Journalism and Big Data : the Nónio case
As Clive Humby discribed in 2006, “Big Data is the new oil”, which is why in 2014 more
than 91% of Fortune 1000 companies were investing in Big Data projects, based on the
promise of higher returns. The goal of this study is to see if that is also happening with
Portuguese media corporations by examining Big Data’s impact on content production
and the business model of newspapers and news channels. Big Data is a term that
simultaneously describes large pools of data as well as the computer techniques used to
analyse those data sets. This investigation focuses on the NÓNIO project, a Big Data
initiative developed by five of the largest media companies in Portugal: Cofina, Global
Media, Grupo Renascença Multimédia, Impresa and Media Capital. This dissertation
follows a qualitative approach. In order to gather insights on how the NÓNIO is shaping
newsrooms, interviews are conducted with the people in charge of the project at each of
the five media companies. Findings suggest that Big Data is having a small impact in
content production, but a big one in the business model, as it is radically changing how
media companies conduct advertising and how they attract and retain subscriptions.Tal como Clive Humby descreveu, em 2006, “Big Data é o novo petróleo”. A comprovar

mesmo se passa com as empresas de media portuguesas, analisando o impacto de Big
Data na produção de conteúdo e no modelo de negócio dos jornais e canais de televisão
noticiosos. A designação Big Data é utilizada para descrever simultaneamente grandes
conjuntos de dados bem como as técnicas algorítmicas usadas para os analisar. O objeto
de estudo desta investigação é o NÓNIO, um projecto de Big Data desenvolvido em
conjunto por cinco dos maiores grupos de media portugueses: Cofina, Global Media,
Grupo Renascença Multimédia, Impresa e Media Capital. A dissertação segue uma
metodologia qualitativa. Para compreender as implicações do NÓNIO nas redacções, são
feitas entrevistas aos responsáveis pelo projecto em cada uma das organizações. As
conclusões revelam que a tecnologia Big Data está a ter um impacto reduzido na produção
de conteúdo, mas um grande impacto no modelo de negócio das empresas de media, com
as principais alterações a verificarem-se no modo como é feita a publicidade e na

Reconstrução e classificação de sequências de ADN desconhecidas
The continuous advances in DNA sequencing technologies and techniques
in metagenomics require reliable reconstruction and accurate classification
methodologies for the diversity increase of the natural repository while contributing
to the organisms' description and organization. However, after
sequencing and de-novo assembly, one of the highest complex challenges
comes from the DNA sequences that do not match or resemble any biological
sequence from the literature. Three main reasons contribute to this
exception: the organism sequence presents high divergence according to the
known organisms from the literature, an irregularity has been created in the
reconstruction process, or a new organism has been sequenced. The inability
to efficiently classify these unknown sequences increases the sample
constitution's uncertainty and becomes a wasted opportunity to discover
new species since they are often discarded.
In this context, the main objective of this thesis is the development and
validation of a tool that provides an efficient computational solution to
solve these three challenges based on an ensemble of experts, namely
compression-based predictors, the distribution of sequence content, and
normalized sequence lengths. The method uses both DNA and amino acid
sequences and provides efficient classification beyond standard referential
comparisons. Unusually, it classifies DNA sequences without resorting directly
to the reference genomes but rather to features that the species biological
sequences share. Specifically, it only makes use of features extracted
individually from each genome without using sequence comparisons.
RFSC was then created as a machine learning classification pipeline that
relies on an ensemble of experts to provide efficient classification in metagenomic
contexts. This pipeline was tested in synthetic and real data, both
achieving precise and accurate results that, at the time of the development
of this thesis, have not been reported in the state-of-the-art. Specifically, it
has achieved an accuracy of approximately 97% in the domain/type classification.Os contínuos avanços em tecnologias de sequenciação de ADN e técnicas
em meta genómica requerem metodologias de reconstrução confiáveis e de
classificação precisas para o aumento da diversidade do repositório natural,
contribuindo, entretanto, para a descrição e organização dos organismos.
No entanto, após a sequenciação e a montagem de-novo, um dos desafios
mais complexos advém das sequências de ADN que não correspondem ou se
assemelham a qualquer sequencia biológica da literatura. São três as principais
razões que contribuem para essa exceção: uma irregularidade emergiu
no processo de reconstrução, a sequência do organismo é altamente dissimilar
dos organismos da literatura, ou um novo e diferente organismo foi
reconstruído. A incapacidade de classificar com eficiência essas sequências
desconhecidas aumenta a incerteza da constituição da amostra e desperdiça
a oportunidade de descobrir novas espécies, uma vez que muitas vezes são
descartadas.
