Inklusion oder Integration? Zeitdiagnostische Konsequenzen einer Theorie von Exklusions- und Desintegrationsphänomenen
"Die Problematik des Verhältnisses von Individuum und Gesellschaft wird derzeit von zwei gegenläufigen Positionen her gedeutet: als Inklusion im Sinne der Luhmannschen Theorie funktionaler Differenzeirung und als Integration im Sinne des Strukturfunktionalismus. Insbesondere das zweite Konzept steht derzeit Pate für die zeitdiagnostische Deutung von Krisenphänomenen der Gegenwartsgesellschaft, die als Desintegrationsprobleme konzipiert werden (Stichworte: Politikverdrossenheit, Lebenstildiffusion, Gewalt, Rechtsextremismus, Zukunftsangst, neue Armut etc.). Die Inklusionstheorie systemtheoretischer Provenienz dagegen vermittelt oft den Eindruck, als bestünden solche Probleme gar nicht, als habe die Moderne mit dem allgemeienn Prinzip der Inklusion aller in alle Funktionssysteme eine geradezu unproblematische Form der Vergesellschaftung erreicht. Ich gehe von der Hypothese aus, daß die Theorie funktionaler Differenzierung Luhmannscher Provenienz und die empirische Diagnose von Desintegrationsphänomenen jeweils komplementäre blinde Flecke aufweisen: Während diese in der Lage ist, die vorschnelle Annahme einer Gesamtintegration der Person in die Gesellschaftsstruktur als strukturell unmöglich und funktional unnötig zu entlarven, vermag jene zu zeigen, daß das bloße Faktum der Inklusion in gesellschaftliche Funktionsbereiche noch nichts über die Qualität des Inklusionsvergangs sagt. Anders formuliert: Während für Luhmann die Exklusion der Gesamtperson letztlich als gesellschaftlicher Normalfall gilt, ist für das Desintegrationstheorem dies der diagnostische Fokus für die Deutung gesellschaftlicher Problemlagen. Wird vom bloßen Faktum der Inklusion auf die - insbesondere durch Organisation vermittelte - Form der Inklusion umgestellt, können die theoretischen Potentiale der Theorie funktionaler Differenzierung mit der empirischen Sensibilität der Desintegrationsthese verbunden werden, ohne daß vorschnell Integration als Möglichkeitsbedingung von Gesellschaft präjudiziert werden muß." Über Beziehungen, Elefanten und Dritte
Anlass des Beitrages ist eine als »public sociology« ausgeflaggte Veranstaltung in München. Die Veranstaltung sollte die Frage beantworten, ob es in der Soziologie nur auf Zahlen und Fakten ankomme oder nicht auch auf Deutung und Interpretation. Der Beitrag zieht die Fragestellung selbst grundlegend in Zweifel und nimmt einen durch die Gründung der »Akademie für Soziologie« getriggerten Konflikt innerhalb der deutschsprachigen Soziologie zum Anlass, eine dritte, eine theoretische Perspektive auf die Bedingungen und Limitationen des Konflikts zu lenken.
