Critical Success Factors (CSFs) for achieving sustainable social housing (SSH)
The overarching objective of social housing is to meet housing needs, particularly those of the vulnerable households – low and middle income earners. However, there is evidence to show that social housing is not adequately supported to achieve sustainable goals despite its significance for addressing the housing crisis. The aim of this study is to determine the Critical Success Factors (CSFs) for achieving Sustainable Social Housing (SSH) from economic, environmental and social perspectives for meeting housing needs. The document content analysis approach involving relevant literature resources was used for generating the success factors (SFs) for achieving SSH. Findings from this approach were refined before using them in preparing a questionnaire used to gather data from housing authorities (public) and private non-profit social housing organisations in England and they were asked to rank the criticality level of the identified success factors. The data gathered through the relevant documents and respondents were analysed respectively with NVivo and Statistical Package for Social Science (SPSS). Findings revealed some of the CSFs for achieving SSH for meeting housing needs as: adequate funding and provision, affordability, efficient economic planning, appropriate construction technology, environmental protection, use of environmental friendly materials, effective land use planning, appropriate design, security of lives and property, provision of social services and ensuring social cohesion. The paper recommends the use of efficient sustainable development (SD) strategies and legal and institutional frameworks for monitoring and evaluating the delivery of SSH. The Government must embark on effective housing programmes for ensuring adequate provision of social housing that is sustainable for meeting housing needs in the short and long-run. There is need for the Government to regularly provide financial supports to social housing providers and users for addressing the housing crisis
Mandated Resistance, Embodied Shame: The Material and Affective Contours of a TESOL Method
This article examines how a purportedly local, postcolonial reform effort to resist center‐based methods is resisted by the students and teachers it seeks to serve. In this context, rather than take center and periphery for granted, the author attempts a processual geography of method. Drawing on data from a 19‐month ethnography in the Indian state of Kerala, the author first traces the materials production process and reifications of resistance to argue that method produces centers. Specifically, privileged actors rearranged the terms of recognition from literacy to orality to resist supposedly structural, behaviorist pedagogies but in effect mandated resistance to locally available literacy resources. Then, foregrounding the quality of classroom life (Kumaravadivelu, 2006a) under reform conditions, the author witnesses diverse regimes of shame. Kumaravadivelu (2006b) distinguishes methods (“established methods conceptualized and constructed by experts”) from methodologies (“what practicing teachers actually do in the classroom” to achieve their teaching objectives, p. 84). Because the material and affective registers of classroom life emerged as crucial domains of experience, the author attempts an intersectional analysis that foregrounds the material (Block, 2015; Ramanathan, 2008) in conjunction with that of the affective (Motha & Lin, 2013). Ethnographic attention to the “schema of agents, levels, and processes” (Ricento & Hornberger, 1996, p. 408) entailed in the production and consumption of a method illuminates the multiple and complex ways in which marginality is engendered and lived
Infrastructure procurement capacity gaps in Nigeria public sector institutions
Purpose: The achievement of sustainable development goals is linked to the procurement of public infrastructure in a manner that meets key procurement objectives, such as sustainability, value-for-money, transparency and accountability. At the heart of achieving these procurement objectives and others is the capacity of public procurement institutions. Whereas previous reports have hinted that there are deficiencies in procurement capacity in Nigeria, insights regarding critical aspects of organisational capacity deficiencies among different tiers of government agencies is limited. This study investigates the critical gaps in the procurement capacity of state and local government agencies involved in the procurement of public infrastructure in Nigeria.Design/methodology/approach: The study employed a survey of public infrastructure procurement personnel which yielded 288 responses.Findings: Among 23 operationalised items that are related to organisational procurement capacity, none is perceived to be adequate by the procurement personnel. Additionally, among 14 procurement objectives only one is perceived as being attained to at least a high extent.Originality/value: The findings underscore the acuteness of organisational procurement capacity weaknesses among public procurement institutions within Nigeria’s governance structure. It is, thus, imperative for policy makers within state and local government to formulate, resource and implement procurement capacity building initiatives/programmes to address these deficiencies. Additionally, the organisational procurement capacity items operationalised in this study could serve as a useful blueprint for studying capacity deficiencies among public infrastructure procurement agencies in other developing countries, especially within sub-Saharan Africa where several countries have been implementing public procurement reforms