Neste contexto, o principal objetivo desta tese é fornecer uma solução computacional
eficiente para resolver este desafio com base em um conjunto
de especialistas, nomeadamente preditores baseados em compressão, a distribuição de conteúdo de sequência e comprimentos de sequência normalizados.
O método usa sequências de ADN e de aminoácidos e fornece classificação eficiente além das comparações referenciais padrão. Excecionalmente,
ele classifica as sequências de ADN sem recorrer diretamente a genomas
de referência, mas sim às características que as sequências biológicas da
espécie compartilham. Especificamente, ele usa apenas recursos extraídos
individualmente de cada genoma sem usar comparações de sequência. Além
disso, o pipeline é totalmente automático e permite a reconstrução sem referência de genomas a partir de reads FASTQ com a garantia adicional de
armazenamento seguro de informações sensíveis.
O RFSC é então um pipeline de classificação de aprendizagem automática
que se baseia em um conjunto de especialistas para fornecer classificação
eficiente em contextos meta genómicos. Este pipeline foi aplicado em dados
sintéticos e reais, alcançando em ambos resultados precisos e exatos que,
no momento do desenvolvimento desta dissertação, não foram relatados na
literatura. Especificamente, esta ferramenta desenvolvida, alcançou uma

Hybrid Machine Learning/Simulation Approaches for Logistic Systems Optimization
Hoje em dia, tem-se testemunhado um abrupto crescimento e desenvolvimento da indústria, refletido no elevado grau de complexidade e inteligência que os sistemas de produção correntes apresentam, onde se destacam os sistemas logísticos. Esta incessante procura pela inovação e melhoramento contínuo são muito recorrentes na época atual, traduzindo-se em constantes transformações
no conceito da qualidade de um produto.
Deste modo, emerge a necessidade em otimizar os layouts fabris conduzindo a um aumento da flexibilidade face aos seus comportamentos dinâmicos. Neste seguimento surge a imprescindibilidade de aprimoramento do comportamento do veículo autónomo associado, com vista a finalidades comuns como o aumento da produtividade e minimização de custos e lead times.
Neste âmbito, esta dissertação, para além da implementação do modelo de simulação do sistema logístico, desenvolve numa fase inicial comportamentos elementares a aplicar ao veículo, implementadas no próprio ambiente de simulação.
Posteriormente, dado que a área de Machine Learning tem obtido tanto sucesso noutras áreas tecnológicas, surgiu o desafio da introdução do conceito de rede neuronal, através da criação de uma nova entidade designada Agente e caraterizada pela técnica de aprendizagem baseada em Reinforcement Learning.
Por fim, nesta dissertação, para além de se concluir que a abordagem baseada em Reinforcement Learning proporcionou os melhores resultados de produtividade, retiraram-se ainda conclusões no que à robustez destes modelos diz respeito, a fim de avaliar a sua flexibilidade quando sujeitos a diferentes contextos, simulando um ambiente real.Nowadays, we have been witnessing an abrupt growth and development of the industry, reflected in the high level of complexity and intelligence that the current production systems present, in which the logistics systems stand out. This incessant search for innovation and continuous improvement are very common today, reproducing into constant changes in the product quality concept.
In this sense, the need to optimize the factory layouts emerges, leading to an increase in flexibility because of their dynamic behaviours. In this segment, there is an essential need to improve the behaviour of the associated autonomous vehicle, to reach common objectives such as increasing the productivity and minimizing costs and lead times.
In this context, this dissertation, beyond the implementation of the simulation model of the logistics system, develops, in an initial phase, elementary behaviours to be applied to the vehicle, implemented in the simulation environment itself.
Subsequently, given that the Machine Learning area has been so successful in other technological areas, the challenge of introducing the concept of the neural network appears, through the creation of a new entity called Agent and characterized by the Reinforcement Learning technique.
