    Best Practices and Methodologies for IT Project Portfolio Management

    Abstract. In today's business environment, a key factor for decision making is the IT projects portfolio management (ITPPM). IT projects must be aligned with the objectives, goals and strategies, which is achieved through the appropriate application of a methodology for ITPPM. The experienced application of a methodology depends on the experience of the managers of ITPPM, considering that the application of methodologies generates best practices, it becomes necessary to study some of the more representative methodologies and obtain the best practices that allow novice administrators to initiate their portfolio management activities in information technology projects. In this article, three methodologies are studied, from which best practices are obtained, as results; a hierarchy of best practices is obtained so that project managers can be guided or introduced in their field

    Search for the Higgs boson decays H → ee and H → eμ in pp collisions at √s = 13 TeV with the ATLAS detector

No significant signals are observed, in agreement with the Standard Model expectation. For a Higgs boson mass of 125 GeV, the observed (expected) upper limit at the 95% confidence level on the branching fraction β(H→ee)is 3.6 ×10−4(3.5 ×10−4) and on β(H→eμ)is 6.2 ×10−5(5.9 ×10−5).     A Survey of Super-Resolution in Iris Biometrics With Evaluation of Dictionary-Learning

While many generic super-resolution methods have been proposed to restore low-resolution images, they usually aim to enhance their visual appearance. However, an overall visual enhancement of biometric images does not necessarily correlate with a better recognition performance. Reconstruction approaches thus need to incorporate the specific information from the target biometric modality to effectively improve recognition performance. This paper presents a comprehensive survey of iris super-resolution approaches proposed in the literature. We have also adapted an eigen-patches’ reconstruction method based on the principal component analysis eigen-transformation of local image patches. The structure of the iris is exploited by building a patch-position-dependent dictionary. In addition, image patches are restored separately, having their own reconstruction weights. This allows the solution to be locally optimized, helping to preserve local information. To evaluate the algorithm, we degraded the high-resolution images from the CASIA Interval V3 database. Different restorations were considered, with 15 × 15 pixels being the smallest resolution evaluated. To the best of our knowledge, this is the smallest resolutions employed in the literature. The experimental framework is complemented with six publicly available iris comparators that were used to carry out biometric verification and identification experiments. The experimental results show that the proposed method significantly outperforms both the bilinear and bicubic interpolations at a very low resolution. The performance of a number of comparators attains an impressive equal error rate as low as 5% and a Top-1 accuracy of 77%–84% when considering the iris images of only 15 × 15 pixels.     Effects of moderate static magnetic field on neural systems is a non-invasive mechanical stimulation of the brain possible theoretically?

    Static magnetic fields have been shown to induce effects on the human brain. Different experiments seem to support the idea that moderate static magnetic field can exert some influence on the gating processes of the membrane channels. In this article we visit the order of magnitude of the energy magnetic terms associated with moderate applied field (between 10 and 200 milliteslas). It is shown that gradients of the Zeeman energy associated with the inhomogeneous applied fields can induce pressures of the order of 10^(-2)Pa. The surface tension generated by the magnetic pressure, on the surface delimiting the brain region subject to relevant field and gradients, is found to range between 10^(-1) and 1 mN.m^(-1). These pressures seem to be strong enough to interfere with the elastic and electrostatic energies involved in the channel activation-inactivation-deactivation mechanisms of biological membranes. It has been described that small mechanical force can activate voltage gated potassium channels. Moreover, stretch-activated ion channels are widely described in different biological tissues. Virtually, all these channels can modify their activity if stressed by a sufficient pressure delivered for enough time. We propose mechanical stimulation - possibly not exclusively - as a candidate mechanism how static magnetic field can produce effects in biological systems. It must be emphasized, that such field gradients were not previously proposed as a possible source of neural activity modification

    Cambio en la estrategia de alimentación de las hembras del león marino sudamericano (Carnivora: Pinnipedia) tras el parto

