    Disarmament, demobilisation and reintegration (DDR) as a participatory process: involving communities and beneficiaries in post-conflict disarmament programmes

    Disarmament, Demobilisation and Reintegration (DDR) programmes are a structured approach to returning soldiers and militia members to civilian life. One of the aims is to support implementation of the peace process, by addressing their interests and reducing the chance of them becoming “spoilers”. Since the early 90s, DDR has been implemented in countries emerging from conflict, such as Sierra Leone, Liberia, Angola and Afghanistan. They are now underway in the Democratic Republic of Congo and Sudan. The results have been mixed, and the agencies responsible for designing and implementing DDR are still developing best practice. This study aims to identify the role of a participatory approach as a factor in ensuring success in a DDR programme. Ex-combatants, receiving communities, local implementing partners, and newlyestablished national structures can all be involved to a greater or lesser degree in the process. The argument for greater involvement – a participatory approach – includes better outcomes in terms of ownership of the process and political will, improved likelihood that real needs are addressed, greater relevance for female ex-combatants and children, sustainability in reintegration and economic initiatives, and capacity building

    Programs for the Disarmament, Demobilization, and Reintegration (DDR) of ex-combatants have become more common as an element in the peacebuilder’s toolkit. They have evolved over the last 15 years, and can interact positively with an ongoing peace process. The literature assessing DDR is reviewed in this paper. Results have not always been positive, however. Despite recognition of the need for a more holistic, integrated approach, there are real challenges in implementing such a complex program in a post-conflict environment. Qualitative studies have highlighted these difficulties, and the few quantitative assessments of the outcomes are mixed. However, understanding of DDR is being advanced by a rich policy literature, together with specific “best practice” studies. Recognition of the importance of a participatory approach, and ownership of the process by the beneficiaries, has added to this understanding. The paper concludes that DDR is set to remain an important tool, and that it is most effective when used flexibly, appropriately, and with the genuine participation of those it is supposed to benefit

    From conflict to ownership: Participatory approaches to the re-integration of ex-combatants in Sierra Leone

    The demobilisation and re-integration of ex-combatants has become an important element in peace-building. The need for a more holistic, integrated approach, in which there is greater local ownership of the process, has long been recognised. However, putting this into practice remains a challenge. Re-integration ultimately takes place in the community, merging with development and post-conflict reconstruction. This study of re-integration in Sierra Leone uses the concept of ‘participation’ from development discourse, meaning the extent to which potential stakeholders have a say in how interventions are designed and implemented. It finds that participation and ownership are only seen to a limited extent, and only in certain situations.Many of the ex-combatants who participated in this study felt they did not receive adequate or accurate information regarding the re-integration process. This undermines the contribution that re-integration can have to the peace-building project. Participation proves to be a useful framework for assessing re-integration programmes, and for planning the more integrated approach that has long been advocated

    Advances in knowledge-based software engineering

    The underlying hypothesis of this work is that a rigorous and comprehensive software reuse methodology can bring about a more effective and efficient utilization of constrained resources in the development of large-scale software systems by both government and industry. It is also believed that correct use of this type of software engineering methodology can significantly contribute to the higher levels of reliability that will be required of future operational systems. An overview and discussion of current research in the development and application of two systems that support a rigorous reuse paradigm are presented: the Knowledge-Based Software Engineering Environment (KBSEE) and the Knowledge Acquisition fo the Preservation of Tradeoffs and Underlying Rationales (KAPTUR) systems. Emphasis is on a presentation of operational scenarios which highlight the major functional capabilities of the two systems

    Distributed, cooperating knowledge-based systems

    Some current research in the development and application of distributed, cooperating knowledge-based systems technology is addressed. The focus of the current research is the spacecraft ground operations environment. The underlying hypothesis is that, because of the increasing size, complexity, and cost of planned systems, conventional procedural approaches to the architecture of automated systems will give way to a more comprehensive knowledge-based approach. A hallmark of these future systems will be the integration of multiple knowledge-based agents which understand the operational goals of the system and cooperate with each other and the humans in the loop to attain the goals. The current work includes the development of a reference model for knowledge-base management, the development of a formal model of cooperating knowledge-based agents, the use of testbed for prototyping and evaluating various knowledge-based concepts, and beginning work on the establishment of an object-oriented model of an intelligent end-to-end (spacecraft to user) system. An introductory discussion of these activities is presented, the major concepts and principles being investigated are highlighted, and their potential use in other application domains is indicated

