Nudging lifestyles for better health outcomes: crowdsourced data and persuasive technologies for behavioural change
For at least three decades, a Tsunami of preventable poor health has continued to threaten the future prosperity of our nations. Despite its effective destructive power, our collective predictive and preventive capacity remains remarkably under-developed This Tsunami is almost entirely mediated through the passive and unintended consequences of modernisation. The malignant spread of obesity in genetically stable populations dictates that gene disposition is not a significant contributor as populations, crowds or cohorts are all incapable of experiencing a new shipment of genes in only 2-3 decades. The authors elaborate on why a supply-side approach: advancing health care delivery cannot be expected to impact health outcomes effectively. Better care sets the stage for more care yet remains largely impotent in returning individuals to disease-free states. The authors urge an expedited paradigmatic shift in policy selection criterion towards using data intensive crowd-based evidence integrating insights from system thinking, networks and nudging. Collectively these will support emerging potentialities of ICT used in proactive policy modelling. Against this background the authors proposes a solution that stated in a most compact form consists of: the provision of mundane yet high yield data through light instrumentation of crowds enabling participative sensing, real time living epidemiology separating the per unit co-occurrences which are health promoting from those which are not, nudging through persuasive technologies, serious gaming to sustain individual health behaviour change and intuitive visualisation with reliable simulation to evaluate and direct public health investments and policies in evidence-based waysJRC.DDG.J.4-Information Societ
Analysis of Emerging Reputation and Funding Mechanisms in the Context of Open Science 2.0
This report covers the outcomes of two studies funded by JRC IPTS to explore emerging drivers for Open Science 2.0. In general, Open Science 2.0 is associated with themes such as open access to scientific outputs, open data, citizen science and open peer evaluation systems. This study, however, focused on less explored themes, namely on alternative funding mechanisms for scientific research and on emerging reputation mechanisms for scholars resulting from Web 2.0 platforms and applications. It has been demonstrated that both are providing significant new opportunities for researchers to disseminate, share, explore and collaborate with other researchers, but it remains to be seen whether they will be able to bring about more disruptive change in how science and research systems function in the future. They could well do so, especially if related changes being considered by the European Commission on ‘Science 2.0: Science in Transition’ are taken into account.JRC.J.3-Information Societ
Public Procurement for the Promotion of R&D and Innovation in ICT
This report discusses the findings of a study carried out by JRC-IPTS which aimed to assess the status of public technology procurement in the EU member states in terms of size, evolution, drivers and barriers. As the study was exploratory, it cannot be claimed that the results are conclusive. However, they have clarified several important points which are worth considering in the policy-formulation process.
The public sector has the potential to positively influence innovation and R&D through public procurement. It provides a sufficient and stable demand for innovative products, thereby reducing the risks associated with innovation for suppliers. It also acts as the main or first user of new products or services. Thus, public procurement can be most influential in the early stages of the life-cycle of a product, promoting emerging industries.JRC.J.4-Information Societ
The Development of eServices in an Enlarged EU: eGovernment and eHealth in Poland
In 2005, IPTS launched a project which aimed to assess the developments in eGoverment, eHealth and eLearning in the 10 New Member States at national, and at cross-country level. At that time, the 10 New Member States were Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovenia and Slovakia. A report for each country was produced, describing its government and health systems and the role played by eGovernment and eHealth within these systems. Each report then analyzes, on the basis of desk research and expert interviews, the major achievements, shortcomings, drivers and barriers in the development of eGovernment and eHealth in one of the countries in question. This analysis provides the basis for the identification and discussion of national policy options to address the major challenges and to suggest R&D issues relevant to the needs of each country ¿ in this case, Poland.
In addition to national monographs, the project has delivered a synthesis report, which offers an integrated view of the developments of each application domain in the New Member States. Furthermore, a prospective report looking across and beyond the development of the eGoverment, eHealth and eLearning areas has been developed to summarize policy challenges and options for the development of eServices and the Information Society towards the goals of Lisbon and i2010.JRC.J.4-Information Societ
Envisioning Digital Europe 2030: Scenarios for ICT in Future Governance and Policy Modelling
The report Envisioning Digital Europe 2030 is the result of research conducted by the Information Society Unit of IPTS as part of the CROSSROAD Project - A Participative Roadmap on ICT research on Electronic Governance and Policy Modelling (www.crossroad-eu.net ).
After outlining the purpose and scope of the report and the methodological approach followed, the report presents the results of a systematic analysis of societal, policy and research trends in the governance and policy modelling domain in Europe. These analyses are considered central for understanding and roadmapping future research on ICT for governance and policy modelling.
