    A waste of energy? A critical assessment of the investigation of the UK Energy Market by the Competition and Markets Authority

Published by SAGE Publishing.In this paper, we assess the findings of the UK energy market investigation by the Competition and Markets Authority, conducted during June 2014–June 2016.We argue that the results of the investigation have been advantageous for the large energy companies and they risk failing to bring any significant and positive change to the energy industry.We highlight three major aspects of the Competition and Markets Authorities assessment. First, the panel examined retail and wholesale segments of the energy industry in isolation, which can be misleading in the assessment of vertical integration. It also considered new entries to the sector as a sign of competitive strength when many were due to favourable government policies in the form of exemptions from various obligations. Second, its conclusion that a position of unilateral market power by the large energy companies arises from weak customer engagement (i.e. low switching rates) shifts the focus and responsibility for the problems of the energy markets away from the conduct of the companies onto customers. Finally, the investigation placed an overemphasis on competition without due reference to its consequences for consumers’ welfare.Peer reviewe

    Urban Infrastructure Dynamics:Market Regulation and the Shaping of District Energy in UK Cities

    This paper explores the interaction between urban-scale energy infrastructure and the regulatory regime which underpins the liberalisation of energy systems. Using the example of district energy in a number of UK cities, we outline the ways in which the structure of national electricity markets and the activities of the energy regulator influence and shape the development of low-carbon infrastructure in cities. We draw upon recent contributions to the sociotechnical systems literature which highlights the role of cities in shaping infrastructure transitions and argue that the influence of sector regulation has been underrepresented and underexplored. Our study points to significant tensions and misalignments between a regulatory regime designed to promote economic efficiencies in incumbent national infrastructure sectors and the development of district energy systems at the urban scale. We propose that regulation needs to evolve from its traditional emphasis on promoting competition and short-term efficiencies towards a more dynamic model which is open to alternative logics and low-carbon transition pathways

    Back to the future? Regulating Residential Energy Markets

    Regulation in many markets is responding to ‘behavioural’ consumers who do not conform to the model of self-interested maximisation inherent in the classical economic models which informed the regulatory framework of privatised UK industries. This paper traces the discussion of residential energy prices from the opening of markets in 1996 and removal of caps on retail prices in 2002 to the call for their reintroduction at the 2017 election. Price discrimination has been a policy issue at several points on this journey, and its interpretation has changed as the market has moved from monopoly supply to a market with many firms. The focus has moved from company offers to consumer response and outcomes, incorporating the demand side as well as the supply side. As in many areas, regulatory practice runs ahead of theory, challenging economists to develop new models which can inform policy in such markets

    From laggard to leader: explaining offshore wind developments in the UK

    Offshore wind technology has recently undergone rapid deployment in the UK. And yet, up until recently, the UK was considered a laggard in terms of deploying renewable energy. How can this burst of offshore wind activity be explained? An economic analysis would seek signs for newfound competitiveness for offshore wind in energy markets. A policy analysis would highlight renewable energy policy developments and assess their contribution to economic prospects of offshore wind. However, neither perspective sheds sufficient light on the advocacy of the actors involved in the development and deployment of the technology. Without an account of technology politics it is hard to explain continuing policy support despite rising costs. By analysing the actor networks and narratives underpinning policy support for offshore wind, we explain how a fairly effective protective space was constructed through the enroling of key political and economic interests

    Time-of-use and time-of-export tariffs for home batteries: Effects on low voltage distribution networks

    Time-of-use electricity tariffs are gradually being introduced around the world to expose consumers to the time-dependency of demand, however their effects on peak flows in distribution networks, particularly in areas with domestic energy storage, are little understood. This paper presents investigations into the impact of time-of-use and time-of-export tariffs in residential areas with various penetrations of battery storage, rooftop solar PV, and heat pumps. By simulating battery operation in response to high resolution household-level electrical and thermal demand data, it is found that home batteries operating to maximise cost savings in houses signed up to time-dependent tariffs cause little reduction in import and export peaks at the low voltage level, largely because domestic import and export peaks are spread out over time. When operating to maximise savings from the first three-tier time-of-use tariff introduced in the UK, batteries could even cause increases in peak demand at low voltage substations, if many batteries in the area commence charging at the start of the overnight off-peak price band. Home batteries operating according to time-dependent electricity tariffs significantly miss out on the potential peak shaving that could otherwise be achieved through dedicated peak shaving incentives schemes and smarter storage control strategies