    Prototype software reuse environment at Goddard Space Flight Center

    The Goddard Space Flight Center (GSFC) work is organized into four phases and includes participation by a contractor, CTA, Inc. The first phase was an automation study, which began with a comprehensive survey of software development automation technologies. Eight technical areas were analyzed for goals, current capabilities, and obstacles. The study documented current software development practice in GSFC Mission Operations and Data Systems Directorate, and presented short- and long-term recommendations that included focus on reuse and object-oriented development. The second phase, which has been completed, developed a prototype reuse environment with tools supporting object-oriented requirements analysis and design. This phase addressed the operational concept of software reuse, i.e., it attempted to understand how software can be reused. This environment has two semantic networks: object and keywords, and includes automated search, interactive browsing and a graphical display of database contents. Phase 3 was a domain analysis of Payload Operations Control Center (POCC) software. The goal in this phase was to create an initial repository of reusable components and techniques. Seven existing Operations Control Centers at GSFC were studied, but the domain analysis proved to be very slow. A lesson learned from this was that senior people who understand the environment and the functionality of the area are needed to perform successful domain analyses

    Constraining application behaviour by generating languages

    Writing a platform for reactive applications which enforces operational constraints is difficult, and has been approached in various ways. In this experience report, we detail an approach using an embedded DSL which can be used to specify the structure and permissions of a program in a given application domain. Once the developer has specified which components an application will consist of, and which permissions each one needs, the specification itself evaluates to a new, tailored, language. The final implementation of the application is then written in this specialised environment where precisely the API calls associated with the permissions which have been granted, are made available. Our prototype platform targets the domain of mobile computing, and is implemented using Racket. It demonstrates resource access control (e.g., camera, address book, etc.) and tries to prevent leaking of private data. Racket is shown to be an extremely effective platform for designing new programming languages and their run-time libraries. We demonstrate that this approach allows reuse of an inter-component communication layer, is convenient for the application developer because it provides high-level building blocks to structure the application, and provides increased control to the platform owner, preventing certain classes of errors by the developer.Comment: 8 pages, 8th European Lisp Symposiu

    Using cost-effectiveness analyses to inform policy: the case of antiretroviral therapy in Thailand.

    BACKGROUND: Much emphasis is put on providing evidence to assist policymakers in priority setting and investment decisions. Assessing the cost-effectiveness of interventions is one technique used by policymakers in their decisions around the allocation of scarce resources. However, even where such evidence is available, other considerations may also be taken into account, and even over-ride technical evidence. Antiretroviral therapy (ART) is the most effective intervention to reduce HIV-related morbidity and prolong mortality. However, treatment provision in the developing world has been hindered by the high costs of services and drugs, casting doubts on its cost-effectiveness. This paper looks at Thailand's publicly-funded antiretroviral initiative which was first introduced in 1992, and explores the extent to which cost-effectiveness evidence influenced policy. METHODS: This article reviews the development of the national ART programme in Thailand between 1992 and 2004. It examines the roles of cost-effectiveness information in treatment policy decisions. Qualitative approaches including document analysis and interview of key informants were employed. RESULTS: Two significant policy shifts have been observed in government-organised ART provision. In 1996, service-based therapy for a few was replaced by a research network to support clinical assessments of antiretroviral medication in public hospitals. This decision was taken after a domestic study illustrated the unaffordable fiscal burden and inefficient use of resources in provision of ART. The numbers of treatment recipients was maintained at 2,000 per year throughout the 1990s. It was not until 2001 that a new government pledged to extend the numbers receiving the service, as part of its commitment to universal coverage. Several elements played a role in this decision: new groups of dominant actors, drug price reductions, a pro-active civil society movement, lessons from experience on treatment benefits, and global treatment advocacy. Unlike previous policy discourse, human rights, ethics and equity notions were explicitly raised to support therapy extension. CONCLUSION: In the early decision, moving from a relatively limited ART service to a research network was clearly influenced by cost-effectiveness data. But in the 2001 decision to include ART in the universal coverage package, cost-effectiveness arguments were over-ruled by other considerations.
