    Does there exist a Steiner Triple System on v points, whose blocks can be partitioned into partial parallel classes of size m, where m ≤ [v⁄3], m | b and b is the number of blocks of the STS(v)? We give the answer for 9 ≤ v ≤ 43. We also show that whenever 2|b, v ≡ 3 (mod 6) we can find an STS(v) whose blocks can be partitioned into partial parallel classes of size 2, and whenever 4|b , v ≡ 3 (mod 6), there exists an STS(v) whose blocks can be partitioned into partial parallel classes of size 4

    The fiscal policy and economic growth of Kosovo: An econometrical analysis

    The fiscal policy plays a crucial role in a country's economic growth and development. The main aim of this paper is to analyze the fiscal policy in general and to estimate the impact of direct and indirect taxes on economic growth in particular in case of Kosovo. To achieve the main aim of this paper a broadly national and international literature is reviewed and discussed thus the Pearson Correlation and Ordinary Least Square (OLS) regression model have been modified and adapted to estimate the relationship and the impact of direct and indirect taxes on economic growth in Kosovo. The data used is secondary data taken from the Tax Administration of Kosovo, the Ministry of Finance and the Kosovo Agency of Statistics. For model estimation the IBM SPSS program is used. This study concludes that budget revenues from direct and indirect taxes mark an increasing and positive trend in case of Kosovo. Based on the Pearson Correlations we conclude that direct taxes are strongly and positively correlated to Gross Domestic Product however the results of OLS regression in our circumstances show no significance of the independent variables that means that direct and indirect taxes have no impact on economic growth of Kosovo. The paper comes with some key conclusions and further recommendations

    The evaluation of the effects of steroid treatment on the tumor and peritumoral edema by DWI and MR spectroscopy in brain tumors

    Objective To investigate the effects of dexamethasone on brain tumor and peritumoral edema by different sequences of magnetic resonance imaging (MRI). Materials and methods MRI was performed in 28 patients with brain tumor. Patients were divided into the 3 groups based on the histological diagnosis; Group I: high-grade glial tumor, Group II: low-grade glial tumor, and Group III: brain metastasis. The measurements of peritumoral edema volume and apparent diffusion coefficient (ADC) values were performed while the peak areas of cerebral metabolites were measured by spectroscopy in groups I and II. The changes in edema volumes, ADC values and cholin/creatine peak areas were compared. Results The volume of peritumoral edema was decreased in groups I and II, but increased in group III after dexamethasone treatment. These changes were not statistically significant for 3 groups. ADC value was decreased in group I and increased in groups II and III. Changes in ADC values were statistically significant. Cholin/creatine peak areas were decreased after dexamethasone in groups I and II, but these changes were also not significant. Conclusion Dexamethasone has no significant effect on the volume of peritumoral edema in glial tumor and metastasis. Moreover, dexamethasone increases the fluid movements in low grade gliomas and metastases, decreases in high grade gliomas. However, more comprehensive clinical studies are needed to show the effects of dexamethasone on brain tumors and peritumoral edema

    Characteristics of farming systems in Albania

    This report is based on information collected from a face-to-face survey of more than 1 000 farmers from three regions of Albania (namely Berat, Elbasan and Lezhë To identify a representative sample of Albanian farming systems, a three-step sample design was used. A group of 11 variables dealing with the socio-economic characteristics of farms was selected to build up the farming system typology. Two typologies are used: one for the whole sample (three regions) and a second one for each region. The differences between the two typologies are considered to be a proxy indicator of different characteristics of farming systems in each region. The farm types identified are (1) poly-culture, mainly for the market; (2) leisure farms; (3) arable crops; (4) fruit trees; (5) self-sufficient; and (6) livestock. The farm typology is slightly different for the regions of Berat and Lezhë. The farm types’ strategies are constructed according to the land, infrastructure facilities and the investment availability of farms. Non-agricultural incomes (remittances, income from the construction, trade, pensions, etc.) appear to provide an important economic support for the farm household. Farming structures in rural areas are characterised by the use of more labour and lower inputs. The farm types that tend to specialise in one activity are not always those that make the best use of labour and land. Farming does not provide enough income to repay the work put in at the official minimum wage level. Non-agricultural work is better paid. Albanian farms provide at least a minimal income that is enough to keep the household members above the threshold of extreme poverty. The farm types that base their incomes on agricultural activities are poorer than those that base their income on non-agricultural activities. Income structures and the low incomes generated by work in agriculture suggests that rural migration towards urban areas and abroad is a phenomenon that will persist into the future.JRC.J.4-Agriculture and Life Sciences in the Econom

