    A framework for documenting and analyzing life-cycle costs using a simple network based representation

    The introduction of high reliability systems combined with new ways of operating complex systems, particularly in aircraft design and operation has received much attention in recent years. Some systems are now being introduced into service, however, justifying such systems on a financial basis is difficult and may act to limit the rate of introduction on new products. Conventional life cycle costing based on a hierarchical cost breakdown structure is poor at recording and analysing the cost implications of introducing new technologies that have effects that span more than one phase in the life cycle. There is a risk that too much emphasis is put on ‘faith’ that a candidate technology will reduce cost because the cost analysis methods lack descriptive and analytical power. We describe an approach to representing the costs associated with introducing new technologies and evaluating their total cost. Our aim was to facilitate the comparison of different technological choices in new product development, with a particular interest in how the perceived benefits of enhanced reliability systems can be shown in a way that is inclusive, objective and easy to understand

    Concerns With Content-Based Instruction (Cbi) In Asian Efl Contexts

    With the considerable amount of interest in content-based instruction (CBI) over the past decade, inevitably, CBI has found its way into Asian EFL contexts. This is largely due in part to its ‘success’ in ESL environments and its global attraction as a mode of language education for the world. Yet, in Asia, a number of significant concerns with CBI have repeatedly failed to attract much attention. These primarily relate to EFL students, EFL teachers, concept learning, and the research ‘supporting’ content-based instruction as it pertains to the negative implications of downplaying the importance of conventional language teaching. Consequently, this paper looks to examine these issues in the hopes of raising awareness of the disadvantages of using CBI in Asian EFL environments, and how it can inevitably prove problematic in such contexts

    Generic approach for deriving reliability and maintenance requirements through consideration of in-context customer objectives

    Not all implementations of reliability are equally effective at providing customer and user benefit. Random system failure with no prior warning or failure accommodation will have an immediate, usually adverse impact on operation. Nevertheless, this approach to reliability, implicit in measurements such as ‘failure rate’ and ‘MTBF’, is widely assumed without consideration of potential benefits of pro-active maintenance. Similarly, it is easy to assume that improved maintainability is always a good thing. However, maintainability is only one option available to reduce cost of ownership and reduce the impact of failure. This paper discusses a process for deriving optimised reliability and maintenance requirements through consideration of in-context customer objectives rather than a product in isolation

    Home-school collaboration : an effective intervention for facilitating homework completion?

    This paper contains a review of literature on the utilization of home school collaboration as an intervention tool to improve the existing low homework completion rates of many students in our school systems. Due to the fact that homework is one of the most longstanding educational traditions, provides a natural link between the home and the school, and has been implicated as a tool for increasing overall rates of academic achievement, it is important to investigate past and present instruments and modes of assistance that involve both the home and school contexts in a shared partnership. There are a large variety of heterogeneous families and home environments throughout the nation in which our schools and school personnel interact with on a daily basis. This diversity creates an imperfect fit for any one sole intervention for all families. Therefore, this paper attempts to explore a wide variety of home school interventions that can be refined, altered, and applied to schoolchildren of all ages. Furthermore, in this paper, definitions of homework as well as its historical purpose in society will be touched upon. Theories, beliefs, and assumptions about homework are also considered. Finally, definitions of home school collaboration and a variety of prior home school interventions that have been employed in practice are described and assessed for their usefulness, practicality, and deficiencies

    Can a supported self-management program for COPD upon hospital discharge reduce readmissions? A randomized controlled trial

