    The O’Neill Institute for National and Global Health Law: Discovering Innovative Solutions for the Most Pressing Health Problems Facing the Nation and the World

    The connection between health and an individual’s ability to function in society, as well as the importance of health to a society’s economic, political, and social wellbeing necessitates finding innovative solutions to the world’s most pressing health problems. The O’Neill Institute for National and Global Health Law at Georgetown University seeks to demonstrate the role that academia can play in addressing complex national and global health problems in a comprehensive, evidence-based, intellectually-rigorous, and nonpartisan manner. The O’Neill Institute currently has three research programs: global health law, national health law, and the center for disease prevention and outcomes. Projects within these programs examine a broad range of health law and policy issues, such as global health governance, global tobacco control, health worker migration, emergency preparedness, national and Chinese health reform, HIV and AIDS issues, food safety, and personalized medicine. These projects merge the scholarly capacity within the institute with the resources of its partners, which include the World Health Organization, World Bank, the Bill & Melinda Gates Foundation, the U.S. Centers for Disease Control and Prevention, and the Campaign for Tobacco Free Kids. Additionally, the faculty and fellows of the O’Neill Institute regularly produce high-level scholarship and engage in teaching offering multi-disciplinary course offerings and innovative graduate degree programs.     Advancing the Right to Health: The Vital Role of Law

    Effective laws and an enabling legal environment are essential to a healthy society. Most public health challenges – from infectious and non-communicable diseases to injuries, from mental illness to universal health coverage – have a legal component. At global, national and local levels, law is a powerful tool for advancing the right to health. This tool is, however, often underutilized. This report aims to raise awareness about the role that public health laws can play in advancing the right to health and in creating the conditions for all people to live healthy lives. The report provides guidance about issues and requirements to be addressed during the process of developing or reforming public health laws, with case studies drawn from countries around the world to illustrate effective practices and critical features of effective public health legislation. Advancing the right to health: the vital role of law is the result of a collaboration between the World Health Organisation, the International Development Law Organisation (IDLO), the O’Neill Institute for National and Global Health Law, Washington D.C., USA, and Sydney Law School, University of Sydney. The content and structure of the report reflect the consensus reached at the second of two international consultations in public health law that preceded the preparation of the report, hosted by WHO and IDLO in Cairo, Egypt, 26-28 April 2010. Part 1 introduces the human right to health and its role in guiding and evaluating law reform efforts, including efforts to achieve the goal of universal health coverage. Part 2 discusses the process of public health law reform. The law reform process refers to the practical steps involved in advancing the political goal of law reform, and the kinds of issues and obstacles that may be encountered along the way. Part 2 identifies some of the actors who may initiate or lead the public health law reform process, discusses principles of good governance during that process, and ways of building a consensus around the need for public health law reform. Part 3 turns from the process of reforming public health laws to the substance or content of those laws. It identifies a number of core areas of public health practice where regulation is essential in order to ensure that governments (at different levels) discharge their basic public health functions. Traditionally, these core areas of public health practice have included: the provision of clean water and sanitation, monitoring and surveillance of public health threats, the management of communicable diseases, and emergency powers. Building on these core public health functions, Part 3 goes on to consider a range of other public health priorities where law has a critical role to play. These priorities include tobacco control, access to essential medicines, the migration of health care workers, nutrition, maternal, reproductive and child health, and the role of law in advancing universal access to quality health services for all members of the population. The report includes many examples that illustrate the ways in which different countries have used law to protect the health of their populations in ways that are consistent with their human rights obligations. Countries vary widely in terms of their constitutional structure, size, history and political culture. For these reasons, the examples given are not intended to be prescriptive, but to provide useful comparisons for countries involved in the process of legislative review

    Caracterización química y cuantificación del rendimiento de extracción de pigmento en siete accesiones mexicanas de Bixa orellana

    Achiote (Bixa orellana) is a plant used for obtaining a natural dye rich on carotenoids (mainly bixin and norbixin); it is also the plant species with the highest content of tocotrienols in nature. In the present work, the pigment extraction yield of seven Mexican accessions of Bixa orellana was quantified. Also color parameters and content of tocotrienols, tocopherols, norbixin, bixin, total phenolic compounds and antioxidant capacity were evaluated in the corresponding annatto extracts. The highest percentage of pigment extraction yield was obtained with KOH (4.84%). Accessions 43 (L*= 4.01 ± 0.79, C*= 7.33 ± 1.07, h= 25.76 ± 6.35) and 50 (L*= 3.17 ± 0.64, C*= 6.81 ± 0.53, h= 26.41 ± 4.41) had the lowest color values, meaning these accessions had a darker and redder color. Four accessions showed the highest content of bixin: accession 48 (3.1%), 45 (2.6%) 43 (2.4%) and 47 (2.2%). Accession 50 had showed the highest content of total phenolic compounds and of tocotrienols (T3), mainly the isoform δ-T3 (5.03 ± 0.64 mg g−1 Seed Dry Weight), as well as the highest antioxidant capacity.El achiote (Bixa orellana) es una planta utilizada para obtener un colorante natural rico en carotenoides (principalmente bixina y norbixina); además, es la especie vegetal con el mayor contenido de tocotrienoles. En este trabajo, se determinó el rendimiento de extracción de pigmento de siete accesiones mexicanas de Bixa orellana. También se evaluaron los parámetros de color y el contenido de tocotrienoles, tocoferoles, norbixina, bixina, compuestos fenólicos totales y la capacidad antioxidante en extractos de annato. El mayor porcentaje de rendimiento de extracción de pigmento fue obtenido con KOH (4.847905%). Las accesiones 43 (L*= 4.01 ± 0.79, C*= 7.33 ± 1.07, h= 25.76 ± 6.35) y 50 (L*= 3.17 ± 0.64, C*= 6.81 ± 0.53, h= 26.41 ± 4.41) presentaron los valores más bajos de los párametros de color, lo que significa que estas accesiones tuvieron un color más oscuro y más rojo. Cuatro accesiones mostraron el mayor contenido de bixina: accesión 48 (3.1%), 45 (2.6%) 43 (2.4%) and 47 (2.2%).     Linear Strain Tensors on Hyperbolic Surfaces and Asymptotic Theories for Thin Shells