Finally, in this dissertation, in addition to concluding that the Reinforcement Learning-based approach provided the best productivity results, conclusions were also drawn regarding the robustness of these models, in order to assess their flexibility when subject to different contexts, simulating a real environment
Test mocks for low-code applications built with OutSystems

Testing at the unit level allows program components to be tested in complete isolation, therefore these tests can be carried out quicker thus reducing troubleshoot time. But to test at this level, dependencies between application components (e.g. a web service connection) need to be removed. There have been advances in mocking and stubbing techniques that remove these dependencies. However, these advances have been made for high-level programming languages, while low-code development technology has yet to take full advantage of these techniques. This paper presents a mocking solution prototype for the OutSystems low-code development platform. The proposed mocking mechanism removes dependencies to components that the developer wants to abstract a test from, as for instance web services or other pieces of logic of an application.publishersversionpublishe
O Cristo Protetor e o desenvolvimento do turismo no município de Encantado, Vale do Taquari-RS
O Turismo, vem se consolidando, ao longo dos anos, como um setor importante de desenvolvimento para estados e municípios, impulsionando economias, aquecendo comércios, mobilizando prestadores de serviços, gerando empregos e renda. Desenvolver um município ou região através do Turismo requer de seus gestores e idealizadores, atenção, planejamento e organização. Também, faz-se necessário, o engajamento da comunidade e os investimentos da iniciativa privada, formando assim, juntamente com o poder público, um tripé de desenvolvimento turístico. O presente trabalho, tem como tema, o desenvolvimento do turismo a partir da obra de construção do Cristo Protetor em Encantado. Este estudo tem, como objetivos, levantar dados sobre o cenário turístico atual e identificar ações implementadas ou planejadas a fim de promover o desenvolvimento do turismo no município. Através desta pesquisa, buscou se também, descrever de forma sucinta, a realidade e as expectativas dos empreendedores ligados as atividades turísticas, bem como, evidenciar eventuais potencialidades geradas pela construção do Cristo Protetor. O levantamento de dados foi feito através de pesquisa descritiva, de caráter qualitativo, baseada na realização de entrevistas estruturadas e semiestruturadas, em observações de campo e levantamento fotográfico. Para tanto, empresários dos setores da gastronomia, hotelaria e entretenimento do município de Encantado, foram ouvidos. Como resultado, temos a abertura de mais de trezentos novos CNPJs, nas áreas de indústria, comércio e prestação de serviços, gerando assim, inúmeras vagas de emprego. Mas a falta de mão de obra especializada, é algo que preocupa os investidores, pois precisam importar trabalhadores de outras regiões do Estado ou do País. Sendo assim, percebe-se que o Cristo Protetor, ao longo dos anos, terá um importante papel no desenvolvimento do turismo no município de Encantado, embora, traga desafios para a gestão pública municipal. Escolas, creches, serviços de transportes público, mobilidade urbana, assistência à saúde, segurança, serão alguns desses desafios. Mesmo o monumento, não estando totalmente pronto, vem provocando mudanças na vida dos moradores, tanto das áreas próximas quanto da comunidade encantadense como um todo. Ao longo deste trabalho, questões relevantes serão abordadas a fim de se compreender um pouco mais da dinâmica da obra e das alterações que a mesma vem provocando em Encantado.Tourism has been consolidating itself over the years as an important development sector for states and municipalities, boosting economies, heating up businesses, mobilizing service providers, generating jobs and income. Developing a municipality or region through tourism requires attention, planning and organization from its managers and creators. It is also necessary to engage the community and invest in the private sector, thus forming, together with the public authorities, a tripod for tourism development. The present work has as its theme the development of tourism from the construction work of Christ the Protector in Encantado. This study aims to collect data on the current tourist scenario and identify actions implemented or planned in order to promote the development of tourism in the municipality. Through this research, we also sought to briefly describe the reality and expectations of entrepreneurs linked to tourist activities, as well as to highlight any potential generated by the construction of Cristo Protector. Data collection was carried out through descriptive, qualitative research, based on structured and semi-structured interviews, field observations and photographic surveys. To this end, entrepreneurs from the gastronomy, hospitality and entertainment sectors in the municipality of Encantado were heard. As a result, we have the opening of more than three hundred new CNPJs, in the areas of industry, commerce and services, thus generating countless job vacancies. But the lack of specialized labor is something that worries investors, as they need to import workers from other regions of the State or the Country. Thus, it is clear that the Cristo Protector, over the years, will play an important role in the development of tourism in the municipality of Encantado, although it will bring challenges to municipal public management. Schools, kindergartens, public transport services, urban mobility, health care, security, will be some of these challenges. Even though the monument is not fully ready, it has been causing changes in the lives of residents, both in nearby areas and in the community as a whole. Throughout this work, relevant questions will be addressed in order to understand a little more about the dynamics of the work, and the changes that it has been causing in Encantado