    Introduction: Patients with COPD experience exacerbations that may require hospitalization. Patients do not always feel supported upon discharge and frequently get readmitted. A Self-management Program of Activity, Coping, and Education for COPD (SPACE for COPD), a brief self-management program, may help address this issue. Objective: To investigate if SPACE for COPD employed upon hospital discharge would reduce readmission rates at 3 months, compared with usual care. Methods: This is a prospective, single-blinded, two-center trial (ISRCTN84599369) with participants admitted for an exacerbation, randomized to usual care or SPACE for COPD. Measures, including health-related quality of life and exercise capacity, were taken at baseline (hospital discharge) and at 3 months. The primary outcome measure was respiratory readmission at 3 months. Results: Seventy-eight patients were recruited (n=39 to both groups). No differences were found in readmission rates or mortality at 3 months between the groups. Ten control patients were readmitted within 30 days compared to five patients in the intervention group (P>0.05). Both groups significantly improved their exercise tolerance and Chronic Respiratory Questionnaire (CRQ-SR) results, with between-group differences approaching statistical significance for CRQ-dyspnea and CRQ-emotion, in favor of the intervention. The “Ready for Home” survey revealed that patients receiving the intervention reported feeling better able to arrange their life to cope with COPD, knew when to seek help about feeling unwell, and more often took their medications as prescribed, compared to usual care (P<0.05). Conclusion: SPACE for COPD did not reduce readmission rates at 3 months above that of usual care. However, encouraging results were seen in secondary outcomes for those receiving the intervention. Importantly, SPACE for COPD appears to be safe and may help prevent readmission with 30 days

    Near real-time input to a propagation model for nowcasting of HF communications with aircraft on polar routes

    There is a need for improved techniques for nowcasting and forecasting (over several hours) HF propagation at northerly latitudes to support airlines operating over the increasingly popular trans-polar routes. In this paper the assimilation of real-time measurements into a propagation model developed by the authors is described, including ionosonde measurements and Total Electron Content (TEC) measurements to define the main parameters of the ionosphere. The effects of D-region absorption in the polar cap and auroral regions are integrated with the model through satellite measurements of the flux of energetic solar protons (>1 MeV) and the X-ray flux in the 0.1-0.8 nm band, and ground-based magnetometer measurements which form the Kp and Dst indices of geomagnetic activity. The model incorporates various features (e.g. convecting patches of enhanced plasma density) of the polar ionosphere that are, in particular, responsible for off-great circle propagation and lead to propagation at times and frequencies not expected from on-great circle propagation alone. The model development is supported by the collection of HF propagation measurements over several paths within the polar cap, crossing the auroral oval, and along the mid-latitude trough

    Physiological and metabolic characteristics of elite tug of war athletes

    Objective—To determine the aerobic power ([Image: see text] O(2)MAX), body composition, strength, muscular power, flexibility, and biochemical profile of an elite international squad of tug of war athletes. Methods—Sixteen male competitors (mean (SEM) age 34 (2) years) were evaluated in a laboratory. For comparative purposes, data were analysed relative to normative data for our centre and to a group of 20 rugby forwards from the Irish international squad. Results—The tug of war participants were lighter (83.6 (3.0) v 104.4 (1.8) kg, p<0.0001) and had less lean body mass (69.4 (2.1) v 86.2 (1.2) kg) than the rugby players and had lower than normal body fat (16.7 (0.9)%); all values are mean (SEM). Aerobic power measured during a treadmill test was 55.8 (1.6) ml/kg/min for the tug of war participants compared with 51.1 (1.4) ml/kg/min for the rugby forwards (p<0.03). A composite measure of strength derived from (sum of dominant and non-dominant grip strength and back strength)/lean body mass yielded a strength/mass ratio that was 32% greater (p<0.0001) for the tug of war group than the rugby group. Dynamic leg power was lower for the tug of war group than the rugby forwards (4659.8 (151.6) v 6198.2 (105) W respectively; p<0.0001). Leg flexibility was 25.4 (2.0) cm for the tug of war group. Back flexibility was 28.6 (1.4) cm which was lower (p<0.02) than the rugby forwards 34.2 (1.5) cm. Whereas blood chemistry and haematology were normal, packed cell volume, haemoglobin concentration, and erythrocyte volume were lower in the tug of war group than in the rugby players (p<0.05). All three haematological measures correlated with muscle mass (packed cell volume, r(2) = 0.37, p<0.0001; haemoglobin concentration, r(2) = 0.13, p<0.05; erythrocyte volume, r(2) = 0.21, p<0.01). Conclusions—The data indicate that international level tug of war participants have excellent strength and above average endurance relative to body size, but have relatively low explosive leg power and back flexibility. The data provide reference standards for the sport and may be useful for monitoring and evaluating current and future participants.