The contribution is based on the occasion of a »public sociology« event in Munich. The basic question was, if sociology should only be based on numbers and facts or if sociology also has to give interpretations. The contribution calls the underlying issue into question fundamentally. It takes the conflict between to conflict parties in the German-speaking sociology as an occasion, to turn the gaze toward the conditions and limitations of this conflict by a third, a theoretical perspective. La paradoja de la invisibilidad y la “absolutidad” de la religión y moral
The sociological study of the relationship between morality and religion has been conducted from points of view belonging to theoretical traditions which evidence deficiencies for the understanding of both terms. The present work aims to critically analyze some central aspects of these approaches and proposes to overcome their difficulties by exposing their paradoxes and blind spots. The paper concludes with recommendations for the sociological study of religion and morality in the context of a functionally differentiated society.El estudio sociológico de la relación entre moral y religión ha sido conducido desde puntos de vista que remiten a tradiciones teóricas que muestran deficiencias para la comprensión de ambos términos. El presente trabajo tiene por objetivo analizar críticamente algunos aspectos centrales de estos enfoques y propone superar estas dificultades a través de la exposición de sus paradojas y puntos ciegos. El texto concluye con recomendaciones para el tratamiento sociológico de la religión y la moral en el contexto de una sociedad funcionalmente diferenciada
The Theory of Functional Differentiation in the Context of Its Criticism
Die Theorie funktionaler Differenzierung gehört zu den dienstältesten Konzepten gesellschaftstheoretischen Denkens. Gleichwohl besteht in der Disziplin kaum Einigkeit über grundlegende Theorieentscheidungen und Diagnosen, die mit dem Konzept verbunden sind. Der Beitrag nimmt die kritische Diskussion um Niklas Luhmanns Gesellschaftstheorie zum Anlass, die Konfliktlinien deutlich zu machen und aus einer systemtheoretischen Perspektive zu kommentieren und theoretische Korrekturen und Ergänzungen anzubringen. Im einzelnen beschäftigt sich der Beitrag mit der Frage der Einheit der Gesellschaft, mit Fragen der trennscharfen Unterscheidung von Funktionssystemen und mit der Integration von ungleichheitstheoretischen Fragen in die systemtheoretische Gesellschaftstheorie.The theory of functional differentiation can be regarded as one of the oldest concepts in the field of the theory of society. Nevertheless, in sociology there is not complete agreement about basic theoretical figures and diagnoses amongst those who use the concept. This contribution uses several criticisms of Niklas Luhmann's theory of society as an opportunity to make clear the lines of theoretical conflict, to comment on this discourse from a systems theoretical point of view, and to line out some adjustments and supplementation with regard to some theoretical problems. In particular the contribution deals with the question of the unity of society, with the question of selective differentiation of functional subsystems, and with an integration of the problem of social inequality into a systems theoretical theory of society
An action plan for pan-European defence against new SARS-CoV-2 variants.
COVID-19 cases are very high across Europe. Current measures are not reducing virus spread sufficiently, and new SARS-CoV-2 variants are emerging. The B.1.1.7 and B1.351 variants, first identified in the UK and South Africa, respectively, have spread to many European countries.1–5 Although the biological properties of these variants are yet to be characterised, epidemiological data suggest they have a higher transmissibility than the original variant.6,7 These viral properties could increase the effective reproduction number R in the population. In the case of B.1.1.7, estimates suggest R could increase from 1 to about 1.4 with no change in population behavior.3,4 If true, many countries that have succeeded in reducing R to 1 or less will be confronted with a novel wave of viral spread despite the current measures.8,9 Once a more contagious variant has established itself, stabilising the number of new infections will become increasingly difficult
A look into the future of the COVID-19 pandemic in Europe: an expert consultation.
How will the coronavirus disease 2019 (COVID-19) pandemic develop in the coming months and years? Based on an expert survey, we examine key aspects that are likely to influence the COVID-19 pandemic in Europe. The challenges and developments will strongly depend on the progress of national and global vaccination programs, the emergence and spread of variants of concern (VOCs), and public responses to non-pharmaceutical interventions (NPIs). In the short term, many people remain unvaccinated, VOCs continue to emerge and spread, and mobility and population mixing are expected to increase. Therefore, lifting restrictions too much and too early risk another damaging wave. This challenge remains despite the reduced opportunities for transmission given vaccination progress and reduced indoor mixing in summer 2021. In autumn 2021, increased indoor activity might accelerate the spread again, whilst a necessary reintroduction of NPIs might be too slow. The incidence may strongly rise again, possibly filling intensive care units, if vaccination levels are not high enough. A moderate, adaptive level of NPIs will thus remain necessary. These epidemiological aspects combined with economic, social, and health-related consequences provide a more holistic perspective on the future of the COVID-19 pandemic
