    The Reinvention of NATO

    In 2006, NATO is operating well out of area and conducting missions beyond the collective defense limits of its founding Treaty. NATO increasingly supports humanitarian relief operations, while also engaged in Afghanistan, the Mediterranean, and African crisis spots. These changes provide the reason to examine the thesis: only if NATO is able to effectively transform will it be able to continue in its role as the primary European security institution. This transformation of the Alliance is a process, and one that could yet come to an untimely conclusion following any crisis. How NATO has adapted so far, and the potential for further successful adaptation are important European and Transatlantic issues. The reinvention of a treaty-based collective defense Alliance signed in 1949 to an institution projecting power and stability well beyond its own region resulted from slow and methodical consensus building since the end of the Cold War. Rather than disappearing, NATO enlarged and changed. Alliance members continued to see value in the institution that provided security for decades. Meanwhile, emerging dangers reinvigorated the collective defense nature of the Alliance. As an intergovernmental organization, NATO is not quickly changed. Nevertheless, since 1989 the Alliance has transformed remarkably. Changes in NATO policies, structure, and capabilities have resulted in a significantly different institution. Externally, NATO has provided a sense of stability and security as it enlarged and engaged the newly democratic nations of Europe. Through partnership activities, NATO provides regional transparency, resulting in the continuation of stability that began at the end of World War Two. Internally, NATO continues developing a European identity in order to provide a more balanced relationship within the Alliance. It has established the CJTF as a means of supporting the EU in selected contingencies when the Alliance as a whole does not wish to be involved. NATO has shown great flexibility and adaptability since the end of the Cold War. It is imperative that Alliance members begin to share a common vision and an understanding of their differences. It is also critical that changes within the EU and a future constitution not limit Alliance flexibility

    Penelitian ini bertujuan untuk menganalisis Jugendsprache dalam komik Huck Finn karya Olivia Vieweg. Penelitian ini merupakan penelitian kualitatif dengan menggunakan teknik analisis deskriptif dan peneliti sebagai instrumen penelitian. Sumber data dalam penelitian ini berupa kata, frasa dan kalimat yang mengandung Jugendsprache dalam komik Huck Finn karya Olivia Vieweg. Hasil penelitian ini menunjukkan terdapat 59 data yang mengandung Jugendsprache. Ciri Jugendsprache Vereinfachungen merupakan yang paling sering muncul yaitu sebanyak 27, kemudian fremdsprachliche Anleihen sebanyak 12, selanjutnya Bedeutungsverengungen sebanyak 5, lalu Bedeutungsumkehrungen sebanyak 4, Wortveränderungen sebanyak 4 Bedeutungserweiterungen sebanyak 3, 2 Superlativierung, 1 Wortneuschöpfungen, dan 1 Bedeutungsverschiebungen. Sedangkan ciri Jugendsprache klangliche Eindeutschungen, kreative Wortspiele dan Verbalisierungen von Substantiven tidak ditemukan di dalam komik. This research purpose is to analyze the Youth language in the comic Huck Finn by Olivia Vieweg. This research is a qualitative research using descriptive analysis techniques and the researcher as a research instrument. Sources of data in this study are words, phrases and sentences containing Youth language in the comic Huck Finn. The results of this study indicate that there are 59 data containing Youth language. The characteristics of Youth language is Vereinfachungen are the most frequent appearances, namely 27, then 12 fremdsprachliche Anleihen, then 5 Bedeutungsverengungen, then 4 Bedeutungsumkehrungen, 4 Wortveränderungen 3 Bedeutungserweiterungen, 3 Superlativerschiungschi, and 1 Wortveränderungen. Meanwhile, the features of Jugendsprache klangliche Eindeutschungen, Wortspiele creatives and Verbalisierungen von Substantiven are not found in the comics

