Este trabajo se desarroll? bajo un enfoque metodol?gico cualitativo y el tipo de investigaci?n es etnogr?fica, se utiliz? como instrumentos la observaci?n participante, registros fotogr?ficos, registro f?lmico y diario de campo. Los participantes fueron los educandos de la sede la estrella, a quienes por medio de la observaci?n se les pudo identificar una serie de problem?ticas a nivel social y acad?mico que generaban una desmotivaci?n por las matem?ticas y en especial por la multiplicaci?n por ende se determin? utilizar la l?dica para lograr generar una motivaci?n en el aprendizaje de la multiplicaci?n.This document corresponds to the degree work developed to obtain a specialist degree in education from the University of Tolima, which ran from the second half of 2015, to present at the headquarters of Star Educational institution ALTOZANO Township Ortega Tolima, the main objective is the implementation of playful as a methodological strategy in the learning process of multiplication of learners in elementary school, in order to generate a motivation in the learning process of multiplication. This work was developed under a qualitative methodological approach and research is ethnographic, was used as participant observation instruments, photographic records, film recording and field diary. Participants were students from the headquarters of the star, who through observation were able to identify a number of issues to social and academic level that generated a motivation for mathematics and especially multiplication therefore determined using the playful to achieve generate a motivation in learning multiplication. The impact of electoral administration on Brazil’s political system

En este artículo se describen los procedimientos y el desempeño del órgano de administración electoral de Brasil –TSE– después de su instalación definitiva en 1946, y la gestión de las elecciones antes de esa fecha. Este análisis pone de relieve el papel del TSE en la conciliación política durante períodos críticos, antes y después del golpe militar de 1964, durante la transición del régimen militar (1974-1985) y durante el período posterior a 1985. Los «perdedores» en las elecciones durante estas tres etapas nunca cuestionaron la legitimidad del sistema de gestión electoral. En varias ocasiones, el TSE implementó la modernización del proceso electoral para reducir la tutela sobre los votantes y mejorar la confianza en el sistema. Por último, desde 2002, el TSE viene practicando la «judicialización» de la política. _____________________________________________________________________________________ ABSTRACTThis article describes the operations and performance of Brazil’s election management organ –the TSE– after its definitive installation in 1946, and its management of elections before that date. This analysis highlights the TSE’s role in political conciliation during critical periods, before and after the military coup in 1964, during the transition from the military regime (1974-1985), and during the post-1985 period. The «losers» in elections in these three periods never contested the legitimacy of election system management. On several occasions, the TSE implemented modernization of the election process to reduce tutelage over voters and improve confidence in the system. Detection of Anomalies and Novelties in Time Series with Self-Organizing Networks

This paper introduces the DANTE project: Detection of Anomalies and Novelties in Time sEries with self-organizing networks. The goal of this project is to evaluate several self-organizing networks in the detection of anomalies/novelties in dynamic data patterns. For this purpose, we first describe three standard clustering-based approaches which uses well-known self-organizing neural architectures, such as the SOM and the Fuzzy ART algorithms, and then present a novel approach based on the Operator Map (OPM) network. The OPM is a generalization of the SOM where neurons are regarded as temporal filters for dynamic patters. The OPM is used to build local adaptive filters for a given nonstationary time series. Non-parametric confidence intervals are then computed for the residuals of the local models and used as decision thresholds for detecting novelties/anomalies. Computer simulations are carried out to compare the performances of the aforementioned algorithms

In the present essay, we propose a reconversion of the look, suggesting an understanding of the practice of graffiti less as an agent of degradation and insecurity and more as a communication entity. This being a manifestation of erratic and itinerant power, capable of exposing slits of the social normalized and regulated, we propose that the analysis of such phenomenon allows a greater understanding not only on the graffiti itself, but also on the city.No presente ensaio, propomos uma reconversão do olhar, sugerindo a compreensão da prática do graffiti menos enquanto agente da degradação e insegurança e mais como entidade de comunicação. Sendo esta uma manifestação de potência errática e itinerante, capaz de expor fendas do social normatizado e regulado, propomos que a análise de tal fenômeno oportuniza uma maior compreensão não só sobre o próprio graffiti, mas também sobre a cidade

