    Nonprofit Strategies for 1- to 4-Unit REO Properties: An Analytical Framework

    Real estate owned (REO) housing resulting from the recent foreclosure crisis threatens to destabilize low- and moderate-income neighborhoods across the country. Nonprofit organiza-tions seeking to redevelop these properties into affordable housing face weak market condi-tions and operate with limited resources and capacity. This study presents a framework through which nonprofits can analyze REO redevelopment opportunities for 1- to 4-unit properties within their communities. The paper specifies the conditions necessary for REO redevelopment and discusses how local market conditions, the geographic distribution and the physical characteristics of REOs, their ownership and legal status, internal organizational capacity, and public policies each affect nonprofit efforts to acquire, rehabilitate, sell and rent REO properties. Finally, this paper considers the unique difficulties of the current situation relative to past vacant-housing scenarios and concludes that many nonprofits may wish to pursue alternative, non-redevelopment strategies

    Hyper-Selective Plasmonic Color Filters

    The subwavelength mode volumes of plasmonic filters are well matched to the small size of state-of-the-art active pixels (~ 1 {\mu}m) in CMOS image sensor arrays used in portable electronic devices. Typical plasmonic filters exhibit broad (> 100 nm) transmission bandwidths. Dramatically reducing the peak width of filter transmission spectra would allow for the realization of CMOS hyperspectral imaging arrays, which demand the FWHM of transmission peaks to be less than 30 nm. We find that the design of 5 layer metal-insulator-metal-insulator-metal structures gives rise to multi-mode interference phenomena that suppresses spurious transmission features gives rise to a single narrow transmission band with FWHM as small as 17 nm. The transmission peaks of these multilayer slot-mode plasmonic filters (MSPFs) can be systematically varied throughout the visible and near infrared spectrum, so the same basic structure can serve as a filter over a large range of wavelengths.Comment: 18 pages, 7 figure

    Assets at risk:menstrual cycle variation in the envisioned formidability of a potential sexual assailant reveals a component of threat assessment

    Abstract Situations of potential agonistic conflict demand rapid and effective deci-sion-making. The process of threat assessment includes assessments of relative fighting capacity, assessments of the likelihood of attack, and assessments of the extent to which one′s assets are at risk. The dimensions of physical size and strength appear to serve as key parameters in a cognitive representation summarizing multiple constituents of threat assessment. Here, we examine the thesis that this same representation summa-rizes asset risk. The fitness costs of sexual assault are in part a function of conception risk, as pregnancy due to assault compromises female choice and imperils existing and subsequent male investment. Prior research indicates that women′s attitudes and behaviors vary systematically across the menstrual cycle in a manner that would have reduced the likelihood of sexual assault during periods of greatest fertility in ancestral women. If the envisioned size and strength of a potential antagonist is used to represent asset risk, and if the threat that sexual assault poses to a woman′s reproductive assets is in part a product of her fertility, then the conceptualized size and strength of a potential sexual assailant should be a function of conception risk.