    A practical review of energy saving technology for ageing populations

    Fuel poverty is a critical issue for a globally ageing population. Longer heating/cooling requirements combine with declining incomes to create a problem in need of urgent attention. One solution is to deploy technology to help elderly users feel informed about their energy use, and empowered to take steps to make it more cost effective and efficient. This study subjects a broad cross section of energy monitoring and home automation products to a formal ergonomic analysis. A high level task analysis was used to guide a product walk through, and a toolkit approach was used thereafter to drive out further insights. The findings reveal a number of serious usability issues which prevent these products from successfully accessing an important target demographic and associated energy saving and fuel poverty outcomes. Design principles and examples are distilled from the research to enable practitioners to translate the underlying research into high quality design-engineering solutions

    State enrolment and energy-carbon transitions: syndromic experimentation and atomisation in England

    This article analyses how national governments seek to enrol different subjects and objects in energy-carbon restructuring. It takes analysis beyond consideration of particular subjectivities and governmentalities to consider an expanded range of objects and subjects of governing at a distance. Developing an analytical model of ‘modes of enrolment’ focusing on power modalities, forms of policy integration and policy targets, the article explores five broad modes of enrolment employed in England. The article shows how policy across all modes of enrolment in England has increasingly tended towards disordered, syndromic experimentation and government by-project rather than any systematic programme of government

    Sensors, sense-making and sensitivities: UK household experiences with a feedback display on energy consumption and indoor environmental conditions

    Smart metering of domestic energy use allows consumer feedback through in-home displays (IHDs), websites or smart phone apps. Research has illustrated the need for additional ‘sense-making’ information to help households make informed energy-related decisions. This study investigates how household members respond when energy consumption data is integrated with information on indoor environmental conditions (IECs) and coupled with advice on energy saving actions. An integrated system of energy meters and IEC sensors was trialled in 19 predominantly social housing properties in the Midlands (England). Households were provided with a tablet computer and feedback was provided via a dedicated ‘Energy Dashboard’ web-based software application (app). The app was designed in collaboration with the social housing provider to display electricity and gas consumption data as well as data on three IECs: relative humidity, carbon dioxide and temperature. This paper draws on the findings from two rounds of semi-structured interviews with participants. All respondents using the app reported that they made use of the IEC data within the sense-making process, finding temperature and humidity to be useful in linking energy consumption, activities and household conditions. Interpretation of IEC data tended to increase with time as understanding increased. However, different users ‘noticed’, ‘interpreted’ and ‘enacted’ information differently as they integrated this with other sources of information, such as feedback from household members and experiential knowledge. The findings suggest that, whilst incorporating greater contextual information, such as IECs, into feedback displays can help users make sense of domestic energy consumption, the outcomes of the sense-making process will be different for different households. Nevertheless, the provision of such information appears to support householders to make decisions about their energy management that they feel appropriate for their household’s wellbeing needs, within the bounds of their agency

    Smart homes and their users:a systematic analysis and key challenges

    Published research on smart homes and their users is growing exponentially, yet a clear understanding of who these users are and how they might use smart home technologies is missing from a field being overwhelmingly pushed by technology developers. Through a systematic analysis of peer-reviewed literature on smart homes and their users, this paper takes stock of the dominant research themes and the linkages and disconnects between them. Key findings within each of nine themes are analysed, grouped into three: (1) views of the smart home-functional, instrumental, socio-technical; (2) users and the use of the smart home-prospective users, interactions and decisions, using technologies in the home; and (3) challenges for realising the smart home-hardware and software, design, domestication. These themes are integrated into an organising framework for future research that identifies the presence or absence of cross-cutting relationships between different understandings of smart homes and their users. The usefulness of the organising framework is illustrated in relation to two major concerns-privacy and control-that have been narrowly interpreted to date, precluding deeper insights and potential solutions. Future research on smart homes and their users can benefit by exploring and developing cross-cutting relationships between the research themes identified
