    Impediments to Effective Interactions Between Multipurpose Water Districts and Other Governmental Institutions in Urbanizing Areas

    Water institutions are highly diffused throughout society. These institutions interact with one another in various ways. As water needs and services expand, collaborative and cooperative arrangements are commonly sought as a means of meeting common goals of providing a safe, dependable adn least cost water supply to particular constituencies. Of the many different institutions involved in the development, managment, distribution, and use of water, perhaps the most significant in terms of extensive interactions with other institutions is the kind that is typified by Water Conservancy Districts and Metropolitan Water Districts in Utah. The statutory and operating framework of counterpart organizations in Arizona, Colorado, Nebraska, Oregon, and South Dakota are compared in this report. Significant differences in procedures for creation and termination, selection of officers, powers and legal rights, opportunity for input to policy formulation, sources of financiing, planning responsibility, and coordination are identified. Interstate comparisons provide the backdrop for more specific examination of the interactions of districts in Utah with other organizations and agencies. The results indicate that districts have tended to embrace large scale projects as solutions to projected water shortages. The continuing and long term financial obligation constrains the districts flexibility to adjust to alternative supply options that may become visible to retail users as demand patterns change during the drawn out construction schedules of large projects. Because the Conneville Unit of the Central Utah Project is presently engaged in a large and active investigative and construction program, and is negotiating water purchase contracts, examples of some of the kinds of impediments to effective institutional interaction were more readily identified in that region by those interviewed. In situations where institutional differences occur, their mediation could be more readily effected if districts were more directly linked to general purpose government and particularly to state oversight. State government might promote more harmonious coordination of district operations by inviting periodic full and open appraisal of district plans and policies in a search for mid-course corrections that might better serve the public interest without abrogating contractual commitments

    Consisting of two cross-sectional studies, the present study investigated whether psychological flexibility mediates the relations between self-concealment and negative psychological outcomes. Study 1 examined whether psychological flexibility mediates the relations between self-concealment and emotional distress in stressful interpersonal situations. In addition to replicating results of Study 1, Study 2 investigated whether psychological flexibility mediates the relationship between self-concealment and general psychological ill-health. Psychological flexibility was found to mediate the relation between self-concealment and emotional distress in stressful interpersonal settings and to partially mediate the relationship between self-concealment and general psychological ill-health

    Heritable patterns of tooth decay in the permanent dentition: principal components and factor analyses

    <p>Abstract</p> <p>Background</p> <p>Dental caries is the result of a complex interplay among environmental, behavioral, and genetic factors, with distinct patterns of decay likely due to specific etiologies. Therefore, global measures of decay, such as the DMFS index, may not be optimal for identifying risk factors that manifest as specific decay patterns, especially if the risk factors such as genetic susceptibility loci have small individual effects. We used two methods to extract patterns of decay from surface-level caries data in order to generate novel phenotypes with which to explore the genetic regulation of caries.</p> <p>Methods</p> <p>The 128 tooth surfaces of the permanent dentition were scored as carious or not by intra-oral examination for 1,068 participants aged 18 to 75 years from 664 biological families. Principal components analysis (PCA) and factor analysis (FA), two methods of identifying underlying patterns without <it>a priori </it>surface classifications, were applied to our data.</p> <p>Results</p> <p>The three strongest caries patterns identified by PCA recaptured variation represented by DMFS index (correlation, r = 0.97), pit and fissure surface caries (r = 0.95), and smooth surface caries (r = 0.89). However, together, these three patterns explained only 37% of the variability in the data, indicating that <it>a priori </it>caries measures are insufficient for fully quantifying caries variation. In comparison, the first pattern identified by FA was strongly correlated with pit and fissure surface caries (r = 0.81), but other identified patterns, including a second pattern representing caries of the maxillary incisors, were not representative of any previously defined caries indices. Some patterns identified by PCA and FA were heritable (h<sup>2 </sup>= 30-65%, p = 0.043-0.006), whereas other patterns were not, indicating both genetic and non-genetic etiologies of individual decay patterns.</p> <p>Conclusions</p> <p>This study demonstrates the use of decay patterns as novel phenotypes to assist in understanding the multifactorial nature of dental caries.</p