    This study tests the hypothesis that female South American sea lions shift from off-shore, pelagic prey to coastal, benthic prey after parturition in order to reduce the foraging trip duration and hence the time pups remain unattended on the beach during early lactation. The δ13C and δ15N values of the serum and blood cells of 26 South American sea lion suckling pups from northern Patagonia were used to track the dietary changes of their mothers from late pregnancy to early lactation, after correction for differential isotopic fractionation between tissues. Primary producers and potential prey species were also analysed to establish a baseline for interpreting the stable isotope concentration of serum and blood cells. Isotopic ratios revealed a generalized increase in the consumption of coastal-benthic prey after parturition. Such a generalized post-partum shift will allow females to spend more time on land and look after their pups. The effects of this foraging strategy on the nutritional quality of the female’s diet are discussed.El presente estudio pretende comprobar si las hembras del león marino sudamericano adoptan una dieta más bentónica y costera tras el parto, con el fin de reducir la duración de los viajes de alimentación y reducir así el tiempo durante el cual las crías permanecen desatendidas en la playa. Para ello, se determinaron las concentraciones de isótopos estables de carbono y nitrógeno en el suero y las células sanguíneas de 26 crías lactantes de león marino sudamericano del norte de la Patagonia, con el fin de reconstruir la dieta de la madre durante la parte final de la gestación y el inicio de la lactancia, tras la correspondiente corrección del fraccionamiento isotópico entre tejidos. También se analizaron muestras de productores primarios y de presas potenciales para ayudar en la interpretación de los resultados. Las concentraciones de isótopos estables antes y después del parto confirmaron un incremento en el consumo de presas bentónicas costeras tras el parto. Este cambio generalizado de dieta tras el parto permitiría a las hembras incrementar el tiempo que pasan junto a las crías. Se discuten los efectos que esta estrategia puede tener sobre la calidad de la dieta de las hembras

    Post-traumatic stress disorder associated with natural and human-made disasters in the World Mental Health Surveys

    Background: Research on post-traumatic stress disorder (PTSD) following natural and human-made disasters has been undertaken for more than three decades. Although PTSD prevalence estimates vary widely, most are in the 20–40% range in disaster-focused studies but considerably lower (3–5%) in the few general population epidemiological surveys that evaluated disaster-related PTSD as part of a broader clinical assessment. The World Mental Health (WMH) Surveys provide an opportunity to examine disaster-related PTSD in representative general population surveys across a much wider range of sites than in previous studies. Method: Although disaster-related PTSD was evaluated in 18 WMH surveys, only six in high-income countries had enough respondents for a risk factor analysis. Predictors considered were socio-demographics, disaster characteristics, and pre-disaster vulnerability factors (childhood family adversities, prior traumatic experiences, and prior mental disorders). Results: Disaster-related PTSD prevalence was 0.0–3.8% among adult (ages 18+) WMH respondents and was significantly related to high education, serious injury or death of someone close, forced displacement from home, and pre-existing vulnerabilities (prior childhood family adversities, other traumas, and mental disorders). Of PTSD cases 44.5% were among the 5% of respondents classified by the model as having highest PTSD risk. Conclusion: Disaster-related PTSD is uncommon in high-income WMH countries. Risk factors are consistent with prior research: severity of exposure, history of prior stress exposure, and pre-existing mental disorders. The high concentration of PTSD among respondents with high predicted risk in our model supports the focus of screening assessments that identify disaster survivors most in need of preventive interventions

    Star and protoplanetary disk properties in Orion's suburbs

    (Note: this is a shortened version of the original "structured" A&A format abstract.) We performed a large optical spectroscopic and photometric survey of the Lynds~1630N and 1641 clouds. We provide a catalog of 132 confirmed young stars in L1630N and 267 such objects in L1641. We identify 28 transition disk systems, 20 of which were previously unknown, as well as 42 new transition disk candidates for which we have broad-band photometry but no optical spectroscopy. We estimate mass accretion rates M_acc from the equivalent widths of the H_alpha, H_beta, and HeI 5876\AA emission lines, and find a dependence on stellar mass of M_acc propto Mstar^alpha, with alpha~3.1 in the subsolar mass range that we probe. An investigation of a large literature sample of mass accretion rate estimates yields a similar slope of alpha~2.8 in the subsolar regime, but a shallower slope of alpha~2.0 if the whole mass range of 0.04 M_sun-5 Msun is included. Among the transition disk objects, the fraction of stars that show significant accretion activity is relatively low compared to stars with still optically thick disks (26\pm11% vs. 57\pm6%, respectively). However, those transition disks that do show significant accretion have the same median accretion rate as normal optically thick disks of 3-4*10^{-9} M_sun/yr. We find that the ages of the transition disks and the WTTSs without disks are statistically indistinguishable, and both groups are significantly older than the CTTSs. These results argue against disk-binary interaction or gravitational instability as mechanisms causing a transition disk appearance. Our observations indicate that disk lifetimes in the clustered population are shorter than in the distributed population.
