    Mediating Incentive Use: A Time-Series Assessment of Economic Development Deals in North Carolina

    State incentive granting for the purpose of firm retention or recruitment remains highly controversial and is often portrayed as antithetical to long-range economic development planning. This paper uses quasi-experimental methods to measure the impact of state-level economic development incentives on employment growth at the establishment level in North Carolina. Using North Carolina’s rich history of strategic planning and sector-based economic development as a backdrop, we develop a theory of sectoral “mediation.” This enables us to compare the effectiveness of incentives offered in mediated and nonmediated industries and show that when incentives are coupled with sectoral economic development efforts they generate substantially stronger employment effects than at establishments with limited sector-based institutional support

    Striking a Balance: A National Assessment of Economic Development Incentives

    The use of incentive packages has intensified as local governments compete for new plants and corporate relocations, and as private firms increasingly demand a deal. While incentives promise jobs and tax revenue, scholars and practitioners criticize their high cost and limited accountability. Through a comparison of matched establishments, this paper explores how governmental incentive-granting strategy impacts incentive performance. We examine the overall impact of incentives and whether incentives granted to smaller firms perform better. Using economic development budget data, we also assess the state’s overall approach to economic development to determine which strategies are prioritized through funding. By showing that incentivized firms fail to create more jobs than matched controls, our analysis casts doubt on claims that “but for” incentives job creation would not occur. Still, our findings suggest that states are smarter in their incentive use when they strike a balance between recruiting industry and supporting “homegrown” businesses and technology

    Centering Work: Integration and Diffusion of Workforce Development within the U.S. Manufacturing Extension Network

    As the U.S. economy rebounds from the COVID-19 pandemic, strategies that promote long-term transformation toward high-quality jobs will be critical. This includes workplace-improving interventions that enable employers to upgrade existing jobs, often while enhancing their own competitive position. This paper focuses on the Manufacturing Extension Partnership, a national network of federally funded centers that support small and medium-sized manufacturing firms. We document the range of workforce- and workplace-enhancing strategies that MEP centers have adopted since the network’s inception in the mid-1990s. While workforce development is unevenly implemented across today’s MEP network, leading centers within the network are devising transformative strategies that shape underlying business practices in ways that can improve the quality of front-line manufacturing jobs. The pandemic recovery, along with federal commitment to reenergize domestic supply chains, presents an opportunity to establish NIST-MEP as a national workforce-development leader while also strengthening localized institutional partnerships to center that effort on inclusive economic development and recovery

    Skills on the Move: Rethinking the Relationship Between Human Capital and Immigrant Economic Mobility

    Studies of immigrant labor market incorporation in the unregulated sector of the US economy either assume that immigrant workers are trapped in low-wage jobs because of low human capital, or paint a picture of blocked mobility because of exploitation and discrimination. In this paper we offer a third sociological alternative to understand processes of occupational mobility and skill learning. Drawing on work histories of 111 immigrant construction workers, we find that many immigrants are skilled, having come to their jobs with technical skill sets acquired in their home communities and their previous U.S. jobs. We further find that these less-educated immigrants, who rank low on traditional human capital attributes but high on work experience may circumvent exploitation and build mobility pathways through skill transference, on- the- job reskilling, and brincando (job jumping)

    Planning for Inclusive Prosperity: Lessons from the North Carolina Experience

    We present North Carolina as a working laboratory for agency within a new political economy. North Carolina has gone through a significant political transformation in recent years, threatening key institutions and channels for promoting inclusive forms for economic development. But this shift has not meant a wholesale loss or retreat of progressive actors and actions. Progress is still being made by planners and practitioners, though often in new forms and through alternative channels and partnerships. This paper presents three examples of continued efforts by planners to promote living wage standards, extend job-centered training opportunities, and upskill and upgrade legacy industries. It demonstrates the ways that planners can redirect policy goals and collectively articulate a vision of a more equitable form of economic development

    The Expanding Business of the Entrepreneurial University: Job Creation

    This chapter explores the role of universities in job creation. It does this by taking two approaches. The first is to look at how the university sees its role as expanding from traditional first and second mission activities to encompass third mission activities including industry engagement and how this supports job creation and economic development. The second approach is to examine how new jobs are created in a geographic region or country, and the role that the university can play in support of this. Typical third mission activities such as incubators, technology transfer, and science parks are also examined; including the role of government support and incentives

    A longitudinal study of muscle strength and function in patients with cancer cachexia

    Purpose Patients with cancer frequently experience an involuntary loss of weight (in particular loss of muscle mass), defined as cachexia, with profound implications for independence and quality of life. The rate at which such patients’ physical performance declines has not been well established. The aim of this study was to determine the change in muscle strength and function over 8 weeks in patients with already established cancer cachexia, to help inform the design and duration of physical activity interventions applicable to this patient group. Methods Patients with thoracic and gastrointestinal cancer, with unintentional weight loss of >5% in 6 months or BMI < 20 plus 2% weight loss were included. Physical and functional assessments (baseline, 4 weeks, 8 weeks) included: isometric quadriceps and hamstring strength, handgrip, standing balance, 10m walk time and timed up and go. Results Fifty patients (32 male), mean ±SD age 65 ±10 years and BMI 24.9 ±4.3kg/m2 were recruited. Thoracic cancer patients had lower muscle strength and function (p0.05). Baseline variables did not differentiate between completers and non-completers (p>0.05). Conclusions More than a third of patients with established cancer cachexia in our study were stable over 8 weeks, suggesting a subgroup who may benefit from targeted interventions of reasonable duration. Better understanding the physical performance parameters which characterize and differentiate these patients has important clinical implications for cancer multidisciplinary team practice

    Assessing the carcinogenic potential of low-dose exposures to chemical mixtures in the environment: the challenge ahead.

    Lifestyle factors are responsible for a considerable portion of cancer incidence worldwide, but credible estimates from the World Health Organization and the International Agency for Research on Cancer (IARC) suggest that the fraction of cancers attributable to toxic environmental exposures is between 7% and 19%. To explore the hypothesis that low-dose exposures to mixtures of chemicals in the environment may be combining to contribute to environmental carcinogenesis, we reviewed 11 hallmark phenotypes of cancer, multiple priority target sites for disruption in each area and prototypical chemical disruptors for all targets, this included dose-response characterizations, evidence of low-dose effects and cross-hallmark effects for all targets and chemicals. In total, 85 examples of chemicals were reviewed for actions on key pathways/mechanisms related to carcinogenesis. Only 15% (13/85) were found to have evidence of a dose-response threshold, whereas 59% (50/85) exerted low-dose effects. No dose-response information was found for the remaining 26% (22/85). Our analysis suggests that the cumulative effects of individual (non-carcinogenic) chemicals acting on different pathways, and a variety of related systems, organs, tissues and cells could plausibly conspire to produce carcinogenic synergies. Additional basic research on carcinogenesis and research focused on low-dose effects of chemical mixtures needs to be rigorously pursued before the merits of this hypothesis can be further advanced. However, the structure of the World Health Organization International Programme on Chemical Safety 'Mode of Action' framework should be revisited as it has inherent weaknesses that are not fully aligned with our current understanding of cancer biology