    The Baryon Oscillation Spectroscopic Survey of SDSS-III

    The Baryon Oscillation Spectroscopic Survey (BOSS) is designed to measure the scale of baryon acoustic oscillations (BAO) in the clustering of matter over a larger volume than the combined efforts of all previous spectroscopic surveys of large scale structure. BOSS uses 1.5 million luminous galaxies as faint as i=19.9 over 10,000 square degrees to measure BAO to redshifts z<0.7. Observations of neutral hydrogen in the Lyman alpha forest in more than 150,000 quasar spectra (g<22) will constrain BAO over the redshift range 2.15<z<3.5. Early results from BOSS include the first detection of the large-scale three-dimensional clustering of the Lyman alpha forest and a strong detection from the Data Release 9 data set of the BAO in the clustering of massive galaxies at an effective redshift z = 0.57. We project that BOSS will yield measurements of the angular diameter distance D_A to an accuracy of 1.0% at redshifts z=0.3 and z=0.57 and measurements of H(z) to 1.8% and 1.7% at the same redshifts. Forecasts for Lyman alpha forest constraints predict a measurement of an overall dilation factor that scales the highly degenerate D_A(z) and H^{-1}(z) parameters to an accuracy of 1.9% at z~2.5 when the survey is complete.     The interactions of disability and impairment

    Theoretical work on disability is going through an expansive period, built on the growing recognition of disability studies as a discipline and out of the political and analytical push to bring disability into a prominent position within accounts of the intersecting social categories that shape people's lives. A current debate within critical disability studies is whether that study should include impairment and embodiment within its focus. This article argues it should and does so by drawing from symbolic interactionism and embodiment literatures in order to explore how differences in what bodies can do-defined as impairments-come to play a role in how people make sense of themselves through social interaction. We argue that these everyday interactions and the stories we tell within them and about them are important spaces and narratives through which impairment and disability are produced. Interactions and stories are significant both in how they are shaped by wider social norms, collective stories and institutional processes, and also how they at times can provide points of resistance and challenges to such norms, stories and institutions. Therefore, the significance of impairment and interaction is the role they play in both informing self-identity and also broader dynamics of power and inequality

    Theta_13: phenomenology, present status and prospect

    The leptonic mixing angle theta_13 is currently a high-priority topic in the field of neutrino physics, with five experiments under way, searching for neutrino oscillations induced by this angle. We review the phenomenology of theta_13 and discuss the information from present global oscillation data. A description of the upcoming reactor and accelerator experiments searching for a non-zero value of theta_13 is given, and we evaluate the sensitivity reach within the next few years.Comment: Topical review, 55 pages, 23 figures, v2: various minor improvements, references added, new section 6, matches version to appear in J.     The 2.5 m Telescope of the Sloan Digital Sky Survey

    We describe the design, construction, and performance of the Sloan Digital Sky Survey Telescope located at Apache Point Observatory. The telescope is a modified two-corrector Ritchey-Chretien design which has a 2.5-m, f/2.25 primary, a 1.08-m secondary, a Gascoigne astigmatism corrector, and one of a pair of interchangeable highly aspheric correctors near the focal focal plane, one for imaging and the other for spectroscopy. The final focal ratio is f/5. The telescope is instrumented by a wide-area, multiband CCD camera and a pair of fiber-fed double spectrographs. Novel features of the telescope include: (1) A 3 degree diameter (0.65 m) focal plane that has excellent image quality and small geometrical distortions over a wide wavelength range (3000 to 10,600 Angstroms) in the imaging mode, and good image quality combined with very small lateral and longitudinal color errors in the spectroscopic mode. The unusual requirement of very low distortion is set by the demands of time-delay-and-integrate (TDI) imaging; (2) Very high precision motion to support open loop TDI observations; and (3) A unique wind baffle/enclosure construction to maximize image quality and minimize construction costs.
