    Private lands for public access: the Sutter Buttes of California

    Presented at the 8th international congress for wildlife and livelihoods on private and communal lands: livestock, tourism, and spirit, that was held on September 7-12, 2014 in Estes Park, Colorado.The Sutter Buttes, the only mountain range in California's Central Valley, rise from an intensely cultivated, highly altered landscape. Fences divide the land by property ownership, keeping livestock in and trespassers out. It was inevitable in urbanizing California that the general public would want to get beyond fences to hike, explore, and take photographs. Pressure for a state park mounted, creating a polarized division between private landowners and access-demanding public. Out of conflict arose innovation: a program of public access and interpretation was developed on one ranch property; later the author expanded the concept to about 40 properties in the range. Landowners were compensated for public access, allowing traditional uses (cattle and sheep ranching) to co-exist with hikes and workshops covering geology, natural and cultural history, and environmental education. At the same time, sensitive areas (e.g., eagle eyries, bat colonies) could be protected. From a private enterprise company (Sutter Buttes Naturalists) evolved the Middle Mountain Foundation, now the Sutter Buttes Regional Land Trust. Landowners and "outsiders" together are active in land management, conservation, and education issues, demonstrating that local communities can achieve desired goals without the need for government involvement. The evolving model met its founder's goals of achieving a "positive spirit of constructive collaboration"; new issues are dealt with as they arise. Non-destructive public use has led to economic development, conservation of natural resources, and changes in attitudes and cultural perceptions. Questions have run the gamut from the very broad (should the slim volume of outer space law relevant to military platforms and operations be expanded?) to the very specific (what new technical tools are available for the verification regime of a notional future space arms control agreement?)

    Fiber-optic microarray for simultaneous detection of multiple harmful algal bloom species

Plankton analysis is a valuable component of many HAB monitoring and research programs, but the diversity of plankton poses a problem in discriminating toxic from nontoxic species using conventional detection methods. Here we describe a sensitive and specific sandwich hybridization assay that combines fiber-optic microarrays with oligonucleotide probes to detect and enumerate the HAB species Alexandrium fundyense, Alexandrium ostenfeldii, and Pseudo-nitzschia australis. Microarrays were prepared by loading oligonucleotide probe-coupled microspheres (diameter, 3 μm) onto the distal ends of chemically etched imaging fiber bundles. Hybridization of target rRNA from HAB cells to immobilized probes on the microspheres was visualized using Cy3-labeled secondary probes in a sandwich-type assay format. We applied these microarrays to the detection and enumeration of HAB cells in both cultured and field samples. Our study demonstrated a detection limit of approximately 5 cells for all three target organisms within 45 min, without a separate amplification step, in both sample types. We also developed a multiplexed microarray to detect the three HAB species simultaneously, which successfully detected the target organisms, alone and in combination, without cross-reactivity. Our study suggests that fiber-optic microarrays can be used for rapid and sensitive detection and potential enumeration of HAB species in the environment.This work was funded by the Sea Grant Technology Program (NA16RG2273)

    Evaluating the success of functional restoration after reintroduction of a lost avian pollinator

    Conservation translocation is a common method for species recovery, for which one increasingly frequent objective is restoring lost ecological functions to promote ecosystem recovery. However, few conservation translocation programs explicitly state or monitor function as an objective, limiting the ability to test assumptions, learn from past efforts, and improve management. We evaluated whether translocations of hihi (Notiomystis cincta), a threatened New Zealand passerine, achieved their implicit objective of restoring lost pollination function. Through a pollinator-exclusion experiment, we quantified, with log response ratios (lnR), the effects of birds on fruit set and seed quality in hangehange (Geniostoma ligustrifolium), a native flowering shrub. We isolated the contributions of hihi by making comparisons across sites with and without hihi. Birds improved fruit set more at sites without hihi (lnR = 1.27) than sites with hihi (lnR = 0.50), suggesting other avian pollinators compensated for and even exceeded hihi contributions to fruit set. Although birds improved seed germination only at hihi sites (lnR = 0.22-0.41), plants at sites without hihi had germination rates similar to hihi sites because they produced 26% more filled seeds, regardless of pollination condition. Therefore, although our results showed hihi improved seed quality, they also highlighted the complexity of ecological functions. When an important species is lost, ecosystems may be able to achieve similar function through different means. Our results underscore the importance of stating and monitoring the ecological benefits of conservation translocations when functional restoration is a motivation to ensure these programs are achieving their objectives.Peer reviewe

