Stability of Negative Image Equilibria in Spike-Timing Dependent Plasticity
We investigate the stability of negative image equilibria in mean synaptic
weight dynamics governed by spike-timing dependent plasticity (STDP). The
neural architecture of the model is based on the electrosensory lateral line
lobe (ELL) of mormyrid electric fish, which forms a negative image of the
reafferent signal from the fish's own electric discharge to optimize detection
of external electric fields. We derive a necessary and sufficient condition for
stability, for arbitrary postsynaptic potential functions and arbitrary
learning rules. We then apply the general result to several examples of

Palomar 13: An Unusual Stellar System in the Galactic Halo
We have measured Keck/HIRES radial velocities for 30 candidate red giants in
the direction of Palomar 13: an object traditionally cataloged as a compact,
low-luminosity globular cluster. From a sample of 21 confirmed members, we find
a systemic velocity of 24.1 km/s and a projected, intrinsic velocity dispersion
of 2.2 km/s. Although small, this dispersion is several times larger than that
expected for a globular cluster of this luminosity and central concentration.
Taken at face value, this dispersion implies a mass-to-light ratio of ~ 40 (in
solar units) based on the best-fit King-Michie model. The surface density
profile of Palomar 13 also appears to be anomalous among Galactic globular
clusters -- depending upon the details of background subtraction and
model-fitting, Palomar 13 either contains a substantial population of
"extra-tidal" stars, or it is far more spatially extended than previously
suspected. The full surface density profile is equally well-fit by a
King-Michie model having a high concentration and large tidal radius, or by a
NFW model. We examine -- and tentatively reject -- a number of possible
explanations for the observed characteristics of Palomar 13 (e.g., velocity
"jitter" among the red giants, spectroscopic binary stars, non-standard mass
functions, modified Newtonian dynamics), and conclude that the two most
plausible scenarios are either catastrophic heating during a recent
perigalacticon passage, or the presence of a massive dark halo. Thus, the
available evidence suggests that Palomar 13 is either a globular cluster which
is now in the process of dissolving into the Galactic halo, or a faint,

Cerebrospinal Fluid NLRP3 is Increased After Severe Traumatic Brain Injury in Infants and Children
Background: Inflammasome-mediated neuroinflammation may cause secondary injury following traumatic brain injury (TBI) in children. The pattern recognition receptors NACHT domain-, Leucine-rich repeat-, and PYD-containing Protein 1 (NLRP1) and NLRP3 are essential components of their respective inflammasome complexes. We sought to investigate whether NLRP1 and/or NLRP3 abundance is altered in children with severe TBI.
Methods: Cerebrospinal fluid (CSF) from children (n = 34) with severe TBI (Glasgow coma scale score [GCS] ≤8) who had externalized ventricular drains (EVD) placed for routine care was evaluated for NLRP1 and NLRP3 at 0-24, 25-48, 49-72, and >72 h post-TBI and was compared to infection-free controls that underwent lumbar puncture to rule out CNS infection (n = 8). Patient age, sex, initial GCS, mechanism of injury, treatment with therapeutic hypothermia, and 6-month Glasgow outcome score were collected.
Results: CSF NLRP1 was undetectable in controls and detected in 2 TBI patients at only 4 (15.50 [3.65-25.71] vs. 3.04 [1.52-8.87] ng/mL, respectively; p = 0.048). Controlling for initial GCS in multivariate analysis, peak NLRP3 >6.63 ng/mL was independently associated with poor outcome at 6 months.
Conclusions: In the first report of NLRP1 and NLRP3 in childhood neurotrauma, we found that CSF NLRP3 is elevated in children with severe TBI and independently associated with younger age and poor outcome. Future studies correlating NLRP3 with other markers of inflammation and response to therapy are warranted
Random Walks for Spike-Timing Dependent Plasticity
Random walk methods are used to calculate the moments of negative image
equilibrium distributions in synaptic weight dynamics governed by spike-timing
dependent plasticity (STDP). The neural architecture of the model is based on
the electrosensory lateral line lobe (ELL) of mormyrid electric fish, which
forms a negative image of the reafferent signal from the fish's own electric
discharge to optimize detection of sensory electric fields. Of particular
behavioral importance to the fish is the variance of the equilibrium
postsynaptic potential in the presence of noise, which is determined by the
variance of the equilibrium weight distribution. Recurrence relations are
derived for the moments of the equilibrium weight distribution, for arbitrary
postsynaptic potential functions and arbitrary learning rules. For the case of
homogeneous network parameters, explicit closed form solutions are developed
for the covariances of the synaptic weight and postsynaptic potential