The study further illustrates the scenario design framework, analysing current and future challenges in ICT for governance and policy modelling, and identifying the key impact dimensions to be considered. It then presents the scenarios developed at the horizon 2030, including the illustrative storyboards representative of each scenario and the prospective opportunities and risks identified for each of them. The scenarios developed are internally consistent views of what the European governance and policy making system could have become by 2030 and of what the resulting implications for citizens, business and public services would be.
Finally, the report draws conclusions and presents the proposed shared vision for Digital Europe 2030, offering also a summary of the main elements to be considered as an input for the future development of the research roadmap on ICT for governance and policy modelling.JRC.DDG.J.4-Information Societ
Web 2.0 in Government: Why and How?
Since 2003, a new wave of web-based applications, which now go under the name of web 2.0, have been launched with very little investment and have encountered dramatic success in terms of take-up. These applications rely on the concept of the user as a producer: of content (blog, wiki, Flickr), of taste/emotion (Last.fm, de.li.cious), of contacts (MySpace), and of reputation/feedback (eBay, TripAdvisor).
This report looks at how these applications are used and can be used in government-related activities. Based on a survey of existing initiatives in the public and private sector, it argues that web 2.0 applications affect both front and back office activities, such as: regulation, cross-agency collaboration, knowledge management, service provision, political participation and transparency, and law enforcement. For each of these domains, it spells out the key implications and analyzes existing cases. Finally, it draws some lessons to be learnt from existing cases, as well as possible policy options for government. Overall, web 2.0 is already used in many areas of government activity, often without the authorisation or even the knowledge of governmental institutions. To start experimenting with these applications appears to be not only potentially beneficial, but probably the safest option for government.JRC.J.4 - Information Societ

The Socio-economic Impact of Social Computing: Proceedings of a Validation and Policy Options Workshop
This report presents the major outcomes of a validation and policy options workshop on social computing, held at IPTS in Seville, on 26-27 February 2008. It points to a number of relevant issues (including methodological and conceptual ones) that need to be taken into account in a study of the socio-economic impacts of social computing. It argues that there is little room for direct policy interventions in social computing but that framework conditions and impacts at sector-level (e.g. education, government) need to be considered. Learning empathy through virtual reality : Multiple strategies for training empathy-related abilities using body ownership Illusions in embodied virtual reality
Several disciplines have investigated the interconnected empathic abilities behind the proverb “to walk a mile in someone else’s shoes” to determine how the presence, and absence, of empathy-related phenomena affect prosocial behavior and intergroup relations. Empathy enables us to learn from others’ pain and to know when to offer support. Similarly, virtual reality (VR) appears to allow individuals to step into someone else’s shoes, through a perceptual illusion called embodiment, or the body ownership illusion. Considering these perspectives, we propose a theoretical analysis of different mechanisms of empathic practices in order to define a possible framework for the design of empathic training in VR. This is not intended to be an extensive review of all types of practices, but an exploration of empathy and empathy-related phenomena. Empathy-related training practices are analyzed and categorized. We also identify different variables used by pioneer studies in VR to promote empathy-related responses. Finally, we propose strategies for using embodied VR technology to train specific empathy-related abilities
Cardiac structure and function in patients with schizophrenia taking antipsychotic drugs:an MRI study
Cardiovascular disease (CVD) is a major cause of excess mortality in schizophrenia. Preclinical evidence shows antipsychotics can cause myocardial fibrosis and myocardial inflammation in murine models, but it is not known if this is the case in patients. We therefore set out to determine if there is evidence of cardiac fibrosis and/or inflammation using cardiac MRI in medicated patients with schizophrenia compared with matched healthy controls. 31 participants (14 patients and 17 controls) underwent cardiac MRI assessing myocardial markers of fibrosis/inflammation, indexed by native myocardial T1 time, and cardiac structure (left ventricular (LV) mass) and function (left/right ventricular end-diastolic and end-systolic volumes, stroke volumes, and ejection fractions). Participants were physically fit, and matched for age, gender, smoking, blood pressure, BMI, HbA1c, ethnicity, and physical activity. Compared with controls, native myocardial T1 was significantly longer in patients with schizophrenia (effect size, d=0.89; p=0.02). Patients had significantly lower LV mass, and lower left/right ventricular end-diastolic and stroke volumes (effect sizes, d=0.86-1.08; all p-values <0.05). There were no significant differences in left/right end-systolic volumes and ejection fractions between groups (p>0.05). These results suggest an early diffuse fibro-inflammatory myocardial process in patients that is independent of established CVD-risk factors and could contribute to the excess cardiovascular mortality associated with schizophrenia. Future studies are required to determine if this is due to antipsychotic treatment or is intrinsic to schizophrenia