    Local perspectives on humanitarian aid in Sri Lanka after the tsunami

    Objectives: This case study examines the impact of humanitarian aid from the perspectives of local stakeholders in Sri Lanka following the tsunami disaster of December 2004. Study Design: Qualitative study using key-informant and focus group interviews. Methods: Key-informant and focus group interviews were conducted with tsunami survivors, community leaders, the local authorities and aid workers sampled purposively. Data collected was analysed using thematic analysis. Results: The study found that aid had aggravated social tensions and the lack of community engagement led to grievances. There was a perceived lack of transparency, beneficiary expectations were not always met and it was difficult to match aid to needs. Rapid participatory approaches to obtain beneficiary feedback in post disaster settings are possible but have limitations due to respondent bias. Conclusions: In order to mitigate adverse social impacts of their programmes, humanitarian aid agencies need to better understand the context in which aid is delivered. Beneficiary feedback is essential in disaster planning and response so that disaster response can be better matched to the needs of beneficiaries

    The Matsu Wheel: A Cloud-Based Framework for Efficient Analysis and Reanalysis of Earth Satellite Imagery

    Project Matsu is a collaboration between the Open Commons Consortium and NASA focused on developing open source technology for cloud-based processing of Earth satellite imagery with practical applications to aid in natural disaster detection and relief. Project Matsu has developed an open source cloud-based infrastructure to process, analyze, and reanalyze large collections of hyperspectral satellite image data using OpenStack, Hadoop, MapReduce and related technologies. We describe a framework for efficient analysis of large amounts of data called the Matsu "Wheel." The Matsu Wheel is currently used to process incoming hyperspectral satellite data produced daily by NASA's Earth Observing-1 (EO-1) satellite. The framework allows batches of analytics, scanning for new data, to be applied to data as it flows in. In the Matsu Wheel, the data only need to be accessed and preprocessed once, regardless of the number or types of analytics, which can easily be slotted into the existing framework. The Matsu Wheel system provides a significantly more efficient use of computational resources over alternative methods when the data are large, have high-volume throughput, may require heavy preprocessing, and are typically used for many types of analysis. We also describe our preliminary Wheel analytics, including an anomaly detector for rare spectral signatures or thermal anomalies in hyperspectral data and a land cover classifier that can be used for water and flood detection. Each of these analytics can generate visual reports accessible via the web for the public and interested decision makers. The result products of the analytics are also made accessible through an Open Geospatial Compliant (OGC)-compliant Web Map Service (WMS) for further distribution. The Matsu Wheel allows many shared data services to be performed together to efficiently use resources for processing hyperspectral satellite image data and other, e.g., large environmental datasets that may be analyzed for many purposes

    Porous Bead-Based Diagnostic Platforms: Bridging the Gaps in Healthcare

    Advances in lab-on-a-chip systems have strong potential for multiplexed detection of a wide range of analytes with reduced sample and reagent volume; lower costs and shorter analysis times. The completion of high-fidelity multiplexed and multiclass assays remains a challenge for the medical microdevice field; as it struggles to achieve and expand upon at the point-of-care the quality of results that are achieved now routinely in remote laboratory settings. This review article serves to explore for the first time the key intersection of multiplexed bead-based detection systems with integrated microfluidic structures alongside porous capture elements together with biomarker validation studies. These strategically important elements are evaluated here in the context of platform generation as suitable for near-patient testing. Essential issues related to the scalability of these modular sensor ensembles are explored as are attempts to move such multiplexed and multiclass platforms into large-scale clinical trials. Recent efforts in these bead sensors have shown advantages over planar microarrays in terms of their capacity to generate multiplexed test results with shorter analysis times. Through high surface-to-volume ratios and encoding capabilities; porous bead-based ensembles; when combined with microfluidic elements; allow for high-throughput testing for enzymatic assays; general chemistries; protein; antibody and oligonucleotide applications

    The evolution of HIV policy in Vietnam: from punitive control measures to a more rights-based approach

    Aim: Policymaking in Vietnam has traditionally been the preserve of the political elite, not open to the scrutiny of those outside the Communist Party. This paper aims to analyse Vietnam's HIV policy development in order to describe and understand the policy content, policy-making processes, actors and obstacles to policy implementation. Methods: Nine policy documents on HIV were analysed and 17 key informant interviews were conducted in Hanoi and Quang Ninh Province, based on a predesigned interview guide. Framework analysis, a type of qualitative content analysis, was applied for data analysis. Results: Our main finding was that during the last two decades, developments in HIV policy in Vietnam were driven in a top-down way by the state organs, with support and resources coming from international agencies. Four major themes were identified: HIV policy content, the policy-making processes, the actors involved and human resources for policy implementation. Vietnam's HIV policy has evolved from one focused on punitive control measures to a more rights-based approach, encompassing harm reduction and payment of health insurance for medical costs of patients with HIV-related illness. Low salaries and staff reluctance to work with patients, many of whom are drug users and female sex workers, were described as the main barriers to low health staff motivation. Conclusion: Health policy analysis approaches can be applied in a traditional one party state and can demonstrate how similar policy changes take place, as those found in pluralistic societies, but through more top-down and somewhat hidden processes. Enhanced participation of other actors, like civil society in the policy process, is likely to contribute to policy formulation and implementation that meets the diverse needs and concerns of its population
