    A prospective study of rural drinking water quality and acute gastrointestinal illness

    BACKGROUND: This study examined the relationship between the bacteriological contamination of drinking water from private wells and acute gastrointestinal illness (AGII), using current government standards for safe drinking water. METHODS: A prospective cohort study was conducted using 235 households (647 individuals) randomly selected from four rural hamlets. Data were collected by means of a self-administered questionnaire, a self-report diary of symptoms and two drinking water samples. RESULTS: Twenty percent of households sampled, had indicator bacteria (total coliform or Escherichia coli (E. coli)) above the current Canadian and United States standards for safe drinking water. No statistically significant associations between indicator bacteria and AGII were observed. The odds ratio (OR) for individuals exposed to E. coli above the current standards was 1.52 (95% confidence interval (CI), 0.33–6.92), compared to individuals with levels below current standards. The odds ratio estimate for individuals exposed to total coliforms above the current standards was 0.39 (95% CI, 0.10–1.50). CONCLUSIONS: This study observed a high prevalence of bacteriological contamination of private wells in the rural hamlets studied. Individual exposure to contaminated water defined by current standards may be associated with an increased risk of AGII

    Complexity and Transition Management

    This article presents a framework, transition management, for managing complex societal systems. The principal contribution of this article is to articulate the relationship between transition management and complex systems theory. A better understanding of the dynamics of complex, adaptive systems provides insight into the opportunities, limitations, and conditions under which it is possible to influence such systems. Transition management is based on key notions of complex systems theory, such as variation and selection, emergence, coevolution, and self-organization. It involves a cyclical process of phases at various scale levels: stimulating niche development at the micro level, finding new attractors at the macro level by developing a sustainability vision, creating diversity by setting out experiments, and selecting successful experiments that can be scaled up

    Environmental governance in a contested state:the influence of European Union and other external actors on energy sector regulation in Kosovo

    This article examines environmental governance in Kosovo, with a particular focus on the energy sector. The article considers the degree to which the emerging model of environmental governance is characterised by hierarchical and non-hierarchical modes of coordination. We examine the roles of a number of domestic institutions and actors – ministries, agencies, and regulatory bodies– and the influence of external actors, including the EU, the US, and Serbia. The EU is building Kosovo’s own hierarchical governance capacity by strengthening domestic institutions, whilst the US focuses primarily on market liberalization, whilst simultaneously supporting EU efforts. Moreover, environmental policy change is not wholly or predominantly driven by domestic actors, which can partly be attributed to Kosovo’s limited domestic sovereignty. We conclude that the emerging model of environmental governance in Kosovo is characterized by a weak hierarchy, partly as a result of external actor involvement, which disincentivises the government from responding to domestic non-state actor pressure

    A laboratory study on cold-mix, cold-lay emulsion mixtures

    This paper describes laboratory experiments and presents results for the performances of cold-mix, cold-lay emulsion mixtures. The main objective of the experiments was to evaluate and improve the properties of the cold mixtures. The mixture properties evaluated were: volumetric properties, indirect tensile stiffness modulus (ITSM), repeated load axial creep and fatigue. These properties were compared with conventional hot asphalt mixtures not containing any waste/recycled materials. To optimise the performances of the mixtures, a target of ITSM value of 2000 MPa was selected. At full curing conditions, the stiffness of the cold mixes was found to be very similar to that of hot mixtures of the same penetration grade base bitumen (100 pen). Test results also show that the addition of 1–2% cement significantly improved the mechanical performance of the mixes and significantly accelerated their strength gain. The fatigue behaviour of the cold mixes that incorporated cement was comparable with that of the hot mixtures

    Many Rivers to Cross: Evaluating the Benefits and Limitations of Strategic Environmental Assessment for the Koshi River Basin

    This paper assesses the value of using Strategic Environmental Assessment (SEA) to account for the spatially and temporally diverse and diffuse impacts of hydropower development in South Asia’s Koshi basin. A policy and practice review and key stakeholder interviews identified opportunities for SEA to improve existing planning procedures, but also barriers to effective adoption. Whilst stakeholders are interested in employing SEA to evaluate cumulative impacts, institutional blockages and an economic development imperative for power generation leave little space for consideration of alternative scenarios as part of SEA. The analysis is conducted through the formulation and application of a conceptual framework for SEA best practice which is then used to identify priority next-steps for SEA in the region

    Energy recovery from waste in India:an evidence-based analysis

    The uptake of Waste-to-Energy (WtE) in India has not been successful and the majority of plants have failed to sustain operations. There is a lack of detailed on-the-ground research examining the causes of plant failures and the issues regarding the WtE supply chain. Thus, this study set out to identify how WtE practices in India can be improved by gathering and evaluating empirical evidence. Local government officers, industry practitioners and academics involved in waste management in India were consulted. Quantitative data were collected on three case study plants: an incinerator, a gasification plant and a plant co-firing waste with coal. The gathered information was evaluated by making a comparison with two European waste incinerators. The major problem with WtE in India has typically been perceived to be poor source segregation; however, the case study plants highlight that severe contamination has been occurring during transport and storage. In comparison to the European incinerators, the WtE plants in India had a low capital cost (around 1–2 million €/MW), but total particulate matter emissions were a hundred times higher, ranging from 65 to 75 mg/Nm3. We conclude with recommendations for delivery contracts, financial incentives and regulations on dumpsites, ash disposal and stack emission measurements

    Large scale integration of renewable energy sources (RES) in the future Colombian energy system

    The diversification of the energy matrix, including larger shares of Renewable Energy Sources (RES), is a significant part of the Colombian energy strategy towards a sustainable and more secure energy system. Historically, the country has relied on the intensive use of hydropower and fossil fuels as the main energy sources. Colombia has a huge renewables potential, and therefore the exploration of different pathways for their integration is required. The aim of this study was to build a model for a country with a hydro-dominated electric power system and analyse the impacts of integrated variable RES in long-term future scenarios. EnergyPLAN was the modelling tool employed for simulating the reference year and future alternatives. Initially, the reference model was validated, and successively five different scenarios were built. The results show that an increase in the shares of wind, solar and bioenergy could achieve an approximate reduction of 20% in both the CO2 emissions and the total fuel consumption of the country by 2030. Further, in the electricity sector the best-case scenario could allow an estimated 60% reduction in its emission intensity

    Cities and climate change mitigation: Economic opportunities and governance challenges in Asia

    Cities are central to the fight against climate change, but the IPCC recently noted that many cities — and particularly those in the developing world — lack the institutional, financial and technical capacities needed to switch to low emission development paths. Based on detailed case studies of three Asian cities, this paper finds that the adoption of low emission development strategies (LEDS) at the urban level could be economically attractive. However, it also argues that without a coordinated multi-level, cross-sectoral governance framework these opportunities for low carbon urban development are likely to be left unexploited. As these governance conditions are frequently not in place, we argue that these case study cities, and cities in similar contexts, are likely to miss even the economically attractive low carbon development opportunities and become increasingly locked in to higher cost, higher carbon development paths. Due to their growing size and importance, we conclude that the presence or absence of governance arrangements that enable the adoption of low carbon development strategies in Asian cities will have global implications for climate change