    Balkans' Asteraceae Species as a Source of Biologically Active Compounds for the Pharmaceutical and Food Industry

    Herbal drugs are a useful source of different bioactive compounds. Asteraceae species, as the most widespread vascular plants, can be used both as food and as medicine due to the great diversity of recorded chemical components - different phenolic compounds, terpenes, carotenoids, vitamins, alkaloids, etc. The Balkan Peninsula is characterized by great diversity of plants from Asteraceae family, including presence of rare and endemic species. In this review, results of the survey of chemical composition and biological activity, mainly focusing on antioxidant, antimicrobial and anticancer effects of selected Balkans' Asteraceae species were provided.     Differential modulation of excitatory and inhibitory neurons during periodic stimulation

    Non-invasive transcranial neuronal stimulation, in addition to deep brain stimulation, is seen as a promising therapeutic and diagnostic approach for an increasing number of neurological diseases such as epilepsy, cluster headaches, depression, specific type of blindness, and other central nervous system disfunctions. Improving its effectiveness and widening its range of use may strongly rely on development of proper stimulation protocols that are tailored to specific brain circuits and that are based on a deep knowledge of different neuron types response to stimulation. To this aim, we have performed a simulation study on the behavior of excitatory and inhibitory neurons subject to sinusoidal stimulation. Due to the intrinsic difference in membrane conductance properties of excitatory and inhibitory neurons, we show that their firing is differentially modulated by the wave parameters. We analyzed the behavior of the two neuronal types for a broad range of stimulus frequency and amplitude and demonstrated that, within a small-world network prototype, parameters tuning allow for a selective enhancement or suppression of the excitation/inhibition ratio

    Prognostic factors for recovery following acute lateral ankle ligament sprain: a systematic review.

    BACKGROUND: One-third of individuals who sustain an acute lateral ankle ligament sprain suffer significant disability due to pain, functional instability, mechanical instability or recurrent sprain after recovery plateaus at 1 to 5 years post injury. The identification of early prognostic factors associated with poor recovery may provide an opportunity for early-targeted intervention and improve outcome. METHODS: We performed a comprehensive search of AMED, EMBASE, Psych Info, CINAHL, SportDiscus, PubMed, CENTRAL, PEDro, OpenGrey, abstracts and conference proceedings from inception to September 2016. Prospective studies investigating the association between baseline prognostic factors and recovery over time were included. Two independent assessors performed the study selection, data extraction and quality assessment of the studies. A narrative synthesis is presented due to inability to meta-analyse results due to clinical and statistical heterogeneity. RESULTS: The search strategy yielded 3396 titles/abstracts after duplicates were removed. Thirty-six full text articles were then assessed, nine of which met the study inclusion criteria. Six were prospective cohorts, and three were secondary analyses of randomised controlled trials. Results are presented for nine studies that presented baseline prognostic factors for recovery after an acute ankle sprain. Age, female gender, swelling, restricted range of motion, limited weight bearing ability, pain (at the medial joint line and on weight-bearing dorsi-flexion at 4 weeks, and pain at rest at 3 months), higher injury severity rating, palpation/stress score, non-inversion mechanism injury, lower self-reported recovery, re-sprain within 3 months, MRI determined number of sprained ligaments, severity and bone bruise were found to be independent predictors of poor recovery. Age was one prognostic factor that demonstrated a consistent association with outcome in three studies, however cautious interpretation is advised. CONCLUSIONS: The associations between prognostic factors and poor recovery after an acute lateral ankle sprain are largely inconclusive. At present, there is insufficient evidence to recommend any factor as an independent predictor of outcome. There is a need for well-conducted prospective cohort studies with adequate sample size and long-term follow-up to provide robust evidence on prognostic factors of recovery following an acute lateral ankle sprain.