Seismic Forces in Ancillary Components Supported on Piers and Wharves
This paper presents a simple procedure to estimate seismic forces in ancillary components (secondary systems) supported on marine structures such as piers, wharves, and marine oil terminals (primary systems). Since many such marine structures can be idealized as single-degree-of-freedom (SDOF) systems, this study uses a simple linear-elastic model with two DOF, one representing the marine structure and the other representing the ancillary component. This study shows that acceleration at the base of the secondary system is approximately equal to spectral acceleration at the fundamental period of the primary system. It also proposes a formula, which is an improvement over current ASCE 7-10 recommendations, to estimate acceleration amplification in the secondary system due to its flexibility when mass and period ratios of the secondary and primary systems are known. The procedure in this paper is strictly applicable to marine structures for which primarily a single mode contributes to seismic response
The emerging dental workforce: why dentistry? A quantitative study of final year dental students' views on their professional career
<p>Abstract</p> <p>Background</p> <p>Dental graduates are joining a profession experiencing changes in systems of care, funding and skill mix. Research into the motivation and expectations of the emerging workforce is vital to inform professional and policy decisions. The objective of this research was to investigate final year dental students' perceived motivation for their choice of career in relation to sex, ethnicity and mode of entry.</p> <p>Methods</p> <p>Self-administered questionnaire survey of all final year dental students at King's College London. Data were entered into SPSS; statistical analysis included Chi Squared tests for linear association, multiple regression, factor analysis and logistic regression.</p> <p>Results</p> <p>A response of 90% (n = 126) was achieved. The majority were aged 23 years (59%), female (58%) and Asian (70%). One in 10 were mature students. Eighty per cent identified 11 or more 'important' or 'very important' influences, the most common of which were related to features of the job: 'regular working hours' (91%), 'degree leading to recognised job' (90%) and 'job security' (90%). There were significant differences in important influences by sex (males > females: 'able to run own business'; females > males: 'a desire to work with people'), ethnic group (Asians > white: 'wish to provide public service', 'influence of friends', 'desire to work in healthcare', having 'tried an alternative career/course' and 'work experience') and mode of entry (mature > early entry: 'a desire to work with people'). Multivariate analysis suggested 61% of the variation in influences is explained by five factors: the 'professional job' (31%), 'healthcare-people' (11%), 'academic-scientific' (8%), 'careers-advising' (6%), and 'family/friends' (6%). The single major influence on choice of career was a 'desire to work with people'; Indian students were twice as likely to report this as white or other ethnic groups.</p> <p>Conclusion</p> <p>Final year dental students report a wide range of important influences on their choice of dentistry, with variation by sex, ethnicity and mode of entry in relation to individual influences. Features of the 'professional job', followed by 'healthcare and people' were the most important underlying factors influencing choice of career.</p
A Review of the Global Literature on Dental Therapists
OBJECTIVE: Access to adequate oral health care is deficient in many parts of the world. Many countries are now using dental therapists to increase access, particularly for children. To inform the discussion on dental therapists in the workforce, particularly in the United States, the W.K. Kellogg Foundation funded a review of the global literature to identify as many documents as possible related to the practice of dental therapists since the establishment of the School Dental Service in New Zealand in 1921.
METHODS: Consultants in each of the countries considered to have a substantive literature on dental therapists were asked to participate in the research; seventeen in total. In addition to identifying and reviewing published articles, a focus of the research was on identifying \u27gray\u27 documents. Standard databases were searched for key words associated with dental therapists. In addition, searches were conducted of the governmental and dental association websites of all countries known to have dental therapists in their oral health workforce.
RESULTS: Fifty-four countries, both developing and developed, were identified where dental therapists are members of the workforce. Eleven hundred documents were identified from 26 of these countries, with over 2/3 of them cited in the published monograph. Reliable evidence from the related literature and verbal communication confirmed the utilization of dental therapists in an additional 28 countries. Thirty-three of the countries were members of the Commonwealth of Nations, suggesting a mechanism of spread from New Zealand.
