    Evaluation of the first GOCE static gravity field models using terrestrial gravity, vertical deflections and EGM2008 quasigeoid heights

    Recently, four global geopotential models (GGMs) were computed and released based on the first two months of data collected by the GOCE (Gravity field and steady-state Ocean Circulation Explorer) dedicated satellite gravity field mission. Given that GOCE is a technologically complex mission and different processing strategies were applied to real space-collected GOCE data for the first time, evaluation of the new models is an important aspect. As a first assessment strategy, we use terrestrial gravity data over Switzerland and Australia and astrogeodetic vertical deflections over Europe and Australia as ground-truth data sets for GOCE model evaluation. We apply a spectral enhancement method (SEM) to the truncated GOCE GGMs to make their spectral content more comparable with the terrestrial data. The SEM utilises the high-degree bands of EGM2008 and residual terrain model (RTM) data as a data source to widely bridge the spectral gap between the satellite and terrestrial data. Analysis of RMS (root mean square) errors is carried out as a function of (i) the GOCE GGM expansion degree and (ii) the four different GOCE GGMs. The RMS curves are also compared against those from EGM2008 and GRACE-based GGMs.As a second assessment strategy, we compare global grids of GOCE GGM and EGM2008 quasigeoid heights. In connection with EGM2008 error estimates, this allows location of regions where GOCE is likely to deliver improved knowledge on the Earth’s gravity field. Our ground truth data sets, together with the EGM2008 quasigeoid comparisons, signal clear improvements in the spectral band ~160-165 to ~180-185 in terms of spherical harmonic degrees for the GOCE-based GGMs, fairly independently of the individual GOCE model used. The results from both assessments together provide strong evidence that the first two months of GOCE observations improve the knowledge of the Earth’s static gravity field at spatial scales between ~125 and ~110 km, particularly over parts of Asia, Africa, South America and Antarctica, in comparison to the pre-GOCE-era

    Height Systems and Vertical Datums: a Review in the Australian Context

    This paper reviews (without equations) the various definitions of height systems and vertical geodetic datum surfaces, together with their practical realisation for users in Australia. Excluding geopotential numbers, a height system is a one-dimensional coordinate system used to express the metric distance (height) of a point from some reference surface. Its definition varies according to the reference surface chosen and the path along which the height is measured. A vertical geodetic datum is the practical realisation of a height system and its reference surface for users, nominally tied to mean sea level. In Australia, the normal-orthometric height system is used, which is embedded in the Australian Height Datum (AHD). The AHD was realised by the adjustment of ~195,000 km of spirit-levelling observations fixed to limited-term observations of mean sea level at multiple tide-gauges. The paper ends by giving some explanation of the problems with the AHD and of the differences between the AHD and the national geoid model, pointing out that it is preferable to recompute the AHD

    Targeted messages on TV screens in remote Indigenous communities

    This paper describes a research project to enhance the viability of remote Indigenous communities through culturally-appropriate use of information and communications technologies (ICT). The project investigated the use of community rebroadcast TV infrastructure for new low cost communications services. A key part of the project was establishment of trusting relationships with the Ngaanyatjaara Lands communities of Irrunytju and Kanpa. Community members,administrative staff, and external service providers were involved in investigations into current communication problems and potential solutions. A working prototype of a messaging system using satellite broadcasting infrastructure to send multimedia messages to TV sets within remote communities was developed and evaluated. Such a system could be used by government agencies or remote communities themselves to deliver messages about visitors to the community (e.g.health workers), emergencies (e.g. bushfire); cultural business, sporting events, etc. The expected outcomes of such a system are increased social capital within the region, developed through more efficient and effective communication, leading to enhanced viability and sustainability of remote communities

    The effect of EGM2008-based normal, normal-orthometric and Helmert orthometric height systems on the Australian levelling network