    We perform a detailed analysis of the solvability of linear strain equations on hyperbolic surfaces. We prove that if the surface is a smooth noncharacteristic region, any first order infinitesimal isometry can be matched to an infinitesimal isometry of an arbitrarily high order. The implications of this result for the elasticity of thin hyperbolic shells are discussed

    Heritabilities and genetic trends for reproductive traits in a population of Romosinuano cattle in Colombia

    ABSTRACT Objective. The aim of this study was to estimate heritabilities and genetic trends for reproductive traits in a beef cattle population Romosinuano. Material and methods. Age at first calving (AFC), first calving interval (FCI), and second calving interval (SCI) were evaluated from a database generated from 1951 to 2011 by Research Center Turipana. Unicaracter animal model was used, which included fixed of contemporary group (year-season), random direct genetic additives effects and residual. Estimates of variance components and genetic parameters were obtained through Restricted Maximum Likelihood procedure, using AIREMLF90 program. Genetic trends were calculated as a linear regression of weighted averages of breeding values over the years, using the REG procedure of Statistical Analysis System. Results. The indices of heritability for additive genetic effects were 0.04 ± 0.05 for AFC, 0.06 ± 0.06 for FCI, and 0.09 ± 0.06 for SCI. Conclusions. Low heritabilities indicating that should improve nutritional and management conditions in the herd, so that they can better express the traits evaluated. The estimated genetic trends were near zero, which shows that the objective of the CI Turipaná regarding this population has complied fully preserving the genetic variability of the breed Romosinuano. RESUMEN Objetivo. Estimar heredabilidades y tendencias genéticas para características reproductivas en una población de ganado Romosinuano. Materiales y métodos. Se evaluaron los registros de edad al primer parto (EPP), primer intervalo entre partos (PIEP) y segundo intervalo entre partos (SIEP), desde el año 1951 hasta 2011 de ganado Romosinuano del Centro de Investigación Turipaná. Se empleó un modelo animal unicaracter que incluyó los efectos fijos del grupo contemporáneo (año-época de nacimiento), efectos aleatorios genéticos aditivos directos del animal y residual. Las estimaciones de los componentes de varianza y los parámetros genéticos se obtuvieron a través del procedimiento de Máxima Verosimilitud Restringida, mediante el programa de AIREMLF90. Las tendencias genéticas fueron calculadas como una regresión lineal de las medias ponderadas de los valores genéticos sobre los años, usando el procedimiento REG de Statistical Analysis System. Resultados. Los índices de heredabilidad para efectos genéticos aditivos directos fueron 0.04±0.05 para EPP, 0.06±0.06 para PIEP y 0.09±0.06 para SIEP. Conclusiones. Las heredabilidades bajas indican que se debe mejorar las condiciones de nutrición y de manejo en el hato para que se puedan expresar mejor las características evaluadas. Las tendencias genéticas estimadas arrojaron valores cercanos a cero, lo cual demuestra que el objetivo del C.I Turipaná con respecto a esta población se ha cumplido a cabalidad, preservando la variabilidad genética de la raza Romosinuano

    Sobre la reconfiguración óptima de redes radiales de distribución empleando un modelo de PNLEM: un enfoque basado en GAMS

    This paper addresses the problem of the optimal reconfiguration of medium-voltage distribution networks by proposing a mixedinteger nonlinear programming (MINLP) model. The objective function of this optimization model is the minimization of the total power losses in all the branches of the network, considering active and reactive power balance equations, voltage regulation bounds, and device capabilities, among others. The proposed MINLP formulation works with branch-to-node incidence that allows representing the active and reactive power flow in branches as a function of the real and imaginary components of the voltages and currents. The solution of the MINLP model is reached through the general algebraic modeling system widely known as the GAMS package while presenting it in the form of a tutorial. This software allows implementing the proposed model a in compact way, which is solved via branch and bound methods. Two test feeders comprising 5 and 14 nodes allow demonstrating the fidelity of the proposed MINLP model regarding power loss minimization when compared to that reported in the specialized literature. © 2022, Universidad Nacional de Colombia.     Extended WKB method, resonances and supersymmetric radial barriers

    Semiclassical approximations are implemented in the calculation of position and width of low energy resonances for radial barriers. The numerical integrations are delimited by t/T<<8, with t the period of a classical particle in the barrier trap and T the resonance lifetime. These energies are used in the construction of `haired' short range potentials as the supersymmetric partners of a given radial barrier. The new potentials could be useful in the study of the transient phenomena which give rise to the Moshinsky's diffraction in time.Comment: 12 pages, 4 figures, 3 table