Supporting hydrogen based transportation: case studies with Global MARKAL Model

Steadily growing prices of oil and emissions coming from conventional vehicles, might force a switch to an alternative and less polluting fuel in the coming future. In this article we analyze the potential influence of selected factors for successful market penetration of hydrogen fuel cell vehicles in hydrogen based private transportation economy. Using a world scale, full energy system, bottom-up, optimization model (Global MARKAL Model—GMM) we address the possibility of supporting the fuel cell vehicle technology to become competitive in the markets. In a series of optimizations we evaluate the potential influence of governmental supports and the internalization of externalities related to CO2 and local pollution emissions originating from the transportation sector, as well as preferential crediting options and demonstration projects promoting fuel cell vehicles. The results suggest that the crucial element is the price of fuel cells and their further potential to reduce costs. This reduction of costs may be triggered by governmental support such as direct subsidies to fuel cells, preferential crediting options for the buildup of hydrogen infrastructure as well as penalization of emitters of CO2 and/or local pollutant

Combining policy instruments for sustainable energy systems: An assessment with the GMM model

An assessment of the impact of an illustrative portfolio of policy instruments that address different sustainability concerns in the global energy system in areas of climate change, air pollution and introduction of renewable-energy resources is conducted. The effects of a policy set containing three instruments, implemented either individually or in combination, were examined. The policy instruments under examination in this work include: Cap-and-Trade policies imposing a CO2 emission reduction target on the global energy system, a renewable portfolio standard that forces a minimum share of renewable electricity generation, and the internalisation of external costs of power generation associated with local pollution. Implementation of these policy instruments significantly changes the structure and environmental performance of the energy sector, and particularly the structure of the electric-generation sector. The positive effects are amplified when the policy instruments are simultaneously applied, illustrating the potential for synergies between these energy-policy domains. A tese adota como premissa a falta de incentivos dos eleitores de buscarem informações a respeito dos candidatos à sua disposição. Eles tendem a permanecer em um estado inercial, superado apenas pelas campanhas políticas. A capacidade assimétrica dos candidatos promoverem campanhas é o ponto principal em torno do qual a dinâmica da escolha de representantes no Distrito Federal gira. Em um ambiente em que as condições de aparição são limitadas e o custo das campanhas é quase inteiramente deixado à cargo dos candidatos, mais importante de “o quê” propriamente se diz em campanha, é o “quanto” se diz. ____________________________________________________________________________ ABSTRACTThis paper investigates the reasons of the vote for district deputy. Inspección lumínica en el primer piso del bloque E de la Universidad Tecnológica de Pereira

Este trabajo tiene como objetivo principal realizar la inspección lumínica del piso 1 del Bloque de Ingeniería Eléctrica de la Universidad Tecnológica de Pereira, con el fin de detectar las posibles deficiencias que existan en los niveles de iluminación, y que puedan poner en riesgo la salud visual de las personas que allí realizan sus actividades de aprendizaje o enseñanza, de tal modo que se pueda determinar si estos niveles de iluminación se encuentran en el rango requerido para llevar a cabo dichas actividades sin que se pueda afectar el rendimiento de los estudiantes o el normal desempeño de las funciones administrativas que allí se desarrollen diariamente. En la realización de la inspección lumínica se tiene en cuenta lo exigido en el Reglamento Técnico de Iluminación y Alumbrado Público RETILAP. La medición de los niveles de iluminación promedio de cada una de las áreas de la institución se realizó con base a las técnicas exigidas por el RETILAP para las diferentes configuraciones de luminarias en áreas regulares. Además de simular el nivel de iluminación de cada una de estas áreas, con el estado actual del sistema de iluminación. La herramienta utilizada para la simulación es el software de diseño DIALux