    This paper investigates the normal-orthometric correction used in the definition of the Australian Height Datum, and also computes and evaluates normal and Helmert orthometric corrections for the Australian National Levelling Network (ANLN). Testing these corrections in Australia is important to establish which height system is most appropriate for any new Australian vertical datum. An approximate approach to assigning gravity values to ANLN benchmarks (BMs) is used, where the EGM2008-modelled gravity field is used to "re-construct" observed gravity at the BMs. Network loop closures (for first- and second-order levelling) indicate reduced misclosures for all height corrections considered, particularly in the mountainous regions of south eastern Australia. Differences between Helmert orthometric and normal-orthometric heights reach 44 cm in the Australian Alps, and differences between Helmert orthometric and normal heights are about 26 cm in the same region. Normal orthometric heights differ from normal heights by up to 18 cm in mountainous regions >2,000 m. This indicates that the quasigeoid is not compatible with normal-orthometric heights in Australia

    The apparent British sea slope is caused by systematic errors in the levelling-based vertical datum

    The spirit-levelling–based British vertical datum (Ordnance Datum Newlyn) implies a south–north apparent slope in mean sea level of up to 53 mm deg–1 latitude, due to the datum falling on heading northwards. Although this apparent slope has been investigated since the 1960s, explanations of its origin have remained inconclusive. It has also been suggested that, rather than a slope, the British vertical datum includes a step of about 240 mm affecting all sites north of about 53°N. In either case, the British vertical datum may be of limited use for any study requiring accurate heights or changes in heights, such as testing geoid models, groundwater and hydrocarbon extraction, the calibration and validation of satellite-based digital terrain models, and the unification of vertical datums internationally. Within the last decade, however, based on an apparent reduction in the slope to only −12 mm deg–1 latitude with respect to recent geoid models, it has been claimed that the British vertical datum does provide a physically meaningful surface for use in scientific applications.In this paper, we reinvestigate the presence of apparent south–north sea slopes around Britain and reported slopes in the vertical datum, using the EGM2008 global gravitational model, together with mean sea level and GPS data from British tide gauges, GPS ellipsoidal heights of 178 fundamental benchmarks across mainland Britain, and vertical deflection observations at 192 stations. We demonstrate a south–north slope in the British vertical datum of −(20–25) mm deg–1 latitude with respect to both mean sea level (corrected for the ocean's mean dynamic topography and the inverse barometer response to atmospheric pressure loading) and the EGM2008 quasigeoid model, while EGM2008 is shown to exhibit a negligible slope of (2 ± 4) mm deg–1 with respect to mean sea level. It is clear, therefore, that the slope can only arise from systematic errors in the levelling, although we are unable to isolate their exact origin. Using an offset detection method based on a penalized likelihood maximization using the Schwarz Information Criterion, we do not detect a step in the vertical datum affecting all sites north of 53°N, but do identify regional distortions that we attribute to the inhomogeneity in both the levelling data used and the least squares adjustment procedures used to realize the datum. We conclude that the British vertical datum remains unsuitable for scientific purposes

    Paradoxical evidence on ethnic inequities in child welfare: towards a research agenda

    This paper aims to compare developments in theory and evidence about ethnic disparities in the USA with findings from the Child Welfare Inequalities Project in England with a view to identifying key issues for a future research agenda. It has a particular focus on the relevance of the concept of the Hispanic Paradox for disparate intervention rates between ethnic populations in England. Three key theoretical dimensions for explaining such disparities are identified and outlined: artefactual, demand and supply factors. Findings from the study in England are then introduced to explore the relevance of these dimensions in a data set of over 14,000 individual children who were either on child protection plans (with substantiated child abuse or neglect) or who were ‘looked after children: in out-of-home care, at the 31st March 2015. While some ethnic populations were experiencing much more difficult average socio-economic circumstances (SEC) than others (using deprivation scores for small neighbourhoods as a proxy measure of family SEC), such factors were only a partial explanation for differential intervention rates between ethnic groups. Overall, large differences in intervention rates were found between ethnic categories and sub-categories which also confounded simply attributing disparities to either cultural differences, such as family patterns, or to individual or institutionalised discrimination. The potential for cost saving if intervention rates could match those ethnic groups with the lowest levels of service use would be considerable. More research is needed to ensure that data is comprehensive, reliable and valid, that there is better understanding of how socio-economic factors affect service demand and what characteristics of different ethnic populations and different approaches to service provision contribute to differential intervention rates. Key elements of such a research agenda are identified

    Incidence, impact, and predictors of cranial nerve palsy and haematoma following carotid endarterectomy in the international carotid stenting study.