Increased use of malaria rapid diagnostic tests improves targeting of anti-malarial treatment in rural Tanzania: implications for nationwide rollout of malaria rapid diagnostic tests.
ABSTRACT: BACKGROUND: The World Health Organization recommends parasitological confirmation of all malaria cases. Tanzania is implementing a phased rollout of malaria rapid diagnostic tests (RDTs) for routine use in all levels of care as one strategy to increase parasitological confirmation of malaria diagnosis. This study was carried out to evaluated artemisinin combination therapy (ACT) prescribing patterns in febrile patients with and without uncomplicated malaria in one pre-RDT implementation and one post-RDT implementation area. METHODS: A cross-sectional health facility surveys was conducted during high and low malaria transmission seasons in 2010 in both areas. Clinical information and a reference blood film on all patients presenting for an initial illness consultation were collected. Malaria was defined as a history of fever in the past 48 hours and microscopically confirmed parasitaemia. Routine diagnostic testing was defined as RDT or microscopy ordered by the health worker and performed at the health facility as part of the health worker-patient consultation. Correct diagnostic testing was defined as febrile patient tested with RDT or microscopy. Over-testing was defined as a febrile patient tested with RDT or microscopy. Correct treatment was defined as patient with malaria prescribed ACT. Over-treatment was defined as patient without malaria prescribed ACT. RESULTS: A total of 1,247 febrile patients (627 from pre-implementation area and 620 from post-implementation area) were included in the analysis. In the post-RDT implementation area, 80.9% (95% CI, 68.2-89.3) of patients with malaria received recommended treatment with ACT compared to 70.3% (95% CI, 54.7-82.2) of patients in the pre-RDT implementation area. Correct treatment was significantly higher in the post-implementation area during high transmission season (85.9% (95%CI, 72.0-93.6) compared to 58.3% (95%CI, 39.4-75.1) in pre-implementation area (p=0.01). Over-treatment with ACT of patients without malaria was less common in the post-RDT implementation area (20.9%; 95% CI, 14.7-28.8) compared to the pre-RDT implementation area (45.8%; 95% CI, 37.2-54.6) (p<0.01) in high transmission. The odds of overtreatment was significantly lower in post- RDT area (adjusted Odds Ratio (OR: 95%CI) 0.57(0.36-0.89); and much higher with clinical diagnosis adjusted OR (95%CI) 2.24(1.37-3.67) CONCLUSION: Implementation of RDTs increased use of RDTs for parasitological confirmation and reduced over-treatment with ACT during high malaria transmission season in one area in Tanzania. Continued monitoring of the national RDT rollout will be needed to assess whether these changes in case management practices will be replicated in other areas and sustained over time. Additional measures (such as refresher trainings, closer supervisions, etc) may be needed to improve ACT targeting during low transmission seasons