INJECTABLE HYBRID SYSTEM FOR STRONTIUM LOCAL DELIVERY TO PROMOTE BONE REGENERATION
In bone tissue regeneration strategies, injectable bone substitutes are very attractive since they can
be applied with minimally invasive surgical procedures and can perfectly fill irregular defects created
in cases of trauma, infection or tumor resection. These materials must combine adequate mechanical
properties with the ability to induce new bone formation. Incorporating strontium (Sr) in bone
substitute biomaterials may be a strategy to achieve high Sr concentrations, not in a systemic but in
a local environment, taking advantage of the osteoanabolic and anti-osteoclastic activity of Sr, for
the enhancement of new bone formation. In this context, the aim of the present work was to
evaluate the response of a Sr-hybrid injectable system for bone regeneration, designed by our
group, consisting of hydroxyapatite microspheres doped with Sr and an alginate vehicle crosslinked in
situ with Sr, in an in vivo scenario. Two different animal models were used, rat (Wistar) and sheep
(Merino Branco) critical sized bone defect. Non Sr-doped similar materials (Ca-hybrid) or empty
defects were used as control. Sr-hybrid system led to an increased bone formation in both center
and periphery of a rat critical sized defect compared to a non Sr–doped similar system, where new
bone formation was restricted to the periphery. Moreover newly formed bone was identified as early
as one week after its implantation in a sheep model. After eight weeks, the bone surrounded the
microspheres, both in the periphery and in the center of the defect. Most importantly, the hybrid
system provided a scaffold for cell migration and tissue ingrowth and offered structural support, as
observed in both models. The effective improvement of local bone formation suggests that this might
be a promising approach for bone regeneration, especially in osteoporotic conditions
O Campo Político em África: As relações de (inter)dependência entre Estado e Autoridades Tradicionais
A problemática das relações Estado-Autoridades Tradicionais, só a partir dos
anos 80 volta a ter a importância que teve, por exemplo, no período que mediou o fim
da 2ª Guerra Mundial e o início das independências africanas. Com efeito, nos anos 60 e 70, a problemática das relações Estado-Autoridades Tradicionais perdeu muita da sua antiga importância científica e o Estado passou a ser o centro de todas as
atenções analíticas, como o único e exclusivo factor político dos países africanos recém-independentes: vide, no quadro ideológico da época, o agente social e político de desenvolvimento e de “modernidade”
Do Conceito de Campo Político em África: contornos teóricos e exercícios empíricos
Os países africanos subsaarianos conheceram as usurpações de numerosas formações sociais e políticas globais, entre as quais o Estado-nação, no seu crescimento e no seu declínio, que representava apenas um entre numerosos casos, enquanto era simultaneamente arrastado para processos globais em vasta escala. Com efeito, a expansão de uma forma específica de Estado-nação, simultaneamente liberal e democrático, pelo menos na sua ideologia política manifesta, afectou igualmente a África subsaariana na última década, e conduziu em muitos lugares a relações políticas muito complexas entre o Estado e figuras de poder locais tais como as Autoridades Tradicionais. Deste modo, neste texto abordaremos uma questão de grande importância para a compreensão não só das dinâmicas políticas, mas, e sobretudo, das relações sociopolíticas tecidas na actualidade entre o Estado e as Autoridades Tradicionais: a dos fundamentos da legitimidade da dominação, bem como as competências e estratégias sociopolíticas, dos agentes políticos em questão. Nesta medida, o campo político é, por excelência, a plataforma analítica onde melhor se exprimem as legitimações e as suas pretensões à legitimidade reclamadas pelos agentes políticos em análise: Estado e Autoridades Tradicionais.Throughout their history, sub-Saharan African countries have experienced the (mis)appropriation of several global social and political arrangements, the Nation-State being one of those (both in its growth and its decline stages). The Nation-State represented no more than one in the midst of countless cases, whilst such arrangement was dragged into wide scale global processes. In the last decade, the widespread dissemination of one specific form of Nation-State (both liberal and democratic at once, at least in its manifest political ideology) shaped sub-Saharan Africa in an even way. Moreover, it led to very complex political relationships in a variety of locations between the State and local power figures, such as the Traditional Authorities. Therefore, in the following text a relevant issue will be approached in order to understand the political dynamics, but also – and for the most part – so as to understand the contemporary socio-political relations between the State and Traditional Authorities. Such theme encompasses the foundations of the legitimacy of domination, as well as the socio-political strategies and skills of the political agents in question. Accordingly, the political field is, par excellence, the analytical platform where such «legitimations» and «legitimacy claims» are best expressed by the political agents under analysis: the State and Traditional Authorities