Variable lengths of training/education existed for dental therapists with the tradition being 2 years postsecondary. In a few countries, the training of therapists and hygienists is now being combined in a three academic year program. Historically, dental therapists have been employed by government agencies caring for children, typically in school-based programs. Initiatives in some countries allow limited care for adults by dental therapists with additional training.
CONCLUSIONS: The evidence indicates that dental therapists provide effective, quality, and safe care for children in an economical manner and are generally accepted both by the public and where their use is established, by the dental profession
China’s private institutions for the education of health professionals: a time-series analysis from 1998 to 2012
Abstract
Background
Public institutions have been the major provider of education for health professionals in China for most of the twentieth century. In the 1990s, the Chinese government began to encourage the establishment of private education institutions, which have been steadily increasing in numbers over the past decade. However, there is a lack of authoritative data on these institutions and little has been published in international journals on the current status of private education of health professionals in China. In light of this knowledge gap, we performed a quantitative analysis of private institutions in China that offer higher education of health professionals.
Methods
Using previously unreleased national data provided by the Ministry of Education of China, we conducted time-series and descriptive analyses to study the scale, structure and educational resources from 1998 to 2012 of private institutions for health professional education.
Results
The number of private institutions that educate health professionals increased from two in 1999 to 123 in 2012. Private institutions displayed an average annual growth rate of 44.2% for enrolment, 59.0% for the number of students and 53.3% for the number of graduates. In 2012, nursing, clinical medicine and traditional Chinese medicine had the most students (37.2%, 32.8% and 8.9% respectively), representing 78.9% of all students in these institutions. Ninety-seven private institutions located in the more economically advantaged eastern and central China and only 26 ones were in the less economically advantaged western China, respectively turning out 85.2% and 14.8% of health professional graduates. There were less educational resources, such as the number of faculty members, physical space and assets, at private institutions than at public institutions.
Conclusions
Private institutions for the education of health professionals have emerged quickly in China, contributing to the demand for health professionals that exceeds what public institutions are able to offer. At the same time, the imbalance of geographical distribution and poor educational resources of private institutions are of concern. It may be of utmost importance to enhance administration and supervision to better regulate private institutions and their development plans. To what extent can China’s near-term air pollution control policy protect air quality and human health? A case study of the Pearl River Delta region
Following a series of extreme air pollution events, the Chinese government released the Air Pollution Prevention and Control Action Plan in 2013 (China's State Council 2013). The Action Plan sets clear goals for key regions (i.e. cities above the prefecture level, Beijing-Tianjin-Hebei Province, the Yangtze River Delta and the Pearl River Delta) and establishes near-term control efforts for the next five years. However, the extent to which the Action Plan can direct local governments' activities on air pollution control remains unknown. Here we seek to evaluate the air quality improvement and associated health benefits achievable under the Action Plan in the Pearl River Delta (PRD) area from 2012 to 2017. Measure-by-measure quantification results show that the Action Plan would promise effective emissions reductions of 34% of SO2, 28% of NOx, 26% of PM2.5 (particulate matter less than 2.5 μm in diameter), and 10% of VOCs (volatile organic compounds). These emissions abatements would lower the PM2.5 concentration by 17%, surpassing the 15% target established in the Action Plan, thereby avoiding more than 2900 deaths and 4300 hospital admissions annually. We expect the implementation of the Action Plan in the PRD would be productive; the anticipated impacts, however, fall short of the goal of protecting the health of local residents, as there are still more than 33 million people living in places where the annual mean ambient PM2.5 concentrations are greater than 35 μg m−3, the interim target-3 of the World Health Organization (WHO). We therefore propose the next steps for air pollution control that are important not only for the PRD but also for all other regions of China as they develop and implement effective air pollution control policies

Food Policy Development in the Australian State of Victoria: A Case Study of the Food Alliance
This article explores the development of a food policy body called the Food Alliance and the role of the organization in encouraging the development of food policy that integrates health and ecological issues. The Food Alliance is located within the Australian state of Victoria. A policy triangle is used as a framework to describe and analyse the work of the Food Alliance. Lessons are drawn about effective strategies for influencing integrated food policy. This occurs in a context where food policy typically favours powerful industry and agricultural interests and where relationships between the health and environmental sectors are in their infancy. The implications for planning and organizing a state-wide food policy are explored from the perspective of policy and the ways in which this can be influenced through working with key stakeholders
