Working time flexibility components and working time regimes in Europe: using company-level data across 21 countries
Working time ?exibility comprises a wide variety of arrangements, from part-time,
overtime, to long-term leaves. Theoretical approaches to grouping these arrangements
have been developed, but empirical underpinnings are rare. This article investigates
the bundles that can be found for various ?exible working time arrangements, using the
Establishment Survey on Working Time and Work–Life Balance, 2004/2005, covering 21
EU member states and 13 industries. The results from the factor analyses con?rmed that
working time arrangements can be grouped into two bundles, one for the employee-centred
arrangements and second for the employer-centred arrangements, and that these two
bundles are separate dimensions.Wealso tested the stability of the factor analysisoutcome,
showing that although we ?nd some deviations from the pan-Europe and pan-industry
outcome, the naming of the components as ?exibility for employees and ?exibility for
employers can be considered rather stable. Lastly, we ?nd three country clusters for the 21
European countries using the bundle approach. The ?rst group includes the Northern
European countries along side Poland and Czech Republic, the second group the
continental European countries with UK and Ireland, and lastly, the southern European
countries with Hungary and Slovenia
Work–life balance/imbalance: the dominance of the middle class and the neglect of the working class
The paper was stimulated by the question of class in work-life debates. The common conclusion from work-life studies is that work-life imbalance is largely a middle class problem. It is argued here that this assertion is a direct outcome of a particular and narrow interpretation of work-life imbalance in which time is seen to be the major cause of difficulty. Labour market time, and too much of it, dominates the conceptualisation of work-life and its measurement too. This heavy focus on a certain type of work-life imbalance: chronometric overstretched temporal imbalance, has rendered largely invisible from dominant work-life debates the types of imbalance that are more likely to impact the working class. Looking at working class employees in the UK, this paper asserts that ‘too few’ hours working also has work-life ramifications. It thus argues for the necessity of analysing economic – and not just temporal - roots of work-life imbalance. The paper concludes that if we are to continue to pursue work-life analysis, the conceptualisation of work-life needs to more full incorporate economic-based imbalance if it is to better represent class inequalities
The role of gender in varying forms of flexible working
In this article we present empirical data from a research study investigating the implementation of the flexible working policies that emanate from the improving working lives standard in a National Health Service Trust in the UK. We argue that gender is accorded insufficient focus in the literature, considering the barriers that create a take‐up gap in formal flexible working practices. We further argue that gendered perceptions render unworkable attempts to portray flexible working as a gender‐neutral issue and demonstrate that such perceptions mean that formal mechanisms for flexible working continue to be considered to be a women's issue. We present data on informal flexible working mechanisms and suggest that a greater focus on combining these mechanisms with formal flexibility may help provide working time flexibility for a greater proportion of the workforce
Equal pay by gender and by nationality: a comparative analysis of Switzerland's unequal equal pay policy regimes across time
What explains the adoption of two different policies on equal pay by gender (EPG) and by nationality (EPN) in Switzerland? And why is the liberal, litigation-based, equal pay policy regime set up by the Gender Equality Act of 1996 much less effective than the neocorporatist ‘accompanying measures' to the Bilateral European Union-Switzerland Agreement on Free Movement of Persons adopted in 1999 to ensure equal pay for workers of different national origins? The formation of two different policy regimes cannot be explained by different levels of political will. Equally, different ‘varieties of capitalism' cannot explain the setup of the two different equal pay policy regimes within the very same country. Instead, our qualitative comparative analysis across time suggests that the differences can be best explained by a particular constellation of attributes, namely the use of different policy frames—i.e. ‘anti-discrimination' in the EPG and ‘unfair competition' in the EPN case—and the different setting of interest politics epitomised by the opposite stances adopted by Switzerland's employer associations in the two case
Europeanization without substance? EU-Turkey relations and gender equality in employment
This paper focuses on EU-Turkey relations through gender-related employment policy practices. We argue that Turkey is undergoing a process of ‘Europeanization without substance’, in which vague commitments and policy initiatives to enhance female labour force participation coexist uneasily with a contravening political discourse. This is not merely the result of a stalemate in accession negotiations, nor does it stem from the diversity of employment practices across the Union. It rather results from the deliberative discourses used by Turkey’s political leadership to selectively appropriate certain aspects of Europeanization to further a politically motivated agenda that, in essence, negates gender equality altogether. This, we argue in turn, is reflected in a set of practices, policy initiatives, and public statements that make substantive progress in EU-Turkey relations harder. This process is facilitated by the diminishing emphasis placed by the EU on gender equality in employment as manifested by the evolution of gender equality practices at EU level and reinforced by austerity-led policies during the economic crisis
