    Solar Particle Induced Upsets in the TDRS-1 Attitude Control System RAM During the October 1989 Solar Particle Events

    The three large solar particle events, beginning on October 19, 1989 and lasting approximately six days, were characterized by high fluences of solar protons and heavy ions at 1 AU. During these events, an abnormally large number of upsets (243) were observed in the random access memory of the attitude control system (ACS) control processing electronics (CPE) on-board the geosynchronous TDRS-1 (Telemetry and Data Relay Satellite). The RAM unit affected was composed of eight Fairchild 93L422 memory chips. The Galileo spacecraft, launched on October 18, 1989 (one day prior to the solar particle events) observed the fluxes of heavy ions experienced by TDRS-1. Two solid-state detector telescopes on-board Galileo designed to measure heavy ion species and energy, were turned on during time periods within each of the three separate events. The heavy ion data have been modeled and the time history of the events reconstructed to estimate heavy ion fluences. These fluences were converted to effective LET spectra after transport through the estimated shielding distribution around the TDRS-1 ACS system. The number of single event upsets (SEU) expected was calculated by integrating the measured cross section for the Fairchild 93L422 memory chip with average effective LET spectrum. The expected number of heavy ion induced SEUs calculated was 176. GOES-7 proton data, observed during the solar particle events, were used to estimate the number of proton-induced SEUs by integrating the proton fluence spectrum incident on the memory chips, with the two-parameter Bendel cross section for proton SEU's. The proton fluence spectrum at the device level was gotten by transporting the protons through the estimated shielding distribution. The number of calculated proton-induced SEU’s was 72, yielding a total of 248 predicted SEU’s, very close to the 243 observed SEU’s. These calculations uniquely demonstrate the roles that solar heavy ions and protons played in the production of SEU’s during the October 1989 solar particle events

    A satellite experiment, designed to measure potential charging of typical thermal control materials at near geosynchronous altitude, was flown as part of the SCATHA program. Direct observations of charging of typical satellite materials in a natural charging event ( 5 keV) are presented. The results show some features which differ significantly from previous laboratory simulations of the environment

    MeV magnetosheath ions energized at the bow shock

    A causal relationship between midlatitude magnetosheath energetic ions and bow shock magnetic geometry was previously established for ion energy up to 200 keV e−1 for the May 4, 1998, storm event. This study demonstrates that magnetosheath ions with energies above 200 keV up to 1 MeV simply extend the ion spectrum to form a power law tail. Results of cross-correlation analysis suggest that these ions also come directly from the quasi-parallel bow shock, not the magnetosphere. This is confirmed by a comparison of energetic ion fluxes simultaneously measured in the magnetosheath and at the quasi-parallel bow shock when both regions are likely connected by the magnetic field lines. We suggest that ions are accelerated at the quasi-parallel bow shock to energies as high as 1 MeV and subsequently transported into the magnetosheath during this event

    Simultaneous determination of natural and synthetic steroid estrogens and their conjugates in aqueous matrices by liquid chromatography / mass spectrometry

    An analytical method for the simultaneous determination of nine free and conjugated steroid estrogens was developed with application to environmental aqueous matrices. Solid phase extraction (SPE) was employed for isolation and concentration, with detection by liquid chromatography/mass spectrometry (LC/MS) using electrospray ionisation (ESI) in the negative mode. Method recoveries for various aqueous matrices (wastewater, lake and drinking water) were determined, recoveries proving to be sample dependent. When spiked at 50 ng/l concentrations in sewage influent, recoveries ranged from 62-89 % with relative standard deviations (RSD) < 8.1 %. In comparison, drinking water spiked at the same concentrations had recoveries between 82-100 % with an RSD < 5%. Ion suppression is a known phenomenon when using ESI; hence its impact on method recovery was elucidated for raw sewage. Both ion suppression from matrix interferences and the extraction procedure has bearing on the overall method recovery. Analysis of municipal raw sewage identified several of the analytes of interest at ng/l concentrations, estriol (E3) being the most abundant.     Observations are made on the occurrence and distribution of the red algal genus Hypoglossum KÜtzing (Delesseriaceae, Ceramiales) in the tropical western Atlantic. In addition to the type of the genus, H. hypoglossoides (Stackh.) Coll. & Herv., three other species are reported: H. anomalum sp. nov., H. involvens (Harv.) J. Ag., and H. tenuifolium (Harv.) J. Ag. A key is presented to distinguish these four species. The newly described species, H. anomalum, is like other species in the genus in that its branches arise endogenously from the primary axial row but it is unique in that the branches emerge from the parent blade at some point between the midline and the margin of the blade.     The Regulatory Gift: Politics, regulation and governance

    Abstract: This article introduces the ‘regulatory gift’ as a conceptual framework for understanding a particular form of government-led deregulation that is presented as central to the public interest. Contra to theories of regulatory capture, government corruption, ‘insider’ personal interest or profit-seeking theories of regulation, the regulatory gift describes reform which is overtly designed by Government to reduce or reorient regulators’ functions to the advantage of the regulated and in line with market objectives on a potentially macro (rather than industry-specific) scale. As a conceptual framework, the regulatory gift is intended to be applicable across regulated sectors of democratic states and in this article the empirical sections evidence the practice of regulatory gifting in contemporary UK politics. Specifically, this article analyses the UK Public Bodies Act (2011), affecting some 900 regulatory public bodies and its correlative legislation, the Regulator’s Code (2014), the Deregulation Act (2015) and the Enterprise Bill (2016). The article concludes that whilst the regulatory gift may, in some cases, be aligned with the public interest - delivering on cost reduction, enhancing efficiency and stimulating innovation - this will not always be the case. As the case study of the regulatory body, the UK Human Fertilisation and Embryology Authority (HFEA) demonstrates, despite the explicit claims made by legislators, the regulatory gift has the potential to significantly undermine the public interest

    Latitude and lake size are important predictors of over-lake atmospheric stability: Atmospheric Stability Above Lakes

    Turbulent fluxes across the air‐water interface are integral to determining lake heat budgets, evaporation, and carbon emissions from lakes. The stability of the atmospheric boundary layer (ABL) influences the exchange of turbulent energy. We explore the differences in over‐lake ABL stability using data from 39 globally distributed lakes. The frequency of unstable ABL conditions varied between lakes from 71 to 100% of the time, with average air temperatures typically several degrees below the average lake surface temperature. This difference increased with decreasing latitude, resulting in a more frequently unstable ABL and a more efficient energy transfer to and from the atmosphere, toward the tropics. In addition, during summer the frequency of unstable ABL conditions decreased with increasing lake surface area. The dependency of ABL stability on latitude and lake size has implications for heat loss and carbon fluxes from lakes, the hydrologic cycle, and climate change effects

    Investigating urban land use effects on runoff by using the distributed large basin runoff model

    Urbanization is a growing trend world wide and presents many significant challenges in watershed planning. Distributed operational hydrology models can assist decision-makers in understanding the effects of land use and urban development policies on large watersheds, including runoff quantity and quality. The National Oceanic and Atmospheric Administration\u27s Great Lakes Environmental Research Laboratory (GLERL) has developed the Distributed Large Basin Runoff Model (DLBRM) as a large-scale model for the Great Lakes basin. This paper illustrates how the daily DLBRM may be used to model runoff impacts of urbanization. Urbanization trends within the Clinton watershed of Southeastern Michigan are discussed, including analysis of stationary stream flow trends of the watershed. Calibration issues regarding temporal parameter variability are also addressed followed by urbanization scenario simulations within the Clinton watershed. © 2007 ASCE
