Seismic Retrofitting Guidelines for Highway Bridges
DOT-FH-11-9295This document contains guidelines for the seismic retrofitting of highway bridges. The guidelines are the recommendations of a team of nationally recognized experts, which includes consulting engineers, academicians, state highway engineers, and federal agency representatives from throughout the United States. The guidelines are comprehensive in nature and embody several new concepts. An extensive commentary documenting the basis for the guidelines and a worked example problem illustrating their use are included. The guidelines include a preliminary screening procedure, methods for evaluating an existing bridge in detail, and potential retrofitting measures for the most common seismic deficiencies. The preliminary screening procedures are used to identify bridges that are the most likely candidates for retrofitting. The methods for evaluating an existing bridge in detail involve the calculation of seismic capacity/demand ratios for each potentially vulnerable bridge component, overall assessment of the consequences of a design earthquake at the bridge site, and selection of the most appropriate retrofitting scheme for the bridge. Retrofitting schemes may be selected from among those presented and discussed in the guidelines. These guidelines utilize many of the concepts presented in the "Seismic Design Guidelines for Highway Bridges" (Report No. FHWA/RD-81/081) and are intended to be used in conjunction with that document
Shake-table tests of a reinforced concrete frame designed following modern codes: seismic performance and damage evaluation
This paper presents shake-table tests conducted on a two-fifths-scale reinforced concrete frame representing a conventional construction design under current building code provisions in the Mediterranean area. The structure was subjected to a sequence of dynamic tests including free vibrations and four seismic simulations in which a historical ground motion record was scaled to levels of increasing intensity until collapse. Each seismic simulation was associated with a different level of seismic hazard, representing very frequent, frequent, rare and very rare earthquakes. The structure remained basically undamaged and within the inter-story drift limits of the "immediate occupancy" performance level for the very frequent and frequent earthquakes. For the rare earthquake, the specimen sustained significant damage with chord rotations of up to 28% of its ultimate capacity and approached the upper bound limit of inter-story drift associated with "life safety". The specimen collapsed at the beginning of the "very rare" seismic simulation. Besides summarizing the experimental program, this paper evaluates the damage quantitatively at the global and local levels in terms of chord rotation and other damage indexes, together with the energy dissipation demands for each level of seismic hazard. Further, the ratios of column-to-beam moment capacity recommended by Eurocode 8 and ACI-318 to guarantee the formation of a strong column-weak beam mechanism are examined
Simple method for real-time seismic damage assessment of bridges
Seismic damage of bridges may pose a severe threat to motorway users, and preventive closure until post-seismic inspection may be viewed as the only safe option. However, such a measure may incur pronounced losses by obstructing transportation of rescue teams. On the other hand, allowing traffic on earthquake-damaged bridges is a difficult decision with potentially dire consequences. Hence, the main dilemma for the motorway administrator is whether to interrupt the operation of the network, calling for timely development and implementation of a RApid REsponse (RARE) system. The development of such a RARE system requires an effective means to estimate the seismic damage of motorway structures in real time. This paper contributes towards such a direction by introducing a simple method for real time seismic damage assessment of motorway bridges. The proposed method requires nonlinear dynamic time history analyses using multiple seismic records as seismic excitation. Based on the results of the analyses, statistical models are estimated, and nonlinear regression equations are developed to express seismic damage as a function of statistically significant intensity measures (IMs). Such equations are easily programmable and can be employed for real-time damage assessment, as part of an online expert system. In the event of an earthquake, the nearest seismic motion(s), recorded by an online accelerograph network, will be used in real time to estimate the damage state of motorway structures, employing the developed equations. The efficiency of the proposed method is demonstrated using a single bridge pier as an illustrative example. Based on finite element (FE) analysis results, three nonlinear regression models are estimated correlating three damage indices (DIs) with statistically significantly IMs.</p
Seismic performance and damage evaluation of a reinforced concrete frame with hysteretic dampers through shake-table tests
Passive energy dissipation devices are increasingly implemented in frame structures to improve their performance under seismic loading. Most guidelines for designing this type of system retain the requirements applicable to frames without dampers, and this hinders taking full advantage of the benefits of implementing dampers. Further, assessing the extent of damage suffered by the frame and by the dampers for different levels of seismic hazard is of paramount importance in the framework of performance-based design. This paper presents an experimental investigation whose objectives are to provide empirical data on the response of reinforced concrete (RC) frames equipped with hysteretic dampers (dynamic response and damage) and to evaluate the need for the frame to form a strong column-weak beam mechanism and dissipate large amounts of plastic strain energy. To this end, shake-table tests were conducted on a 2/5-scale RC frame with hysteretic dampers. The frame was designed only for gravitational loads. The dampers provided lateral strength and stiffness, respectively, three and 12 times greater than those of the frame. The test structure was subjected to a sequence of seismic simulations that represented different levels of seismic hazard. The RC frame showed a performance level of "immediate occupancy", with maximum rotation demands below 20% of the ultimate capacity. The dampers dissipated most of the energy input by the earthquake. It is shown that combining hysteretic dampers with flexible reinforced concrete frames leads to structures with improved seismic performance and that requirements of conventional RC frames (without dampers) can be relieved

Performance-Based Seismic Design and Assessment of Bridges
Current trends in the seismic design and assessment of bridges are discussed, with emphasis on two procedures that merit some particular attention, displacement-based procedures and deformation-based procedures. The available performance-based methods for bridges are critically reviewed and a number of critical issues are identified, which arise in all procedures. Then two recently proposed methods are presented in some detail, one based on the direct displacement-based design approach, using equivalent elastic analysis and properly reduced displacement spectra, and one based on the deformation-based approach, which involves a type of partially inelastic response-history analysis for a set of ground motions and wherein pier ductility is included as a design parameter, along with displacement criteria. The current trends in seismic assessment of bridges are then summarised and the more rigorous assessment procedure, i.e. nonlinear dynamic response-history analysis, is used to assess the performance of bridges designed to the previously described procedures. Finally some comments are offered on the feasibility of including such methods in the new generation of bridge codes
INNOVATIONS in earthquake risk reduction for resilience: RECENT advances and challenges
The Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR) highlights the importance of scientific research, supporting the ‘availability and application of science and technology to decision making’ in disaster risk reduction (DRR). Science and technology can play a crucial role in the world’s ability to reduce casualties, physical damage, and interruption to critical infrastructure due to natural hazards and their complex interactions. The SFDRR encourages better access to technological innovations combined with increased DRR investments in developing cost-effective approaches and tackling global challenges. To this aim, it is essential to link multi- and interdisciplinary research and technological innovations with policy and engineering/DRR practice. To share knowledge and promote discussion on recent advances, challenges, and future directions on ‘Innovations in Earthquake Risk Reduction for Resilience’, a group of experts from academia and industry met in London, UK, in July 2019. The workshop focused on both cutting-edge ‘soft’ (e.g., novel modelling methods/frameworks, early warning systems, disaster financing and parametric insurance) and ‘hard’ (e.g., novel structural systems/devices for new structures and retrofitting of existing structures, sensors) risk-reduction strategies for the enhancement of structural and infrastructural earthquake safety and resilience. The workshop highlighted emerging trends and lessons from recent earthquake events and pinpointed critical issues for future research and policy interventions. This paper summarises some of the key aspects identified and discussed during the workshop to inform other researchers worldwide and extend the conversation to a broader audience, with the ultimate aim of driving change in how seismic risk is quantified and mitigated