    La importancia del fideicomiso no lo ha eximido de discusi?n acad?mico-jur?dica y econ?mica, relacionada con la naturaleza jur?dica del dominio fiduciario y la actividad que desempe?a uno de sus intervinientes, el fiduciario. La regulaci?n nacional identifica al dominio fiduciario como un derecho real, que nace del contrato de fideicomiso y se ejerce sobre el patrimonio fideicometido, siendo su titular el fiduciario, aunque esta titularidad resulte, cuando menos, discutible, pues, a ser el patrimonio fideicometido una entidad con subjetividad, debiera carecer de un titular que no sea el mismo. Por otro lado, la falta de regulaci?n del dominio fiduciario en el Libro de Los Derechos Reales del C?digo Civil, la pluralidad de bienes que puede constituir su objeto (el patrimonio fideicometido) y la imposibilidad de constituir derechos reales sobre derechos, llevan a la conclusi?n que el dominio fiduciario no puede ser un derecho real, si no otro tipo de situaci?n jur?dica.     Bulk TiCxN1-x-15%Co cermets obtained by direct spark plasma sintering of mechanochemical synthesized powders

    TiCxN1-x-15 wt.%Co cermets were obtained by a mechanically induced self-sustaining reaction (MSR) and sintered by spark plasma sintering (SPS) technique at different temperatures (1200-1400 degrees C) for 1 min in vacuum under a uniaxial load of 80 MPa. The evolution of microstructure and mechanical properties was investigated. SPS allowed high densification with limited grain growth at a relatively low temperature. Material sintered at 1300 degrees C showed a good combination of mechanical properties with Vickers hardness of 17.1 +/- 0.5 GPa, fracture toughness of 5.51 +/- 0.29 MPa m(1/2) and bending strength of 904 +/- 12 MPa. Lower sintering temperature resulted in a decrease in bending strength due to poor cohesion between the ceramic and binder phases. An increase in sintering temperature would allow tailoring the cermet microstructure and, therefore, adjusting the Vickers hardness/fracture toughness relation.     Effect of CNFs content on the tribological behaviour of spark plasma sintering ceramic-CNFs composites

    Alumina-carbon nanofibres (CNFs) and silicon carbide-CNFs nanocomposites with different volume fraction of CNFs (0-100vol.%) were obtained by spark plasma sintering. The effect of CNFs content on the tribological behaviour in dry sliding conditions on the ceramic-carbon nanocomposites has been investigated using the ball-on-disk technique against alumina balls. The wear rate of ceramic-CNFs nanocomposites decreases with CNFs increasing content. The friction coefficient of the Al 2O 3/CNFs and SiC/CNFs nanocomposites with high CNFs content was found to be significantly lower compared to monolithic Al 2O 3 and SiC due to the effect of CNFs and unexpectedly slightly lower than CNFs material. The main wear mechanism in the nanocomposite was abrasion of the ceramic and carbon components which act in the interface as a sort of lubricating media. The experimental results demonstrate that the addition of CNFs to the ceramic composites significantly reduces friction coefficient and wear rate, resulting in suitable materials for unlubricated tribological applications. © 2011.This work has been carried out with financial support of National Plan Projects MAT2006-01783 and MAT2007-30989-E and the Regional Project FICYT PC07-021.     Effect of graphene and CNFs addition on the mechanical and electrical properties of dense alumina-toughened zirconia composites

    Fully dense carbon/alumina-toughened zirconia composites were prepared by using a combination of aqueous colloidal powder processing and spark plasma sintering technique (SPS). Various carbon elements were introduced in alumina-toughened zirconia matrix (ZA) as filler; carbon nanofibers (CNFs) and graphene oxide (GO). The influence of the addition of different carbon forms on the microstructure and on the mechanical and electrical properties was investigated. In the case of the ZAGO composites, the SPS technique allowed, in one-step, the in situ reduction of the graphene oxide during the sintering process. The fracture toughness increases for ZAGO composites in comparison to the ZA material while the hardness decreases slightly with carbon elements addition. The electrical conductivity of the ZA composite drastically increased with the addition of graphene oxide, and it reached 10 Omega cm at 2 vol%. CrownA.