Temperature, ozone, and mortality in urban and non-urban counties in the northeastern United States
Background: Most health effects studies of ozone and temperature have been performed in urban areas, due to the available monitoring data. We used observed and interpolated data to examine temperature, ozone, and mortality in 91 urban and non-urban counties. Methods: Ozone measurements were extracted from the Environmental Protection Agency's Air Quality System. Meteorological data were supplied by the National Center for Atmospheric Research. Observed data were spatially interpolated to county centroids. Daily internal-cause mortality counts were obtained from the National Center for Health Statistics (1988-1999). A two-stage Bayesian hierarchical model was used to estimate each county's increase in mortality risk from temperature and ozone. We examined county-level associations according to population density and compared urban (⩾1,000 persons/mile2) to non-urban (<1,000 persons/mile2) counties. Finally, we examined county-level characteristics that could explain variation in associations by county. Results: A 10 ppb increase in ozone was associated with a 0.45% increase in mortality (95% PI: 0.08, 0.83) in urban counties, while this same increase in ozone was associated with a 0.73% increase (95% PI: 0.19, 1.26) in non-urban counties. An increase in temperature from 70°F to 90°F (21.2°C 32.2°C) was associated with a 8.88% increase in mortality (95% PI: 7.38, 10.41) in urban counties and a 8.08% increase (95% PI: 6.16, 10.05) in nonurban counties. County characteristics, such as population density, percentage of families living in poverty, and percentage of elderly residents, partially explained the variation in county-level associations. Conclusions: While most prior studies of ozone and temperature have been performed in urban areas, the impacts in non-urban areas are significant, and, for ozone, potentially greater. The health risks of increasing temperature and air pollution brought on by climate change are not limited to urban areas
Anatomy of a post-starburst minor merger: a multi-wavelength WFC3 study of NGC 4150
(Abridged) We present a spatially-resolved near-UV/optical study of NGC 4150,
using the Wide Field Camera 3 (WFC3) on board the Hubble Space Telescope.
Previous studies of this early-type galaxy (ETG) indicate that it has a large
reservoir of molecular gas, exhibits a kinematically decoupled core (likely
indication of recent merging) and strong, central H_B absorption (indicative of
young stars). The core of NGC 4150 shows ubiquitous near-UV emission and
remarkable dusty substructure. Our analysis shows this galaxy to lie in the
near-UV green valley, and its pixel-by-pixel photometry exhibits a narrow range
of near-UV/optical colours that are similar to those of nearby E+A
(post-starburst) galaxies. We parametrise the properties of the recent star
formation (age, mass fraction, metallicity and internal dust content) in the
NGC 4150 pixels by comparing the observed near-UV/optical photometry to stellar
models. The typical age of the recent star formation (RSF) is around 0.9 Gyrs,
consistent with the similarity of the near-UV colours to post-starburst
systems, while the morphological structure of the young component supports the
proposed merger scenario. The RSF metallicity, representative of the
metallicity of the gas fuelling star formation, is around 0.3 - 0.5 Zsun.
Assuming that this galaxy is a merger and that the gas is sourced mainly from
the infalling companion, these metallicities plausibly indicate the gas-phase
metallicity (GPM) of the accreted satellite. Comparison to the local mass-GPM
relation suggests (crudely) that the mass of the accreted system is around
3x10^8 Msun, making NGC 4150 a 1:20 minor merger. A summation of the pixel RSF
mass fractions indicates that the RSF contributes about 2-3 percent of the
stellar mass. This work reaffirms our hypothesis that minor mergers play a

Resonant nonlinear magneto-optical effects in atoms
In this article, we review the history, current status, physical mechanisms,
experimental methods, and applications of nonlinear magneto-optical effects in
atomic vapors. We begin by describing the pioneering work of Macaluso and
Corbino over a century ago on linear magneto-optical effects (in which the
properties of the medium do not depend on the light power) in the vicinity of
atomic resonances, and contrast these effects with various nonlinear
magneto-optical phenomena that have been studied both theoretically and
experimentally since the late 1960s. In recent years, the field of nonlinear
magneto-optics has experienced a revival of interest that has led to a number
of developments, including the observation of ultra-narrow (1-Hz)
magneto-optical resonances, applications in sensitive magnetometry, nonlinear
magneto-optical tomography, and the possibility of a search for parity- and

The ACS Fornax Cluster Survey. VI. The Nuclei of Early-Type Galaxies in the Fornax Cluster
The Advanced Camera for Surveys (ACS) Fornax Cluster Survey is a Hubble Space
Telescope program to image 43 early-type galaxies in the Fornax cluster, using
the F475W and F850LP bandpasses of the ACS. We employ both 1D and 2D techniques
to characterize the properties of the stellar nuclei in these galaxies, defined
as the central "luminosity excesses" relative to a Sersic model fitted to the
underlying host. We find 72+/-13% of our sample (31 galaxies) to be nucleated,
with only three of the nuclei offset by more than 0.5" from their galaxy
photocenter, and with the majority of nuclei having colors bluer than their
hosts. The nuclei are observed to be larger, and brighter, than typical Fornax
globular clusters, and to follow different structural scaling relations. A
comparison of our results to those from the ACS Virgo Cluster Survey reveals
striking similarities in the properties of the nuclei belonging to these
different environments. We briefly review a variety of proposed formation
models and conclude that, for the low-mass galaxies in our sample, the most
important mechanism for nucleus growth is probably infall of star clusters
through dynamical friction, while for higher mass galaxies, gas accretion
triggered by mergers, accretions and tidal torques is likely to dominate, with
the relative importance of these two processes varying smoothly as a function
of galaxy mass. Some intermediate-mass galaxies in our sample show a complexity
in their inner structure that may be the signature of "hybrid nuclei" that