    OBJECTIVE: Cranial nerve palsy (CNP) and neck haematoma are complications of carotid endarterectomy (CEA). The effects of patient factors and surgical technique were analysed on the risk, and impact on disability, of CNP or haematoma in the surgical arm of the International Carotid Stenting Study (ICSS), a randomized controlled clinical trial of stenting versus CEA in patients with symptomatic carotid stenosis. MATERIALS AND METHODS: A per-protocol analysis of early outcome in patients receiving CEA in ICSS is reported. Haematoma was defined by the surgeon. CNP was confirmed by an independent neurologist. Factors associated with the risk of CNP and haematoma were investigated in a binomial regression analysis. RESULTS: Of the patients undergoing CEA, 45/821 (5.5%) developed CNP, one of which was disabling (modified Rankin score = 3 at 1 month). Twenty-eight (3.4%) developed severe haematoma. Twelve patients with haematoma also had CNP, a significant association (p 14 days (RR 3.33, 95% CI 1.05 to 10.57). The risk of haematoma was increased in women, by the prescription of anticoagulant drugs pre-procedure and in patients with atrial fibrillation, and was decreased in patients in whom a shunt was used and in those with a higher baseline cholesterol level. CONCLUSIONS: CNP remains relatively common after CEA, but is rarely disabling. Women should be warned about an increased risk. Attention to haemostasis might reduce the incidence of CNP.     Rapid generation of chromosome-specific alphoid DNA probes using the polymerase chain reaction

    Non-isotopic in situ hybridization of chromosome-specific alphoid DNA probes has become a potent tool in the study of numerical aberrations of specific human chromosomes at all stages of the cell cycle. In this paper, we describe approaches for the rapid generation of such probes using the polymerase chain reaction (PCR), and demonstrate their chromosome specificity by fluorescence in situ hybridization to normal human metaphase spreads and interphase nuclei. Oligonucleotide primers for conserved regions of the alpha satellite monomer were used to generate chromosome-specific DNA probes from somatic hybrid cells containing various human chromosomes, and from DNA libraries from sorted human chromosomes. Oligonucleotide primers for chromosome-specific regions of the alpha satellite monomer were used to generate specific DNA probes for the pericentromeric heterochromatin of human chromosomes 1, 6, 7, 17 and X directly from human genomic DNA

    The Metropolis and Evangelical Life: Coherence and Fragmentation in the ‘Lost City of London’

    This article examines the interplay of different processes of cultural and subjective fragmentation experienced by conservative evangelical Anglicans, based on an ethnographic study of a congregation in central London. The author focuses on the evangelistic speaking practices of members of this church to explore how individuals negotiate contradictory norms of interaction as they move through different city spaces, and considers their response to tensions created by the demands of their workplace and their religious lives. Drawing on Georg Simmel’s ‘The Metropolis and Mental Life’, the author argues that their faith provides a sense of coherence and unity that responds to experiences of cultural fragmentation characteristic of everyday life in the city, while simultaneously leading to a specific consciousness of moral fragmentation that is inherent to conservative evangelicalism

    ‘‘You try to keep a brave face on but inside you are in bits’’: Grandparent experiences of engaging with professionals in Children’s Services

    This article presents findings from an evaluation conducted in 2012, of the advice and advocacy service provided by the charity Family Rights Group for families involved with children’s services. It specifically focuses on the experiences of grandparents and explores accounts from grandparents who were either in the process of seeking care of their grandchildren or were already caring for grandchildren but without formal support or recognition. The findings suggest that there is a need to pay greater attention to the fears of such grandparents about children’s services in a context where there appears to be a policy preference for adoption. Also evident is a paradox at the heart of contemporary social work practices towards grandparents. While some felt dismissed and marginalized very quickly by social workers and imaginative approaches to care possibilities did not appear to be pursued, others were carrying enormous burdens of care often for very long periods of time without either financial support or legal recognition. To strengthen the care options for children and respect the ethic of care that is clearly to be observed operating in grandparenting practices, it is suggested that a more thorough interrogation of the multiple and often highly contradictory meanings attached to family is required on the part of social workers
