on one aspect: the provision of strategic intelligence necessary to identify and develop strategic choices. The underlying hypothesis is that the existing body of experiences with technology foresight, technology assessment and S/T policy evaluation provides a basis for the development of an advanced S&T policy „planning“ approach by trying to enhance, interlink or even integrate the growing, but still dispersed experience in these three areas of intelligence. By „intelligent“ we mean that the inter-relatedness of S&T, industrial efforts, societal needs and political interventions becomes more transparent so that interactive collaboration between them will be facilitated

    MUSiC : a model-unspecific search for new physics in proton-proton collisions at root s=13TeV

    Results of the Model Unspecific Search in CMS (MUSiC), using proton-proton collision data recorded at the LHC at a centre-of-mass energy of 13 TeV, corresponding to an integrated luminosity of 35.9 fb(-1), are presented. The MUSiC analysis searches for anomalies that could be signatures of physics beyond the standard model. The analysis is based on the comparison of observed data with the standard model prediction, as determined from simulation, in several hundred final states and multiple kinematic distributions. Events containing at least one electron or muon are classified based on their final state topology, and an automated search algorithm surveys the observed data for deviations from the prediction. The sensitivity of the search is validated using multiple methods. No significant deviations from the predictions have been observed. For a wide range of final state topologies, agreement is found between the data and the standard model simulation. This analysis complements dedicated search analyses by significantly expanding the range of final states covered using a model independent approach with the largest data set to date to probe phase space regions beyond the reach of previous general searches.Peer reviewe

    Measurement of prompt open-charm production cross sections in proton-proton collisions at root s=13 TeV

    The production cross sections for prompt open-charm mesons in proton-proton collisions at a center-of-mass energy of 13TeV are reported. The measurement is performed using a data sample collected by the CMS experiment corresponding to an integrated luminosity of 29 nb(-1). The differential production cross sections of the D*(+/-), D-+/-, and D-0 ((D) over bar (0)) mesons are presented in ranges of transverse momentum and pseudorapidity 4 < p(T) < 100 GeV and vertical bar eta vertical bar < 2.1, respectively. The results are compared to several theoretical calculations and to previous measurements.Peer reviewe

    Measurement of the top quark forward-backward production asymmetry and the anomalous chromoelectric and chromomagnetic moments in pp collisions at √s = 13 TeV

    Abstract The parton-level top quark (t) forward-backward asymmetry and the anomalous chromoelectric (d̂ t) and chromomagnetic (μ̂ t) moments have been measured using LHC pp collisions at a center-of-mass energy of 13 TeV, collected in the CMS detector in a data sample corresponding to an integrated luminosity of 35.9 fb−1. The linearized variable AFB(1) is used to approximate the asymmetry. Candidate t t ¯ events decaying to a muon or electron and jets in final states with low and high Lorentz boosts are selected and reconstructed using a fit of the kinematic distributions of the decay products to those expected for t t ¯ final states. The values found for the parameters are AFB(1)=0.048−0.087+0.095(stat)−0.029+0.020(syst),μ̂t=−0.024−0.009+0.013(stat)−0.011+0.016(syst), and a limit is placed on the magnitude of | d̂ t| &lt; 0.03 at 95% confidence level.     Measurement of b jet shapes in proton-proton collisions at root s=5.02 TeV

    We present the first study of charged-hadron production associated with jets originating from b quarks in proton-proton collisions at a center-of-mass energy of 5.02 TeV. The data sample used in this study was collected with the CMS detector at the CERN LHC and corresponds to an integrated luminosity of 27.4 pb(-1). To characterize the jet substructure, the differential jet shapes, defined as the normalized transverse momentum distribution of charged hadrons as a function of angular distance from the jet axis, are measured for b jets. In addition to the jet shapes, the per-jet yields of charged particles associated with b jets are also quantified, again as a function of the angular distance with respect to the jet axis. Extracted jet shape and particle yield distributions for b jets are compared with results for inclusive jets, as well as with the predictions from the pythia and herwig++ event generators.Peer reviewe
