    Os casos de violência interpessoal nas Minas Gerais setecentistas são amplamente informados na documentação. Além dos crimes cotidianos praticados por todas as qualidades de indivíduos, que levavam as autoridades a tomar medidas de imposição da ordem, existiam grupos que, no imaginário colonial, estavam intrinsecamente ligados à criminalidade, mesmo que não o fossem na realidade. Esses grupos eram formados por elementos da etnia cigana e por membros dos quilombos. Esse artigo estuda as ações de repressão exercidas sobre esses dois grupos encontradas nas cartas de Martinho de Mendonça, governador interino das Minas, entre 1736 e 1737

    Although still in its early phases, the Juncker Commission has already broken new ground. Not only is Jean-Claude Juncker the first Commission President to be selected by the Spitzenkandidaten process, an extra-constitutional system that has reconfigured the European Union’s institutional balance, but he has transformed the structure and operation of the College in order to create a more political, and therefore more effective, Commission, and made good – so far – on his promise ‘to do better on the bigger things and be small on the small things’. This article examines this three-fold transformation. It looks at the innovations and change associated with the Juncker Commission. It considers what motivated them and how they were achieved, sets them in historical perspective, and discusses their implications for the institutions and for the EU more broadly

    Integration of occupational risk prevention courses in engineering degrees: Delphi study

    Engineering syllabi often lack courses covering occupational risk prevention. In Spain, professional competences are awarded along with the completion of a university degree. This means that new graduates are certified in areas in which they have received little or no training, such as occupational risk prevention. However, the academic reforms established by the Bologna Process, which strives to homogenize university degrees throughout Europe, compels European universities to design new syllabi. The main goal of this paper is to define a framework for including occupational risk-prevention education in the new engineering syllabi. This exploratory research applied the Delphi methodology to a panel of 59 experts, using questionnaires assessed with a four-point Likert scale through two rounds. A website supported the information flow. According to the experts who participated in this study, education and training in occupational risk-prevention is essential for improving the safety culture within a company or workplace. The experts concurred that this subject should be a separate mandatory course in all engineering degree programs. The participants recommended that an optional course should be considered only if a mandatory course is not approved.     What Counts as ‘World Class’? : Global University Rankings and Shifts in Institutional Strategies

    Global university rankings have emerged as a benchmark of institutional success, setting standards for higher education policymaking and institutional practices. Nevertheless, only a marginal share of higher education institutions (HEI) are in a realistic position to be ranked as a ‘world-class’ institutions. In the European context, the global rankings have been used to highlight a performance gap between European and North American institutions. Here the focus has been on the HEIs in the top-100 positions, causing concerns over European higher education. This has also become a marker of world-class university. We analyze the strategies of 27 Northern European universities in different tiers to learn how they have adjusted to the reality of ranking. We conclude that the references to global rankings have increased between 2014 and 2018. At the same time, the references to rankings have become more implicit in nature. Nevertheless, we find that the discourse of global comparison and excellence has become more common in the strategies. There are also emerging references to the regional role of universities, which are apparent in the strategies of universities that are clearly outside the top-100 ranked institutions. However, this is also a reflection of the discourse of world-class university.Peer reviewe
